    Finance and Budget Specialist

    Under the overall supervision of the Head of GEF Chemicals and Waste Unit,, Chemicals and Health Branch, Industry and Economy Division, and the direct supervision of the Programme Budget Officer, GEF Chemicals and Waste Unit, Chemicals and Health Branch, the Individual Contractor will be responsible for the following duties:

    • Financial Management: Monitor expenditures; Review requisitions for goods and services;
    • Assist in preparation of budget performance reports and status of reports, analyzing variances
    • Monitor integrity of various financial databases;
    • Co-ordinate with other finance/budget staff on related issues during preparation of budget reports;
    • Assist in closure of year-end accounts; Review the final project accounts' runs;
    • Liaise and follow up with United Nations Office at Nairobi (UNON) for processing of requested payments;
    • Prepare sub-allotment advices; Contribute in responding to audit queries by the internal and external auditors;
    • Maintain financial data relevant to the Funds projects;
    • Assist in preparing donor reports and drafting responses to donor queries.
    • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
    • Assists with visualizations and updating information material such as web pages or brochures.
    • Project Management: Facilitate the development and preparation of accurate project documents and revisions;
    • Prepare responses to project related queries on finance;
    • Assist in the closure of projects; Assist in the follow up of receipt of cash advance statements, progress and final reports;
    • Keep track of management and financial reports;
    • Provide administrative and financial support in the management of projects;
    • Follow up with project managers on receipt of progress reports and financial reports;
    • Review reports received;
    • Assist in preparing documents.
    • General:
    •  Keep up-to-date documents, reports and guidelines;
    • Draft/prepare correspondence to respond to inquiries;
    • Maintain and keep up-to-date files;
    • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making;
    • Assists with visualizations and updating information material such as web pages or brochures.
    • Performs other related duties assigned.

    Qualifications/special skills

    • High school diploma, and relevant training in programme/project administration/management, finance, budget, accounting, administrative services or related area required.
    • A minimum of seven (7) years of experience in finance, accounting, budgeting and audit is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher.
    • Experience working with various offices of the United Nations Secretariat, United Nations Agencies, Funds and Programmes, the European Union, the North Atlantic Treaty Organization, Non-Governmental Organizations or Permanent Missions is required. Experience working on Enterprise Resource Planning (ERP) systems such as Umoja is required.
    • One (1) year or more of experience in data analytics or related area is required. Must hold a professional accounting qualification such as CPA (Certified Public Accountant), ACCA (Association of Chartered Certified Accountants), or CIMA (Chartered Institute of Management Accountants).

    Communication Lead

    Under the overall guidance of the Executive Secretary and in consultation with the UNEP Communication Division, the Communication Lead will be responsible for the following duties: Strategic communication and coordination:

    • Leads the development and implementation of the INC Secretariat’s communication strategy and outreach plans, ensuring alignment with UNEP’s corporate communication priorities and UN Secretariat standards.
    •  Leads UNEP’s system-wide communication initiatives on plastic pollution, ensuring consistent inclusion of INC-related messaging across UNEP and UN platforms.
    • Develops and coordinates multi-channel communication and awareness activities, including web content and social media campaigns implemented by UNEP, ensuring that INC messages and materials are harmonized across communication channels.
    • Coordinates the production and dissemination of approved communication and information materials in digital and print formats, ensuring quality and consistency with UNEP’s standards. 

    Qualifications/special skills

    • Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
    • At least fifteen (15) years of progressively responsible experience in communication, journalism, international relations, public administration is required.
    • Experience in drafting communication strategies and in planning and implementing large scale communication projects is required. Experience in writing for the web for a complex international organization comparable to the UN is required. Progressive years of experience in planning and implementing multilingual campaigns/strategies, including involving digital communications is required.
    • Experience evaluating results and impact of activities and drafting official reports/communications, news stories, press releases, newsletters and talking points is desirable. Experience coordinating communications work across time zones, departments, offices and entities is desirable. Experience working on plastic pollution and related issues is desirable.
    • Knowledge of Drupal, HTML, mailing list services and databases, and design programmes like Adobe Creative Suite is desired.
