    Health Program Manager

    Job Summary:
    The Health Program Manager will coordinate, manage and provide leadership for all aspects of the Health programming portfolio in the Ghana Country Program (CP), including designing and implementing projects advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. The Program Manager’s management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

    Roles and Key Responsibilities:

    • Provide leadership in the development and management of the country program’s strategic health strategy and other health project proposals, including responses to request for applications by donors.
    • Manage and implement all activities throughout relevant project cycle – project design, start-up, implementation and close-out- to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
    • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
    • Provide leadership and direction over project implementation, ensuring partners and field staff adhere to their assigned scopes of work and memorandum of understanding/agreements, and ensuring all members of the implementation team work cooperatively and productively to achieve project objectives
    • Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Ensure ICT4D technologies are applied appropriately in Health project MEAL systems. Proactively identify issues and use participatory processes to overcome obstacles.
    • Act as a key resource person in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.
    • Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
    • Help identify, assess and strengthen partnerships relevant to Health projects applying appropriate application of partnership concepts, tools and approaches.
    • Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight ensure efficient use of project resources

    Supervisory Responsibilities: Responsible for supervising 3 Senior Project Officers, 1 MEAL Senior Project Officer and 1 Project Assistant

    Key Working Relationships:

    • Internal: Country Representative, Head of Programs, Chief of Party-ACERS, Business Development Specialist, International Fellow, Finance Manager, Senior/Regional Technical Advisors: Maternal/Child Health & Nutrition
    • External: Ghana Health Services, Universities and research institutions, and other partner

    Required Skills or Experience

    • Master’s Degree in Public Health, International Development, International Relations or a related field required. Additional experience may substitute for some education.
    • Minimum of 5 years of relevant field-based experience in coordinating or managing moderately complex projects required, preferably with an international NGO.
    • Experience with supporting Ghana Health Service at the Regional, District and Sub-district levels, including relevant experience with community-based health programming
    • Experience contributing to the development of technical proposals
    • Monitoring, Evaluation, Accountability and Learning (MEAL) skills and experience preferred.

    Required Languages – Fluency in English required

    Travel – Must be willing and able to travel up to 25%.

    Knowledge, Skills and Abilities:

    • Strong critical thinking and creative problem-solving skills with ability to make sound judgment
    • Strong relationship management and the ability to work effectively with culturally diverse groups
    • Experience in budgeting and budget management
    • Attention to detail, accuracy and timeliness in executing assigned responsibilities
    • Willingness to travel in-country and internationally as required by the Agency
    • Strong written and verbal communication skills with ability to write reports
    • Ability to take initiative and service-oriented
