    Consultant for Terminal Evaluation of the UNEP/GEF Project "Addressing Marine Plastics - A Systematic Approach"

    Inception Phase Of The Evaluation, Including

    In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis and report-writing. More specifically:

    • preliminary desk review and introductory interviews with project staff;
    • draft the reconstructed Theory of Change of the project;
    • prepare the evaluation framework;
    • develop the desk review and interview protocols;
    • draft the survey protocols (if relevant);
    • develop and present criteria for country and/or site selection for the evaluation mission;
    • plan the evaluation schedule;
    • prepare the Inception Report, incorporating comments until approved by the Evaluation Manager

    Data Collection And Analysis Phase Of The Evaluation, Including

    • conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
    • regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and;
    • keep the Project/Task Manager informed of the evaluation progress.

    Reporting Phase, Including

    • draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
    • liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
    • prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and
    • (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)

    Managing Relations, Including

    • maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
    • communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention.

    Qualifications/special Skills

    • A university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable
    • A minimum of 5 years of experience working in activities related to the mitigation of plastic pollution (ideally marine plastic pollution) is required.
    • A good broad understanding the Circular Economy is desired.
    • Technical / evaluation experience is desirable, preferably including evaluating large, regional or global programmes and using a Theory of Change approach

    Languages

    English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement.

    Oil Spill Contingency Plan Expert: Finalisation of the Updated National Oil Spill Contingency Plan of the Republic of Mauritus

    Specific Tasks and Responsibilities:

    The Consultant Will Undertake The Following Specific Tasks

    Under overall supervision of the Head of the Nairobi Convention Secretariat and direct supervision of the SAPPHIRE Project Coordinator, and in close collaboration with the Government of Mauritius, the consultant will coordinate the overall process of stakeholder consultations to sensitise and receive inputs from the population of Mauritius on the updated National Oil Spill Contingency Plan.

    • Act as resource person to facilitate 10 working sessions on the sensitisation of stakeholders (key responders/ministries/ parastatal bodies, private sectors(oil companies and media), tourism sector (hotel and pleasure craft operators, fishers, women association, youth & NGO’s amongst others) on their roles and responsibilities according to the revised NOSCP.
    • Develop a report documenting the comments, inputs, and perspectives from the participating stakeholders and provide recommendations on how to adapt the plan accordingly.

    Qualifications/special Skills

    • Academic qualifications: At least a first level degree is required in Marine Biology/ Sciences (Marine biology and coastal management/Maritime Safety and Environmental Protection/ Maritime Affairs - Maritime Safety & Environmental Administration/ Oceanography and Marine Environmental Management), Environmental Sciences or other closely related fields.
    • Professional Experience: Minimum of 2 years of relevant work experience is required in the environmental or marine sciences sector, in international setting including in the Western Indian Ocean region. Experience with oil spill contingency at sea (plans, methods and technologies) and related national laws, policies, strategies is desired. Excellent analytical, advocacy, presentation, writing and communications skills are required; Experience in conducting training and capacity building especially working in SIDS is an added advantage.

    Languages

    Language: English and French are the official working languages of the United Nations. For this position fluency in both oral and written English is required. Working knowledge in French is desirable.
