Job Description:
- The Regional Data and Analytics Advisor leads data governance which includes data management, processing and visualization in the East Africa Region. This role shall coordinate data consolidation, processing and visualization from various systems including Kobo Collect, LMMS, iMPAQ, Horizon mWater etc. across all Word Vision technical sectors in all funding streams (HEA, Grants, PNS and Sponsorship). Build Data Culture and Capacity within the region and Field offices: train staff, support ethical data practices, and foster a culture where decisions are driven by evidence.
- A key focus is operationalization of the Results for Children framework while strengthening data support for GAM, advocacy, and donor engagement. The Advisor will synthesize Annual Impact Measurement (AIM) data from Field Offices before applying advanced analytics to generate actionable insights which will promote access and utilization of the data both internally and during external engagements.
MAJOR RESPONSIBILITIES:
25% DATA STRATEGY, GOVERNANCE AND MANAGEMENT
- Lead, design and implement a regionally contextualized data and analytics framework aligned with Our Promise Phase 3 and Results for Children framework, East Africa’s specific priorities (HEA, WASH, Sponsorship, CWB, GAM, Advocacy, and F&D).
- Provide strategic guidance to leadership and FOs on data-driven planning, resource allocation, and policy development
- Translate global data priorities into East Africa specific actionable plans across both humanitarian and development programming.
- Establish and manage secure, accessible data repositories that integrate emergency, sponsorship, sectoral, support including Regional Finance and Procurement and grant-related data.
- Define and implement regional data quality management standards
- Maintain metadata repositories to ensure data and related data sources are well-documented.
- Collaborate with sector and support units to ensure consistency of data definitions.
- Ensure adherence to data governance policies, including privacy, security, and ethical use.
10% DATA CULTURE AND CAPACITY BUILDING
- Support training of RO/FO staff in liaison with global teams on data literacy
- Support ethical data practices and help build a culture where decisions are driven by evidence
- Build the capacity of the Field Offices on advanced data analytics including and tools.
- Coordinate cross-country peer learning and regional community of practice on data and analytics.
30% DATA COLLECTION, PROCESSING AND ANALYSIS
- Support the development of AIM tools and methodologies within the East Africa Region
- Integrate and analyze data from multiple sources such as iMPAQ, AIM, humanitarian 3W/4W/5W systems.
- Design regional dashboards and automated reports that provide real-time access using tools like Power BI.
- Ensure interoperability between systems used for sponsorship, humanitarian coordination, sectoral programs, and grants.
- Analyse quantitative and qualitative data to assess program performance, beneficiary needs, and emerging trends
- Create compelling visualizations and reports that demonstrate impact of WV work
25% EVIDENCE USE, REPORTING AND INSIGHTS
- Lead regional synthesis of AIM data using descriptive, inferential, and predictive analytics.
- Produce evidence products (e.g., learning briefs, synthesis reports) for internal and external use.
- Collaborate with DMEAL Senior Advisor to ensure data quality and consistency.
- Support adaptive management and strategic learning through data insights.
- Expand beyond AIM to include coordination with knowledge platforms and tools that promote evidence accessibility.
- Support the development of learning products that synthesize evidence into digestible formats for multiple audiences (programming, advocacy, external relations).
10% INTERNAL AND EXTERNAL COLLABORATION
- Ensure FO and regional office are fully aligned with global frameworks while also responding to East Africa-specific needs.
- Collaborate with regional sector leads, HEA, GAM, sponsorship, IT, and Strategy teams for integrated data solutions.
- Engage with external partners to position World Vision East Africa as a leader in child-focused analytics in both development and humanitarian contexts.
KNOWLEDGE, SKILLS AND EXPERIENCE:
- Minimum of 7 years working in data analytics, business intelligence, Monitoring & Evaluation (M&E), or results-based program design preferably in humanitarian or development contexts.
- Demonstrated ability to design, implement, and manage data platforms, information
- systems and visualization tools (e.g., Power BI, Power Apps, mobile data collection platforms) to support evidence-based decision-making.
- Experience applying child-focused metrics and frameworks or similar impact
- measurement models.
- Proven ability to conduct descriptive, inferential, and predictive analytics to generate actionable insights and inform program adaptation.
- Proven ability to work across technical sectors and engage with external partners (e.g.,
- INGOs, UN agencies, donors) to drive innovation and influence.
- Experience working in multicultural, matrixed organizations, with the ability to navigate complex stakeholder environments.
Required Professional Experience:

JOB PURPOSE
The Senior Advisor for Child Protection in Emergencies will be responsible for the technical leadership, strategic development and quality implementation of child protection programming in WV’s humanitarian responses. S/he will lead the development and testing of interventions and technical guidance for CPiE, as well as designing and developing proposals to mobilize resources for maintaining or scaling up child protection in emergency programs. The postholder will also ensure child protection is mainstreamed in all operations and seek effective collaboration with other sectors to promote integrated programming. This may also be done through deployments to field offices/Responses and/or dedicated technical support.
This role will provide capacity building for field staff and key stakeholders in the areas of Child Protection in Emergencies, through training and coaching, while contributing to improving knowledge and skills of WV and partners’ staff in addressing protection concerns of children in crisis. He/She will lead the development, recruitment and ongoing engagement of the CPiE roster of surge-ready staff. The Sr Advisor will share global minimum standards, inter-agency guidance, best practices, etc. with child protection in emergencies and other relevant teams. The Advisor will also represent World Vision in global CPiE/CPHA networks for increased learning, impact, income and influence as much as possible.
KEY RESPONSIBILITES
60% Technical Leadership and Strategic Development
- Lead the development, testing/learning and timely revision of CHILD PROTECTION IN EMERGENCIES strategies and approaches in line with the objectives of WV’s Response Strategy and the Country technical and/or Humanitarian Response Plan (NHRP where available).
- Seek collaboration with other sector teams to support and grow integrated programme for child-wellbeing outcomes, including specifically integration work with food security, education and MHPSS
- Ensure CPiE considerations are mainstreamed into all WV’s sector strategies and approaches
- In coordination with Programme/GAM teams, support the design and development of new CHILD PROTECTION IN EMERGENCIES project proposals/concept notes, contextualizing existing approaches, and supporting donor/external engagement with the aim of increasing funding for CPiE
- Provide technical leadership to CHILD PROTECTION IN EMERGENCIES - related case studies, learning reviews and publications within the Response
- Deployments and technical assistance to the field/response settings
- Deploy and/or offer remote/virtual technical assistance to response/field teams with technical programming support, to gap-fill for CPiE roles, provide capacity building, and/or strengthen systems and processes for CPiE

20% Organization and Staff Capacity Building
- Promote technical excellence in the application of internal and interagency minimum standards including humanitarian standards, child protection minimum standards, IASC guidelines
- Develop contextualized training or other guidance materials for CHILD PROTECTION IN EMERGENCIES staff and partners based on project needs and assessment findings
- Lead the hiring process for qualified local and expatriate staff to implement CHILD PROTECTION IN EMERGENCIES and/or integrated programmes when requested by field offices/responses and/or regions.
- Lead the recruitment process and ensure ongoing engagement of the CPiE roster.
- Support response leadership in partner identification by using sector guidance, competency frameworks and other tools tailored to assess partners capacity to respond for CHILD PROTECTION IN EMERGENCIES in line with WV and interagency standards
- Support the Safeguarding Advisor to establish/strengthen the safeguarding mechanisms within the Response, including partner agencies
- Facilitate training opportunities for CHILD PROTECTION IN EMERGENCIES, other sector teams and partners on CHILD PROTECTION IN EMERGENCIES-related topics and integration

- Relevant staff have needed knowledge and skills to implement quality standalone and integrated CHILD PROTECTION IN EMERGENCIES programmes.
- Consortium or partnership established with competent local partners

10% External Engagement and Networking
- Participate, and whenever possible lead, in the Alliance for CPHA, the Protection Cluster and other relevant task forces as deem necessary for strong coordination efforts and to leverage WV’s CHILD PROTECTION IN EMERGENCIES expertise and be considered as partner of choice
- Actively contribute to the discussions and development of Humanitarian Response Plan (HRP) and relevant process to shape the priorities and directions for CHILD PROTECTION IN EMERGENCIES in early stages of the emergency; and lead on facilitating CP coordination tools and guidelines
- In coordination with Programme/GAM team, build strong relationships with existing/new donors, and explore potential donors who prioritize CHILD PROTECTION IN EMERGENCIES interventions for new program ideas and approaches based on evidence.
- When appropriate, build relationships and ensure coordination with the national/local government ministries to contribute to strengthening the formal CP system in the Response
- Enhance World Vision’s visibility and leverage World Vision’s CHILD PROTECTION IN EMERGENCIES expertise as a partner of choice in external engagement opportunities.

10% Assessing Monitoring and Reporting
- Ensure the inclusion of CP questions in internal or interagency assessments to allow the identification a robust CHILD PROTECTION IN EMERGENCIES package for the response, as a standalone program and/or integrated programs
- Conduct regular monitoring and analysis of the CP concerns and use the data to inform decisions on future priorities/strategies
- Contribute to the monitoring and real-time evaluation on CHILD PROTECTION IN EMERGENCIES activities for quality assurance and lessons-learnt for on-going adaptation and improvement of WV CHILD PROTECTION IN EMERGENCIES activities
- Support MEAL team to develop monitoring & evaluation tools to measure CP outcomes and build staff capacity on the use of the tools
- Review grant progress/final reports and M&E reports ensuring compliance with WV expectations and donor requirements

- Quality CHILD PROTECTION IN EMERGENCIES project results/outcomes attained in accordance with donor agreements and established targets/indicators.

KNOWLEDGE, SKILL AND EXPERIENCE
Required Education, training, license, registration, and/or Certification
- Master's degree in social work, International Development, Child Development, International Relations, Humanitarian Protection, Human Rights, or other relevant degree.
- Certification or other similar qualifications of capacity to facilitate trainings and provide coaching and supervision to key Protection, Child Protection technical packages (i.e. Case Management Training Package, Protection Mainstreaming Minimum Standards, Child Protection Minimum Standards, Unaccompanied and Separated Children Toolkit, Community Based Complaints and Reporting Mechanisms),
Required Professional Experience
- Minimum 7 years of experience in a technical position related to child protection in humanitarian settings.
- Experience mentoring and coaching staff to improve CP technical quality, as well as mainstreaming in key sectors such as Education, Food Security and Livelihoods, WASH, Health & Nutrition etc.
- Experience in donor related project design and proposal development, including grant acquisition with public and private donors such as USAID/BHA, ECHO, FCDO, GAC, ADH, etc.
- Demonstrated experience in developing and facilitating training across different cultures and language contexts including developing curriculum, session plans and training materials
- Experience living and working in a fragile/humanitarian context preferred.
- Experience and understanding of the humanitarian architectures, clusters’ approach, standards and humanitarian funding cycle is essential.
Required Language(s)
Effective written and verbal communication in English. Other UN languages such as French, Arabic, Spanish, Portuguese, preferred.
Required travel and/or work environment accommodations
- Ability to travel to/within domestically and internationally as required, including up to 60% travel for deployments and technical assistance assignments.
- Long working hours often exceed 12 hours per day during the onset of the response
- Responses are often mounted in insecure or natural disaster-prone contexts, which may disrupt normal work patterns and generate staff safety issues
- Work and housing environments may at times be well below normal standards in terms of facilities, equipment, food availability and hygiene
