    County Chief Officer - 4 Posts

    Duties and Responsibilities

    • The administration of a County Department.
    • Formulation and implementation of effective programs to attain vision 2030 and sector goals.
    • Development and implementation of Strategic Plans and Sector Development Plans.
    • Implementation of policies and regulations.
    • Providing Strategic Policy direction for effective service delivery.
    • Ensuring compliance with the National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
    • Performing any other duties as may be assigned from time to time.

    Requirements for Appointment

    For appointment to this position, the person should:

    • Be a Kenyan Citizen.
    • Have a Bachelor’s degree from a university recognized in Kenya.
    • Possession of a Master’s degree will be an added advantage.
    • Membership to a professional body will be an added advantage.
    • Have vast knowledge and experience of not less than 5 years in a managerial position.
    • Be conversant with the Constitution of Kenya and all the devolution laws.
    • Demonstrate thorough understanding of county development objectives and vision 2030.
    • Be a strategic thinker and result oriented.
    • Have excellent communication, organizational and interpersonal skills.
    • Have capacity to work under pressure to meet timelines.
    • Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity.
    • Satisfy the requirements of Chapter Six of the Constitution.
    • Demonstrate understanding and commitment to the values and principles as outlined in
    • Articles 10 and 232 of the Constitution of Kenya.
    • Be computer literate.

    Chief Executive Officer

    Duties and Responsibilities

    • To provide visionary leadership and direction to the organization and to ensure hospital policies and mandate are implemented fully and effectively in line with the strategic plan.
    • To formulate strategies and operational plans, lead teams for high performance and innovation.
    • To ensure prudent management of resources for the achievement of the hospitals mandate and strategic objectives
    • To ensure that the hospitals strategic plans are implemented efficiently, the performance contract objectives and targets are negotiated, achieved and reported in time and annual operational plan and budgets prepared and submitted in compliance with statutory requirements
    • To oversee and direct the development and implementation of the hospitals strategic initiative and capacity building in line with goals and aspirations of Kenya’s vision 2030 and the national health sector strategic plans
    • To provide the needed transformational leadership of Embu level 5 hospital to meet citizens expectation in line with the new constitution of Kenya
    • To initiate, establish, strengthen and oversee inter institutional collaborations and strategic partnerships for realization of the hospitals mandate and strategic objectives
    • To ensure the hospital staff remain motivated to discharge their responsibilities effectively and efficiently and in compliance with the human resource management policies and practices
    • To establish and sustain effective relationship with the board of management, the government, parent ministry, regulatory bodies, partners, collaborators, funding agencies, the media, other stakeholders, and staff in the interest of the hospital and its clientele
    • To promote a culture of compliance with regulations, statutory requirements, good corporate governance principles and best practices in the hospital
    • To perform any other responsibilities as determined and deemed necessary by the board of management in line with the hospital mandate.

    Key Qualifications and Competences

    • Be a Kenyan Citizen.
    • Holds at least a degree in Medicine and Surgery or Business Administration, Public Administration or other related field from a university recognized in Kenya.
    • Has at least ten (10) years relevant work experience, five of which must be at senior management level in a large organization.
    • Has demonstrated ability in dealing with professional in different sectors.
    • Possesses skills in leadership, governance and change management.
    • Is a membership of good standing to relevant professional bodies
    • Has thorough understanding of quality assurance within a hospital context, project analysis and evaluation, policy formulation and relevant legislation and regulations; and
    • Meets the requirements of Chapter Six of the Constitution.
    • Previous work experience in a similar institution will be an added advantage.

    Knowledge and Skills

    • Public sector financial management and service regulations.
    • Public Procurement and Disposals Act 2015
    • Policy development and formulation.
    • Quality assurance within a hospital context.
    • Analytical/project evaluation.
    • People management and empowerment.
    • Human resource planning and strategies
    • Communication and presentation skills
    • Conflict resolution
    • Client orientation and customer care
    • Willingness to work under challenging environment
    • Driven by a sense of urgency to meet deadlines.
