Terms of Service: Three (3) Years Contract

Duties and Responsibilities

Duties and responsibilities at this level will include:

• Coordinating the formulation, implementation and review of policies, plans, strategies, guidelines, standards, procedures, protocols and manuals;
• Ensuring maintenance of standards, ethics and quality assurance in the provision of health services;
• Advising the County Executive on all health matters;
• Coordinating with medical staff to ensure quality of care, patients’ satisfaction and proper protocol development;
• Responding to any changes in health care legislation and adjusting policies and procedures accordingly;
• Overseeing planning, budgeting, and resource mobilization for health programs;
• Ensuring compliance with national and county health standards;
• Spearheading the development and implementation of the department’s strategic objectives and plans, performance contracts and appraisal systems;
• Representing the department in intergovernmental forums and partnerships; and
• Any other duties assigned by the immediate supervisor.

Requirements for Appointment

For appointment to this grade a candidate must have:

• Bachelor’s degree in Medicine, Public Health, or related health discipline;
• Master’s degree in Health Systems Management, Public Health, or related field;
• At least twelve (12) years of relevant experience, five (5) of which should be in a senior leadership role;
• Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
• Demonstrated high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of the Health Services; and
• Registration and good standing with a relevant professional body.
