    Secretary, Technical and Vocational Education Training - 2 Posts

    For appointment to this grade, a candidate must have: -

    • cumulative service period of eighteen (18) years, three (3) of which must have been in the grade of Director, Vocational and Technical Education, CSG 5 or in a comparable and relevant position in the wider public service;
    • Kenya National Qualification Framework (KNQF) level seven (7) (Higher National Diploma/Bachelor's degree) in Education or Education Technology from a university recognized in Kenya;
    • OR
    • a KNQF level seven (7)/Bachelor’s degree in any of the following disciplines: Pure/Applied Sciences, Home Economics, Agriculture Economics, Entrepreneurship, Computer Science, Engineering, Building Sciences, Petroleum Studies, Geophysical Sciences, Information and Communication Technology, Textiles/Clothing Technology, Hospitality Management, Business Administration/Management with post graduate diploma in Education/Pedagogy or its equivalent qualification from a university recognized in Kenya;
    • a KNQF level nine (9)/Masters degree in any of the following disciplines: Education, Education Technology, Pure/Applied Science, Business Administration, Project Planning and Management, Policy Planning, Entrepreneurship, Computer Science, Engineering, Built Environment, Information and Communication Technology, Textiles/Clothing Technology, Hospitality Management or its equivalent qualification from a university recognized in Kenya;
    • a Certificate in Strategic Leadership Development programme from a recognized institution;
    • good understanding of National and International trends and policies in the Technical Training function; and
    • conversant with the current trends in Technical Vocational Education and Training.

    Duties and Responsibilities

     TVET Tutors Management

    • advising and reviewing the standards of education and training for persons joining the trainer management service;
    • developing, implementing and reviewing induction, training and professional development of Vocational and Technical Trainers;
    • advising on deployment and transfer of Vocational and Technical Trainers and institutional administrators of public TVET institutions;
    • developing, implementing and reviewing master plan on Vocational and Technical Trainers’ industrial attachment, linkages and continuous professional development;
    • maintaining data on Vocational and Technical Trainers’ performance management in public TVET institutions;
    • advising on Curriculum Based Establishment (CBE) and workload for Vocational and Technical Trainers;
    • maintaining a national register and database for Vocational and Technical Trainers;
    • managing Vocational and Technical Trainers support services (guidance, counselling and psychosocial support);
    • developing and implementing guidelines on Trainer-Trainee ratio, workload and contact hours;
    • coordinating, designing, implementing and reviewing capacity building programmes for Vocational and Technical Trainers;
    • advising on Vocational and Technical Trainers’ delivery capacity;
    • coordinating staff development, training needs and impact assessment for Trainers; and
    • advising on disciplinary control of Vocational and Technical Trainers in public TVET institutions.

    Technical Training Skills Development

    • overseeing the formulation, coordination and review of National Technical Training Policies and Strategies;
    • overseeing the implementation of National Technical Training Policies, Strategies and Guidelines;
    • providing policy and strategic direction for the growth of technical training;
    • planning for development of technical training in Kenya;
    • promoting Science, Technology, Research and Innovation in technical training;
    • building capacity of technical training officers;
    • coordinating resource mobilization and allocation for the development of the technical sector;
    • promoting technical training co-curricular and promotional activities;
    • fostering strategic collaborations, linkages, partnerships and agreements in technical training;
    • promoting entrepreneurship and industrial incubation in technical trainings;
    • coordinating the promotion of entrepreneurial culture in the technical training system;
    • overseeing monitoring and evaluating technical training programmes and projects; and
    • coordinating performance management in the Directorate.
