    Secretary Telecommunication & Postal Services

    For appointment to this grade, a candidate must have;

    • Served for a minimum period of three (3) at the grade of Director Telecommuni-cations/Information/Public Communications, CSG 5;  
    • A Bachelors degree in any of the following disciplines: Computer Science, Electri-cal/Electronic Engineering, Telecommunication, Business Information Technology or its equivalent qualification from a recognized university in Kenya;
    • A Masters degree in any of the following disciplines: Computer Science, Electri-cal/Electronic Engineering, Telecommunication or its equivalent qualifications from a recognized university in Kenya;
    • Membership to professional body and in good standing (where applicable)
    • Demonstrated technical and professional competence, managerial and leadership capabilities and thorough understanding of Telecommunication & Postal Services; and
    • Exhibited thorough understanding of national development policies, goals. Legis-lations and objectives and ability to integrate them into Telecommunication & Postal Services functions.

    Duties and Responsibilities

    An officer at this level will report to the Principal Secretary (PS), State Department for Broadcasting and Telecommunications for effective management and administration. Duties and responsibilities at this level will include:-

    • Spearheading development, implementation and review policies, regulations, strategies, standards and guidelines and legal frameworks  on telecommunica-tions and postal sectors;
    • Overseeing the implementation of programmes in  telecommunications and post-al sectors;
    • Spearheading monitoring and evaluation of programmes and strategies in  tele-communications and postal sectors;
    • Liaising with the relevant stakeholders on issues that need to be communicated to telecommunications and postal sectors and spearheading the identification of emerging issues and opportunities in telecommunications and postal sectors tele-communications and postal sectors;
    • providing technical advice and guidance to the Principal Secretary on matters re-lated to telecommunications and postal sectors;
    • ppromoting universal access to postal and telecommunications systems and (iia) services accordance with internationally recognized standards and practices;
    • promoting effective competition among stakeholders  in the postal and tele-communication sectors;
    • overseeing the management of the government telecommunications infrastruc-ture and collaborate with relevant stakeholders to build capacity in the postal and telecommunications sectors;
    • overseeing development and implementation of the strategic plan ,work plan, budget, procurement plans, performance contract and staff appraisal; and
    • coordinating management and development of Telecommunications and postal staff and ensuring prudent utilization of resources.
