    Local Programme Review Committee Secretariat Consultant

    • Under the supervision of the chair of PRC LWG GSD-ROLAC, the Consultant will support the PRC Secretariat function on the in-coordinating project review processes and regional collaboration, with tasks including but not limited to:
    • Project Review and Approval Support:
    • Coordinate project review processes under the Programme Review Committee (PRC-HQ WG) and Local Working Groups (PRC LWG).
    • Review project submissions for quality, compliance, technical soundness, and alignment with UN-Habitat’s Strategic Plan.
    • Ensure the inclusion of gender equality, social inclusion, environmental sustainability, and risk mitigation in project designs.
    • Organize and document PRC meetings, including tracking follow-up actions and recommendations.
    • Clear final documents for IPMR submission.
    • Liaison and Coordination: a. Facilitate collaboration between headquarters, regional offices, and technical experts.
    • Ensure regional perspectives and cross-cutting issues (e.g., gender, environmental safeguards) are integrated into projects.
    • Monitoring, Reporting and Technical Support a. Track the submission of approved projects into IPMR and approve (under the level 1) the draft projects for final approval.
    • Monitor progress through internal tracking reporting system, identifying gaps, and recommend corrective actions.
    • Maintain project documentation and databases.
    • Contribute to knowledge products and repositories for organizational learning – in coordination with PRC-HQ WG
    • Capacity Building: Provide assistance on project formulation, PRC processes, and Results-Based Management (RBM).
    • Coach and mentor staff to improve project quality and compliance.

    Qualifications/special skills

    • Advanced university degree (Master’s degree or equivalent) in Urban Development, Social Sciences, Economic Development, or other relevant fields is required.
    • Minimum of 5 years of relevant international experience in project management, urban policy development, or related areas is required.
    • Experience in working with the United Nations or other international organizations is desirable.

    Project Development Expert Consultant (Part-time)

    Duties and Responsibilities

    • The consultant will support project development efforts, focusing on designing and integrating key knowledge products into an accessible format for stakeholders, including e-learning courses as part of the SDG Cities Learning Path. This role involves translating technical knowledge on project development into well-structured capacity-building modules and packaging it for integration into future SDG projects.

    Key responsibilities are detailed below:

    • Develop project framework, including knowledge and capacity-building materials, ensuring alignment with project development objectives • Structure the learning path of the course by defining objectives, establishing alignment with stakeholder needs, and ensuring a logical progression of content
    • Conduct research on relevant courses, studies, papers, and publications to identify key concepts and examples that will support the project learning framework
    • Develop practical tools and templates to facilitate the application of project development knowledge to real-world scenarios.
    • Ensure the course content comprehensively covers key development themes, including ESG (Environmental, Social, and Governance) and SDG (Sustainable Development Goals) project assessment, pre-feasibility and feasibility studies, and Business model development.
    • Engage with colleagues, sector experts, and relevant stakeholders to gather feedback and refine the course content to enhance its relevance and applicability.
    • Support the digitization process by preparing structured materials such video scripts, assessment questions, and storyboards to facilitate knowledge transfer
    • Review and provide feedback to digitized course modules
    • Finalize and ensure all knowledge products are comprehensive, structured, and aligned with project development objectives.
    • Develop a brief guideline to streamline the preparation of high-quality proposals for future collaborations with SDG Cities and the Cities Investment Facility.

    Qualifications/special skills

    • Masters Degree in Programme Management, Engineering, Urban Studies, Development Studies or other relevant areas such as Business Administration, Finance, Economics, and Social Sciences is required.
    • A minimum of five (5) years of relevant working experience on issues related to project management, project development, sustainable development, urban planning, local development and project management, is required.
    • Working experience on the Agenda 2030 and the local implementation of the SDGs will be highly valued.
    • Working experience on project preparation related to climate or environment is an asset.

    Senior Programme Management Assistant

    Responsibilities

    • Independently provides full range of programme/project management and implementation assistance at all phases of the programme/project cycle for, typically, a large and highly complex component of the departmental programme/project initiatives, seeking guidance only in exceptional circumstances.
    • Researches, compiles, analyses, summarizes, and presents basic information/data on wide range of programmes/projects and related topics, highlighting noteworthy issues/trends for consideration by appropriate parties.
    • Tracks resolutions and other legislative decisions that affect programme/project content and oversees the preparation of the relevant database(s) to ensure the incorporation of programmatic and other changes enacted by legislation.
    • Reviews, appraises and revises, as necessary, all submissions for substantive programmes/projects, ensuring compliance with guidelines and programme/project objectives; identifies problems/issues, seek clarification from departments, assess replies, and prepares a summary for the manager with suggestions for further action.
    • Works with funding agencies in arranging financing modalities; obtains requisite clearances; ensures establishment of proper monitoring systems through scheduled reporting, review meetings and missions.
    • Drafts budget and forecast based on submissions; prepares monitoring checklists, identifying stages of programme/project development, funding source, inputs by reviewing internal and external bodies, and follow-up actions required.
    • Monitors budgetary commitments, including verification of charges and obligation documents in UMOJA for all financial transactions; prepares periodic budget revisions and ensures appropriate resource allocations; reconciles accounts with amended budget; evaluates trends of financial implementation and makes necessary recommendations to line manager.
    • Prepares newsletters on programme/project-related activities; drafts inputs for a wide range of documents/reports, briefings/debriefings, correspondence. 
    • Performs other duties as assigned.

    Education

    • High school diploma or equivalent is required.

    Work Experience

    • A minimum of ten (10) years of experience in programme or project administration, technical cooperation, or a related area is required.
    • The minimum years of relevant experience is reduced to eight (8) years for candidates who possess a first-level university degree or higher Experience working with Enterprise Resource Planning (ERP) system, such as Systems Applications and Products (SAP) is required.
    • Experience working within the United Nations System or similar international organization is required.
    • Experience organizing meetings and workshops is desirable. One (1) year or more of experience in data analytics or related area is desirable.
