    Evaluation Consultant for Terminal Evaluation of the UNEP/GEF Project Continuing Regional Support for the POPs Global Monitoring Plan

    • Inception phase of the Evaluation, including: preliminary desk review and introductory interviews with project staff;
    • draft the reconstructed Theory of Change of the project;
    • prepare the evaluation framework;
    • develop the desk review and interview protocols;
    • draft the survey protocols (if relevant);
    • develop and present criteria for country and/or site selection for the evaluation mission;
    • plan the evaluation schedule;
    • prepare the Inception Report, incorporating comments until approved by the Evaluation Manager.
    • Data collection and analysis phase of the Evaluation, including: conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
    • where appropriate and agreed) conduct an evaluation mission(s) to selected countries, visit the project locations, interview project partners and stakeholders, including a good representation of local communities.
    • Ensure independence of the Evaluation and confidentiality of evaluation interviews.
    • regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and; keep the Project Manager informed of the evaluation progress.
    • Reporting phase, including: draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
    • liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager;
    • prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and; (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons).
    • Managing relations, including: maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
    • communicate in a timely manner with the Evaluation Manager on any issues requiring attention and intervention. The Evaluation Consultant shall have had no prior involvement in the formulation or implementation of the project and will be independent from the participating institutions.
    • The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form. The Evaluation Consultant will be selected and recruited by the UNEP Evaluation Office through an individual consultancy contract. Comprehensive terms of reference will be shared with the consultant separately.

    Qualifications/special skills

    • A first level university degree (Bachelor's degree or equivalent) in environmental sciences, natural sciences, chemical engineering, sustainable development or other relevant area is required.
    • An advanced degree (Master's degree or equivalent) in the same areas is desirable.
    • The years of experience is reduced by 2 for candidates who possess a master's degree in the related field.
    • A minimum of nine (9) years of technical / evaluation experience preferably including evaluating large, regional or global programmes and using a Theory of Change approach s required.
    • A good/broad understanding of Chemicals and Waste Conventions is desirable. Knowledge of the UN System and specifically the work of UNEP is desirable.

    Project Concept Design Consultant-Tuvalu

    Task 

    • Develop the project Problem statement, Theory of Change and intervention strategy
    • Undertake one mission to Tuvalu, as required and organize consultations with key stakeholders in Tuvalu and collect all information needed for the development of the concept note;
    • Undertake a problem and solution tree analysis, and develop the project problem statement that aligns with this (including baseline drivers of vulnerability, root causes and barriers to proposed solutions). Ensure that the climate and non-climate drivers and their interactions are fully integrated, and consider the multiple plausible systems futures;
    • Develop the project Theory of Change and intervention strategy. Ensure that the project strategy responds directly to the adaptation challenges identified in the problem statement, accurately reflects the needs and capacities of targeted communities, and prioritizes interventions in target islands.
    • Draft and prepare the concept note for submission to Adaptation Fund Board
    • Develop the description of project adaptation alternative (components, outcomes and outputs). Develop outcome statements that capture the project’s specific focus on reducing vulnerability to climate change. Define project output statements as tangible and measurable deliverables;
    • Coordinate and confirm the selection of the project sites, articulate the rationale for their selection and develop a detailed map of the sites;
    • Undertake community-level consultations to explore and test the proposed project intervention strategy and to ensure the proposed adaptation options are appropriate and robust across different futures

    Qualifications/special skills

    • A Master’s degree or higher in an environmental science, climate change, economics, development studies, development policy or a closely related field.
    • A minimum of 10 years’ relevant work experience at the international level in relation to climate change adaptation planning, policy and project development, and integration of climate change into national development processes and sector policies and strategies is required.
    • At least two previous similar assignments related to preparing successful project proposal on climate change adaptation for multilateral funds (e.g. GCF, GEF, AF) that are successfully approved is required.
    • Demonstrated previous experience in leading and facilitating high-level multi-stakeholder consultative processes to elaborate project proposals is desired.
    • Demonstrated previous experience in leading programmes and projects related to ecosystem-based adaptation, climate change/natural resource management, and/or monitoring and reporting of environment, climate and/or development policies and plans is required.
    • Skills and experience to facilitate internet-based virtual meetings and stakeholder consultation processes is required.
