    Data Analyst

    Specific tasks and responsibilities

    • The consultants will be expected to deliver as follows:
    • Provide technical inputs to ensure standardized data entry across all established systems.
    • Develop tools and templates to organize project data collection, enhance team capacity in using these tools, and coordinate the conversion of ongoing project files into these standardized templates.
    • Develop, refine, and maintain the Unit’s dashboards to track project processes, key performance indicators (KPIs), with a focus on finance, project development, project management, reporting, consultancy recruitment, and travel data.
    • Implement and strengthen the data collection structure to align with established workflows and reporting obligations, minimizing data entry duplication while improving timeliness, accuracy, and efficiency in the process.
    • Map and integrate complementary or outdated data into existing systems, ensuring consistency and comprehensive tracking across various platforms.
    • Document the data architecture, including system connections, information flows, and the roles and responsibilities of technical and administrative team members.
    • Design and implement a system for technical risk assessment, including data entry integration with the Unit's databases and dedicated dashboards.
    • Implement and optimize automated workflows and email systems to streamline data processes.
    • Propose new folder structures and coordinate the conversion of ongoing projects to new structures.
    • Develop projection reports, support strategic goals for the year, and review feedback to ensure systems and tools are aligned with evolving needs, including preparing for future cycles (e.g., GEF-9)

    Qualifications/special skills

    • Advanced university degree in one of the following fields is required: Engineering, Environmental Sciences, Environmental Management, Environmental Policy, Computer Sciences, Management or in a related field is required
    • A first level degree with an additional one and a half years of qualifying experience may be accepted in lieu of an advanced university degree.
    • Minimum two (2) years experience with Microsoft Power Platform tools - Power BI, Power Automate and Power Apps is required
    • Advanced proficiency in Microsoft Office tools (Excel, Word, PowerPoint) is required.
    • Experience in working with countries or international organizations in the preparation of data management and assessment tools is required.
    • Familiarity with SQL, Python, or other programming languages is required.
    • Knowledge of GHG emission inventory calculations is desirable. Familiarity with the policies and guidelines of the GEF and UNEP is desirable.
    • Experience in the development and structuring of project and portfolio monitoring tools, workplans, budgets, and reporting trackers for projects from multilateral agencies, such as the Green Climate Fund, the Global Environment Facility, or the Adaptation Fund, is desirable.

    Liaison Officer

    Responsibilities

    • Assists in the planning, coordination and supervision of the provision of secretariat services to the quarterly, subcommittee and annual subcommittee meetings of the Committee of the Permanent Representative (CPR)by: Coordinating with other UNEP divisions the preparation of the background documentation required for all the above meetings; 
    • Preparing the invitations, agendas, procedural scripts and background notes for the presiding officer for all the above meetings;
    • Upon request, providing advice to the presiding officers as well as other elected officers on the organization of work, conduct of business, rules of procedure and the established practices for all the above meetings.
    • Preparing the summaries of all the above meetings; 
    • Coordinating, in liaison with other UNEP divisions, the follow up on the implementation of the decisions and recommendations adopted by the Committee.
    • Ensures efficient relationship and communication with Permanent Representatives and Deputy Representatives to UNEP 

    Education

    • Advanced university degree (Master's degree or equivalent) in political science, international relations, environmental law, international law or a related field is required.
    • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of seven years of progressively responsible experience in international relations, law, diplomacy or related area is required.
    • Experience in liaison between governments and international inter-governmental organizations on sustainable development issues is required
    • Experience in researching and drafting of official reports and correspondence for intergovernmental organizations is desirable.
    • Experience in policies, programmes and governing structures of international organizations is desirable.
    • Experience in the application of rules and protocols of international organizations is desirable. Two (2) years or more of experience in data analytics or related area is desirable.

    Consultant to Conduct Interviews for the Mid Term Review of GEF-7 Sustainable Cities Project

    Tasks:

    • Design the interview plan for the mid-term review of the project. This includes: - Participate in virtual meetings with the counterpart to share and discuss the scope, expectations, and guidance documents. - Deliver at least 1 draft of the interview plan to be reviewed by the counterpart and improve the design if necessary. - Once reached a consensus with the counterpart, generate the final version of the interview plan to be implemented.
    • Conduct interview process according to the approved plan. This includes: - Coordinate and lead in-person (or virtual if not possible) meetings with the key stakeholders who hold significant importance and influence over the project. This includes visiting and interviewing stakeholders in the five Argentinian cities involved in the project. - Coordinate and lead virtual/in-person/hybrid focus groups with key sectors, such as academia, finance, government, among others planned.
    • Prepare a report on the interview process, including: - a sketch (calibrated and validated) of the institutional setup of the administration of each city involved in the project, illustrating the project's position and the reporting and/or subordination lines in a diagrammatic form. If needed, recommend adjustments that could improve project delivery and budget disbursement efficiency. - key findings and recommendations for the project in alignment with GEF and UNEP policies.
    • Ensure all deliverables adhere to UNEP Evaluation Office templates, where applicable. The consultant will develop findings and recommendations based on sound evidence and analysis, and clearly document these in the final report. Information will be triangulated (i.e. verified from different sources) as far as possible, and when verification is not possible, the single source will be mentioned (whilst anonymity is still protected). Analysis leading to evaluative judgements should always be clearly spelled out.

    Qualifications/special skills

    • ACADEMIC
    • Advanced university degree (i.e. master’s degree or higher) in engineering, environmental sciences, urban planning, international development, or other relevant political or social sciences area is required.
    • A first level degree with additional two years of qualifying experience maybe accepted in lieu of an advanced university degree;
    • Minimum of 2 years of technical experience on housing and cities, including a strong background in urban planning, urban economics, urban policy, architecture, sustainability, green infrastructure, or other relevant field is required.
    • Experience in designing and implementing stakeholder consultation processes for projects and/or public policies is required;
    • Knowledge of Argentina´s institutional setting, framework, and public policies, and experience working with Argentina´s institutional local and national actors is required
    • Experience in working with national governments of Latin America is desirable;
    • Experience in the evaluation and monitoring of development projects in Latin America is desirable;
    • Experience working on projects funded by the GEF, multilateral development banks, other bilateral funding entities, or projects implemented by UNEP is desirable.

    Data Analytics Consultant (Level A)

    • Specifically, the consultant will perform the following tasks under the International Waters portfolio:
    • Contribute to the verification and enrichment of GEF International Waters Unit project data in IPMR to improve the accuracy of monitoring and reporting.
    • Develop a repository to organize project documents including all phases of the project management cycle (development, implementation, reporting, evaluation, and closure).
    • Compile all GIS .shp files and other relevant digital spatial data formats of the ongoing projects' targeted areas in collaboration with the related Task Managers and Program Assistants which are useful during the PIR reporting period.
    • Contribute to the improvement of other knowledge management and reporting initiatives within the GEF International Waters Unit including through targeted advisory, platform testing, and feedback.
    • Reporting on activity level, half yearly reporting in IPMR and overall contribution to the Quarterly Business Reports (QBR)
    • Programme Delivery Report. - Participate in relevant knowledge management meetings within the International Waters Unit.
    • Reporting lines: The consultant will work in collaboration with the Task Managers and Programme Management Assistant under the direct supervision and overall guidance of the Chief of International Waters Unit based in Nairobi. The consultancy will be in Nairobi duty station.

    Qualifications/special skills

    • An Advanced University Degree in one of the following disciplines Environmental Science, Data Science/Analytics, Information Communication Technology (ICT), Mathematics, and Economics.
    • A first university degree with a combination of two years of professional and academic qualifications may be accepted in lieu of the advanced degree.
    • At least 4 years of experience at the national level or 2 years at the international level.
    • Experience in data management and analysis or information management with a strong background in project monitoring, reporting, and evaluation of environmental programs is required
    • At least two years of professional GIS experience in conducting spatial analysis and map production is desirable d) Good knowledge of Python, Data Visualization, and GIS applications (ArcGIS/QGIS) and other spatial information systems is an asset
