    State of Finance for Nature in Brazil

    Under the supervision of the Head, Climate Finance Unit and working with the SFN Coordinator, the consultant will:

    • lead a consultation process and engagement with key stakeholders on SFN analysis, findings and policy recommendations to guide the additional research in a policy relevant direction and obtain government buy-in.
    • update and undertake additional research to further develop the draft State of Finance for Nature in Brazil report.
    • The consultant will report to the Head, Climate Finance Unit, Adaptation and Resilience Branch, Climate Change Division.

    Qualifications/special skills

    • Should have a Masters’ Degree in natural resource management, international development, economics or finance.
    • At least seven (7) years of professional experience working on nature or climate analytics, strategic engagement and/or development, nature or climate finance.
    • Excellent networks including government, think tanks, NGOs and companies, as well as international organisations would be an asset.
    • Should be autonomous and computer literate in standard software applications; have excellent writing and communication skills; good analytical skills with experience in sustainable land use and green finance; have good interpersonal skills; can work independently to complete given assignments.

    Programme Support Intern

    The intern will:

    • Assist in keeping under review Division's project implementation progress and reporting through Ecosystems Division Project Portfolio Dashboard and Integrated Planning, Monitoring and Reporting (IPMR).
    • Support in keeping under review projects' cycle management including operational closure
    • Assist in data entry, validation and accuracy of project-related information in IPMR and in the relevant databases and systems.
    • Assist in analyzing the status of financial implementation through available information systems.
    • Assist in quality assurance review of publication concepts and full publications by ensuring alignment with the UNEP Publishing Policy and Guidelines.
    • Assist in tracking publications and concepts clearance process in the on publications system and update the quality assurance process in the Publications Master file and in the online tracking tool.
    • Provide flexible and ad hoc support to unit functions, as and when required.

    Qualifications/special skills

    • Applicants must meet one of the following requirements:
    • be enrolled in, or have completed, a graduate school programme (second university degree or equivalent, or higher);
    • be enrolled in, or have completed, the final academic year of a first university degree programme (minimum bachelor's degree or equivalent). In addition to: Be computer literate in standard software applications.
    • Applicants should have good knowledge of standard software applications, especially MS Word, MS Excel, MS PowerPoint, and MS Teams. Have demonstrated keen interest in the work of the United Nations and have a personal commitment to the ideals of the Charter.
    • Have a demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.

    Policy Brief Development Specialist-Gender Mainstreaming

    The consultant will undertake the following tasks:

    Task 1:

    • Stock-take of gender mainstreaming guidelines and activities
    • Review the existing guidelines on gender integration in the NAP process, in particular: the Toolkit for Gender-Responsive Process to Formulate and Implement NAPs,, the GCF e-course on Mainstreaming gender in NAPs, and the NDC Partnership framework for Gender-Responsive NAP Processes . Summarize key recommendations in a 5-pager maximum.
    • Review the 10 completed/ nearly completion NAP project proposals and develop a typology of gender mainstreaming activities contained in each. Identify the NAP stages (as per the UNFCCC guidelines) where gender integration is conducted and draft an illustrative graph.
    • Make recommendations on the effectiveness of the gender mainstreaming activities conducted, the relevance of the NAP stages, and highlight potential missing activities

    Task 2:

    • Synthesis of practice and lessons learned to help improve effectiveness For the projects under active implementation, consult UNEP synthesis materials that have been produced for the NAP portfolio and consult with the NAP portfolio management team and Task Managers to explore the following issues:
    • Assess the extent to which the key recommendations from the gender guidance reviewed above have been integrated and utilized in the Costa Rica, Malawi and Nepal projects. Identify the key bottlenecks, facilitating factors and contextual analysis of the limiting and enabling conditions for gender integration in the 3 selected projects.
    • Present 3 good practice case studies of gender mainstreaming, each illustrating a different NAP stage from the Costa Rica, Malawi and Nepal projects.
    • Develop practical recommendations for improving the quality and extent of gender integration in NAPs, building on the assessment above regarding the usage of the existing gender guidelines.

    Task 3:

    • Prepare the policy brief to publishable standard
    • Develop draft policy brief for review by UNEP allowing three weeks for review (15 pages maximum).
    • Finalise the policy brief based on review comments

    Qualifications/special skills

    • Master’s Degree in a relevant subject such as Environmental Sciences or Development Studies is required.
    • At least 7 years of practical adaptation experience working at the policy and field level, and at least one previous work experience on gender mainstreaming is required.
    • At least one previous work experience on gender mainstreaming is required. At least one previous work experience on NAP process is desirable

    Associate Legal Officer

    Duties and Responsibilities:

    • Under the supervision of the Head of the International Rules and Procedures Unit and Head of the Environmental Rule of Law Branch, the consultant will:
    • Provide legal advice on the mandate and international status of UNEP, its Governing Bodies, its rules of procedure and UN resolutions that are applicable to its work. 
    • Provide legal support to UNEP Divisions and Offices concerning implementation of outcomes of the sixth session of the United Nations Environment Assembly (UNEA 6) III. Provide legal support to subsidiary processes of UNEA 6, including the Committee of Permanent Representatives and ad hoc open ended working group to prepare proposals on a science policy panel on chemicals and waste and to prevent pollution.
    • Conduct research into and provide advice on questions of public international law, international environmental law and related questions including provisions of the UN Charter, other UN organs, UN Conventions and Treaties and other international organizations. Reporting Lines: The Consultant shall work under the overall supervision of the Law Division Director.

    Qualifications/special skills

    • An advanced university degree (master’s degree, or equivalent) in international law, international environmental law, or related field is required.
    • A first-level degree (bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    • A minimum of two years of progressive working experience in international law, environmental law, environmental policy, or a related field is required.
    • Experience in institutional legal matters related to managing legal processes of international organizations is desirable.
    • Experience at the international level, including with United Nations system organizations, or with international science-policy making bodies is desirable.
    • Excellent research and drafting skills. Excellent organization and consultation management. Direct working experience in environmental law or environmental policy
