    Programme Officer (IDP Registration)

    Core Functions / Responsibilities:

    • Oversee the effective development and implementation of the Interoperable Registration Program by exercising administrative, operational and financial management responsibility for relevant projects.
    • Provide operational management, guidance and technical supervision to Interoperable
    • Registration Program national and international staff in relevant country offices, assisting on programmatic strategy and implementation, including where to focus programme resources and operational challenges as they arise.
    • Establish, maintain and further expand strong relationships across UN Agencies, humanitarian organizations, government and community interlocutors, and with a broad range of other local interests toward the successful implementation of the Interoperable Registration Program.
    • Identify the priorities arose during the implementation of the Programme and coordinate the design and contribute to the development of the new projects under the Programme and activities based on solid results framework and in response to emerging trends and priorities, as well as donor interests and requirements, in close coordination with relevant COMs, relevant units in the Regional Office and HQ, as well as with Government counterparts and other relevant public/private sector’s partner organizations.
    • Ensure that the key programmatic directions are shared with international stakeholders, including donors, to maximize impact, minimize overlapping and stimulate funds mobilization for the new programmes.
    • Ensure timely and quality preparation and submission of all programme reports, in close coordination with the IDP registration unit in HQ and relevant COs according to requirements of IOM, donors and relevant stakeholders.
    • Coordinate and manage the elaboration and compilation of programme updates/briefs for donors, government and other relevant stakeholders, by ensuring compliance with donor requirements and procedures.
    • Monitor progress against strategic objectives, programme benchmarks, and provide advice with respect to improvements and corrections; oversee the establishment of a common
    • Monitoring and Evaluation (M&E) framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with M&E Officer of the RO.
    • Ensure that the objectives set in programme documents and budgets, M&E frameworks and work plans are compliant with IOM’s organizational policies and donor’s contractual requirements, interests and expectations.
    • Oversee the production of visibility/communications materials in close coordination with Public Information Officer/Focal Point of the RO.
    • Guide, monitor and follow-up with relevant staff in support of relevant CO’s strategic inputs and key decisions, including substantively contributing to the CO’s development of the country programme.
    • Participate and engage actively at relevant donor or partner meetings, briefings and conferences at the international and national level.
    • Supervise and provide technical support to all relevant Programme staff. Mentor and support staff, conduct relevant trainings and ensure the capacity building of Programme staff.
    • Coordinate the development, dissemination and regular update of assessment and monitoring tools. Draft Standard Operating Procedures (SOPs) for Programme activities, if required.
    • Oversee the development and maintenance of data collection and analysis mechanisms for IOM’s ongoing or new programmes and share relevant information with partners within the humanitarian community.
    • Undertake travel duties nationally or internationally, as required, including the regular visits to Sub-Offices, to coordinate, develop and/or support programme implementation.
    • Perform such other duties as may be assigned.

    Required Qualifications and Experience:
    Education

    • Master’s degree in Computer Science, Information Technology, Software Development or a related field from an accredited academic institution with five years of relevant professional experience; or,
    • University degree in the above fields with seven years of relevant professional experience.

    Information Management Officer (BRAVE Development)

    Core Functions / Responsibilities:

    • In coordination with the HQ based IDP Registration Officer and Information Management Officer, oversee all phases of the software development and deployment lifecycle of the Beneficiary Registration and Verification System (BRaVe) from the business perspective, requirements gathering, analysis, design, development, testing, training, evaluation of user satisfaction and rollout on an iterative and reflexive basis.
    • In coordination with the Regional Registration Officer, IDP Registration officer and the country missions in the region, ensure all relevant programmatic considerations are included in the design of the system’s feature. Discuss and brainstorm with programme stakeholders across EPC unit and other RO units to gather inputs required to design system functions, processes, and data collection tools.
    • Evaluate trade-offs between the BRaVe module size and complexity, urgency, risk and stakeholder value. Support prioritized development work to deliver immediate value throughout the iterative development and deployment cycle.
    • Manage the team of developers and work closely with the quality assurance team to ensure the efficient workflow in the development and quality assurance processes.
    • Ensure appropriate linkages and interoperability with Department of Humanitarian Response and Recovery’s (DHRR) Integrated Information Management System (IIMS) and other related initiatives and systems, within RO and the DHRR and other departments and divisions, including but not limited to Displacement Tracking Matrix (DTM), Regional Data Hub (RDH), Business
    • Transformation, and Supply Chain Division.
    • Identify and coordinate with appropriate contexts to inform development and test modules of the BRaVe to deliver real and field-focused value.
    • Lead on the technical aspects as the focal point to establish interoperability between the partners throughout the process, including data flow, technical specifications and standards, implementation of InfoSec protocols, proof of concept, minimum viable product design, testing, piloting and release of the interoperability features of BRaVe and other humanitarian partners.
    • Assist in information processing and data analysis. Design data flow processes relevant to the effective collection, storage, processing, analysis and reporting of the data. Provide recommendation for further technological integration possibilities upon the implementation of developed systems.
    • Support the development of the road map for IDP Registration and development of a federated data ecosystem for the region and other related strategic documents.
    • Promote the flexible and practical use of BRaVe to support missions. Provide direct support during the roll-out process – remote and through short-term deployments.
    • Identify further opportunities for system development and improvements to maximize its potential.
    • Ensure the implementation of IOM policies and standards in particular data protection policy, ICT policy and standards and good practices at all stages of systems development.
    • Document, develop and deliver user manuals and training programmes for the developed databases and systems under the purview of the Information Management portfolio.
    • Ensure the required performance of the developed databases and systems to prevent and minimize downtime or service interruptions, plan for systems (Software/Hardware) upgrades when necessary and ensure daily monitoring and adequate completion of databases and systems backups.
    • Support in the design and delivery of capacity building initiatives under the purview of the Information Management portfolio.
    • Perform other duties as may be assigned.

    Required Qualifications and Experience:
    Education

    • Master’s degree in Computer Science, Information Technology, Software Development, or equivalent combination of relevant academic qualifications from an accredited academic institution with five years of relevant professional experience; or,
    • University degree in the above fields with seven years of relevant professional experience.
