    Programme Management Officer, Administration (2 Posts)

    Responsibilities

    • Programme Implementation Provides inputs on administrative and procedural issues related to programme/project and budget formulation, implementation, monitoring and reporting; participate in periodic reviews of thematic and geographical priorities of the substantive sections.
    • Coordinates with donor representatives, project staff and other partners on financial and administrative matters related to programme and project development.
    • Drafts agreements with partners as part of the support provided to the programmes.
    • Administers implementing partners including planning, budgeting, selection, capacity assessments, review of agreements of cooperation, reporting, performance evaluation, monitoring the implementation audit observations, and closing.
    • Contributes to development of policies, guidelines, operating procedures and systems to improve business processes for programme and project delivery.
    • Undertakes missions, as and when deemed necessary, to assess the financial and administrative management of projects and programmes. Human Resource Management
    • Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training and other related areas, ensuring consistency in the application of UN rules and procedures.
    • Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
    • Budget and Finance Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
    • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
    • Defines requirements and work with systems units with respect to improving budget reporting systems and cost effective utilization of program resources.
    • Ensures the accuracy and compliance of donor reporting requirements
    • Performs other related work as required.

    Education

    • Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required.
    • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
    • Experience in using enterprise resource planning (ERP) systems is desirable.
    • A minimum of two (2) years of experience in administration and financial management of implementing partner agreements is desirable.
    • A minimum of two (2) years of experience in supporting technical cooperation programmes is desirable. Two (2) years or more of experience in data analytics or related area is desirable.

    Back-end Developer Consultant

    Responsibility

    • Under the overall supervision of the Head of the Events and Outreach Unit and Head of the Production Unit, the incumbent will be required to perform the following functions:
    • Creation, testing, implementation, and support of the Invitation system based on Drupal.
    • Develop specifications based on functional requirements and an implementation plan.
    • Identify, install, and configure Drupal contributed modules to solve business needs.
    • Develop importing and exporting scripts for the content.
    • Collaborate with team members on development and implementation of APIs and other protocols to connect various systems with the Invitation system.
    • Develop subsystems and modules for the Invitation system.
    • Keep informed on Drupal development best practices and coding standards.
    • Work closely with relevant Units in planning, technical layout, selection, and integration of applications.
    • Take part in the technical reviews and testing processes.
    • Perform other duties as required.

    Qualifications/special skills

    • Technical Education: Certificate/Diploma/Engineer’s degree/Bachelor
    • Minimum 5 years of experience in web development, web best practices, responsive design, and current techniques is required
    • Experience in Drupal, deep knowledge of Drupal coding standards is required. Technical experience in HTML, CSS, SCSS, JavaScript, jQuery, and PHP; Working experience in Git version control and the command line is required.
    • Excellent team player with strong interpersonal skills and ability to work in a multicultural, multi-ethnic environment with sensitivity and respect for diversity is desirable.

    Research, Monitoring and Reporting Consultant

    RESPONSIBILITIES

    • Working directly under the supervision of the Chief of the Policy Legislation & Governance Section (PLGS), the incumbent’s tasks shall include the following: A. Urban-rural linkages
    • Prepare and disseminate the 9th edition of the urban-rural linkages newsletter.
    • Contribute to the urban renewal best practice report, as part of collaboration with Shanghai University iii. Contribute to URL capacity development materials for SHU collaboration iv. Technical review of case study submissions for the 5th Compendium on URL
    • Contribute to ad hoc URL background materials upon request B. National Urban Policy Programme i. Contribute to implementation of the national urban policy programme (NUPP) workplan action points ii. Contribute to the expansion of the Francophone National Urban Policy Programme (FNUPP)
    • Identify and develop case studies for inclusion in the guide on ‘integrating legislation and governance to accelerate NUP implementation – Subject of the NUP CoP iv. Review of the outline of the guide on how to strengthen legislation and governance in the implementation of NUP – This will be consecutive to CoP on NUP v. C. Metropolitan management i. Lead the preparation of a methodological guide on experts group meetings (EGM).
    • Identify and develop case studies for inclusion in the guide on mainstreaming metropolitan management into national urban policies.
    • Reporting i. Regularly collect and organize periodic information for the PLGS annual report 2025
    • Coordinate PLGS inputs into ad hoc reports such as progress reports, PLGS quarterly/annual achievements report for the Global Solutions Division, UN-Habitat Annual Report/ NUA Quadrennial Report/ Donor reports, SDG11.a1 reporting, UPB annual report, among others.
    • Reviewing and editing PLGS documents).

    Qualifications/special skills

    • For this consultancy, a university degree in development, project management, business administration or related field is required.
    • At least 3 years’ experience in programme planning, results-based management, monitoring and reporting, sustainable urban development, or related fields is required.
    • Experience in application of data processing/analysis software is an asset.
    • Demonstrable experience in researching urban issues is desirable. Knowledge and application of results-based Management is required.
    • Demonstrable good communications skills including the ability to prepare reports, proposals, policies and procedures for diverse set of clients (e.g. private sector multinational corporations, NGOs, community organizations) is required. Knowledge of office software such as Microsoft Office.
    • Other software for carrying out research, analysis and reporting is an advantage.

    Report Writer Expert on SDG Localization Consultant (Home-based)

    Duties and Responsibilities 

    • The consultant's main responsibility will be to document and synthesise the key findings of global, regional, and local consultations and workshops, resulting in reports that will feed into major international processes. Specifically, the consultant will be responsible for the following tasks: Local Way: Road to Seville Process
    • Collect and analyze inputs from (organized together with the UN Regional Commissions and the Global Task Force for Local and Regional Governments), local workshops (organized by Local2030 Hubs and key partners around the world), and global events (such as the World Forum of Local Economic Development and the EU-UN Dialogues for SDG Localization) in the Local Way’s activities framework.
    • Document and write a report on the regional consultations, local workshops, and global events which will take place as part of the Local Way: Road to Seville process.
    • Develop a synthesis report consolidating findings, recommendations and key messages for presentation at FFD4 and beyond. High Impact Initiative on Localization for HLPF25
    • Engage with key UN entities that are members of the Local2030 Coalition, Local2030 Hubs, Steering Committee members, and key partners to gather their advancements on achieving the targets of the High Impact Initiative on Localization.
    • Develop a comprehensive report on the advancements of the High Impact Initiative on Localization. It must be ensured that the report captures the progress, key outcomes, and recommendations emerging from efforts of the Local2030 Coalition network to be presented at HLPF25. Interlinkages between Different Global Development Processes in 2025
    • Map out how the findings from the Local2030 Coalition’s work contribute to multiple global processes.
    • Produce a report with key recommendations and messages demonstrating how consultations and outputs from the Local2030 Coalition’s activities contribute to other major global processes, including the Pact for the Future, COP30, the World Social Summit for Social Development, and other relevant international agendas.
    • Reporting Line The position is located in the Local2030 Coalition Secretariat, as part of the Global Solutions Division. The incumbent will be supervised by the Head and Deputy Head of the Secretariat. The expert will work in proximity to other members of the team, members of the Local2030 Coalition, and key partners involved in these global processes

    Qualifications/special skills

    • An advanced university degree in public affairs, political science, social sciences, urban studies, social sciences, development studies, or other relevant areas is required.
    • A minimum of five (5) years of relevant working experience in research and knowledge and normative development is required.
    • Solid experience in drafting reports, synthesis reports and policy briefs. Working experience on the 2030 Agenda and the local implementation of the SDGs and issues related to sustainable development and local development will be highly valued.
