Overall purpose of the role: 

• The position holder will lead and be responsible to provide strategic direction and technical assistance on the integration and mainstreaming gender across urban projects. S/he will also work to improve the efficacy and efficiency of DRC gender programming work to increase protection and enhanced inclusion for people affected by conflict and displacement in urban areas and their host communities in the spirit of contributing to social cohesion between the two communities. 
• The Gender Officer will directly and closely work with Project Managers who will technically supervise his/her tasks, provide feedback and ensure the excellent delivery of donor contractual obligations as well as to meet the expectations of relevant project stakeholders while keeping the Area Manager abreast of the cross-cutting support being provided to the area level projects. S/he will also work with the project staff and colleagues in a consultative and collaborative approach to foster good working relationships in an effort to ensure that interventions are sensitive to these dynamics on the ground.

Roles and Responsibilities:

• Lead on the technical development and implementation of all urban projects gender programming components in collaboration with respective managers, teams and partners.
• Identify, establish and foster strong partnerships involved in the refugee and host community gender programme work and aligned to DRC’s urban projects/work to enable greater programmatic impact on gender integration and mainstreaming.
• Monitor and report on the project related gender issues in the DRC urban area program and present solutions and way forward to address such issues to the project managers.
• Provide technical support to and identify joint opportunities with the advocacy and communication officer on the development of relevant gender advocacy and communication/information to address gender issues. 
• Document and promote good practices and lessons learned, contributing to a collection of replicable good practices for gender equality programming to influence the wider actors working in the urban refugees. 
• Training and capacity building support for project staff and communities on gender issues. 
• Collaborate with the MEAL team to design and implement gender sensitive data collection tools, support the collection and analysis of sex- and age- disaggregated data, quantitative and qualitative, as well as streamlining the needs assessment, collection and analysis so that it can be more effective in meeting project needs. 
• Develop and maintain effective working relationships with all stakeholders, including urban refugee and host community members and leaders, NGOs, UN agencies, and other DRC team members to enhance multi-agency and multi-sectoral cooperation and coordination on response activities.  
• Support in fundraising efforts by contributing in concept notes and proposal in gender framework designs including budgetary requirements elements.
• Support Project Managers in representation when required to do so, budget management and donor reporting aligned to gender component deliverables.

Experience and technical competencies 

• Minimum of 3 years’ experience in gender integration and mainstreaming programming in the humanitarian and development sector/INGO (work in urban refugee and host community context desirable)
• Experience with building constructive working relationships with diverse stakeholders or working with networks or coalitions.  
• Strong planning, coordination, organization and problem-solving skills with ability to work both independently and within a team in a demanding working environment.
• Good analytical, strong project management skills with experience supporting multiple projects or teams is highly desirable. 
• Ability to communicate complex ideas simply, both verbally and through writing.
• Experience in the usage of computers and office software packages.

Education: 

• Bachelor’s degree in gender, social science, development studies or related field - master’s degree preferred.

Overall purpose of the role:

• The Physiotherapist will be responsible for the provision of physiotherapy service for persons with physical disabilities, disorders and injuries including children and elderly persons in Kakuma and Kalobeyei. Under the supervision of the PSN officer and in collaboration with other PSN assistants and in consultation with the medical partners’ staff s/he will identify, assess and make treatment plans with appropriate interventions in physiotherapy with the beneficiaries. S/he will directly supervise a number of PSN community incentive staff.

Responsibilities: 
R1. Physiotherapy Case management:

• Identify persons with physiotherapy needs.
• Conduct comprehensive assessment to persons of concern with regards their rehabilitation needs and based on the assessment, identify problems and develop a treatment plan for interventions with the beneficiary, in consultation with the medical professionals.
• Conduct home visits/ follow up sessions to monitor on the progress of persons of concern, conducting, advising on techniques and exercises.
• Prescribe, procure, provide and train persons of concern on the use of assistive and/or mobility devices to beneficiaries.
• Ensure good communication, with help of translators, with beneficiaries at all times throughout assessment, setting of goals and explanation of treatment.
• Conduct referrals of vulnerable Persons with disability to partner agencies and follow up to facilitate access to external services not offered by DRC. 
• Document beneficiary data accurately and maintain a secure beneficiary database and activity documentation of all beneficiaries.
• Accurately update the PSN database and tracker on a regular basis for all beneficiaries and interventions conducted at the field level.

R2. Community Engagement and Outreach:

• Participate in sensitization, dialogue and mediation sessions with the wider population about issues of persons with disability for support in identification of vulnerable cases.
• Identify and strengthen Community structures through engaging community leaders, camp management and other stakeholders to ensure that the persons of concern receive adequate support at the community level.
• Attend and instruct planned trainings for parents and caregivers within the community.

R3. Monitoring and Evaluation:

• Assist in preparing daily, monthly, quarterly and annual reports, progress notes, on time 
• Use appropriate data collection tools and submit assessments and reports in a timely and accurate manner    
• Work closely with the refugee staff to ensure quality reporting   
• Assist in the designing, planning, implementing and facilitating of external trainings for staff and community members
• Ensure Core Humanitarian Standards are mainstreamed in the day to day project implementation 
• Attend relevant training forums relevant to the job
• Assist with any other related activities as deemed necessary by the supervisor

R4. Staff Management and Development:

• Provide supervision to the community workers and ensure effective provision of physiotherapy services.
• Conduct continuous performance/evaluation for the community staff working under her/him.
• Conduct regular formal and on-job training and mentorship to community workers on areas related to case management for persons of concern to enhance professionalism.
• Conduct regular multidisciplinary case conference meetings with national staff and community workers both at individual and group levels.
• Organize for external capacity building forums on PwDs needs
• Ensure staff timesheets are done and submitted to HR on time on a monthly basis.

Experience and technical competencies:  

• At least 3 years of experience working in physiotherapy with vulnerable persons; with at least 1 - year experience working with refugees, asylum seekers, migrants and/or other in a camp setting.
• Must have technical expertise in case management and psychosocial support to persons with disability.
• Should be resilient and able to handle high levels of stress and emotionally volatile or difficult situations.
• Experience in establishing and working with community structures including community leaders
• Experience and proven ability to work as part of a team 
• Excellent analytical and writing skills; cultural sensitivity and respect for diversity
• Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local partners and other stakeholders
• Experience and willingness to work in the field and proficient in the use of computer/email/internet  

Education: 

• Diploma/Bachelor’s Degree or equivalent in Physical Therapy
• Certification by the Kenya Society of Physiotherapists with a current practicing license.
• Fluent in written and spoken English and Swahili.
