SPECIFIC RESPONSIBILITIES

Under the supervision of the Team Leader – Electric Mobility Team the consultant will conduct the following specific tasks as part of his assignment:

• Support the implementation of the thematic working group on "Charging infrastructure, renewable power integration and sector coupling":
• Develop a work programme for the working group on "Charging infrastructure, renewable power integration and sector coupling”.
• Compile an overview of existing partners’ knowledge products on "Charging infrastructure, renewable power integration and sector coupling” and add the materials to the e-mobility toolbox
• Assess the needs for Analytical tools and training materials,
• Technical reports and training materials, and Policy guidelines and training materials on the topic of "Charging infrastructure, renewable power integration and sector coupling”.
• Develop at least one analytical tool and one technical report or policy guideline alongside its respective training materials on the topic of "Charging infrastructure, renewable power integration and sector coupling”.
• Carry out at least 6 virtual and / or physical training and capacity building events on the topic of "Charging infrastructure, renewable power integration and sector coupling”. 2. Support the collection and analysis of transport data from at least 15 low and middle-income countries which are part of the e-mobility programme.
• Develop an internal strategy for the collection and analysis of transport data from at least 15 low and middle-income countries which are part of the e-mobility programme.
• Together with the team members of the electric mobility team start the collection and analysis of transport data from low and middle-income countries which are part of the e-mobility programme.
• Submit a data tool and report on LMIC transport data collection and analysis.
• Support the preparation of an Africa Transport Outlook.
•  Develop a data set for the Africa Transport Outlook including road transport data for at least 10 African countries.

Qualifications/special skills

• An advanced university degree (Master's degree or equivalent) in environmental sciences, engineering, transport or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Knowledge on electric mobility issues including the operational and technical charging infrastructure and renewable power integration is required
• Experience in data collection and research is required
• Experience in report development is required
• Experience in technical tool development (e.g. based on MS Excel) is required
• Data analysis and modelling skills and experience are required
• Proven analytical, presentation and communication skills are desirable

Specifically, the consultant will be required to complete the following tasks: Inception phase:

• Preliminary desk review and introductory interviews with project staff.
• Prepare the review framework in line with UNEP's evaluation guidelines.
• Identify stakeholders.
• Develop the interview/questions matrix.
• Plan the review schedule.
• Prepare the Inception Report. Data collection and analysis phase of the review, including: Conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders.
• Regularly report back to the Task Manager on progress and inform of any possible problems or issues encountered. Reporting phase, including: Draft the Review Report, ensuring that the review report is complete, coherent and consistent with the Task Manager guidelines both in substance and style.
• Liaise with the Task Manager on comments received and finalize the Review Report, ensuring that comments are considered until approved by the Task Manager.
• Prepare a Response to Comments annex for the main report, listing those comments not accepted indicating the reason for the rejection; and Managing relations, including:
• Maintain a positive relationship with stakeholders, ensuring that the review process is as participatory as possible but at the same time maintains its independence.
• Communicate in a timely manner with the Task Manager on any issues requiring its attention and intervention.

Qualifications/special skills

• A Masters or equivalent in environmental sciences, international development or other relevant political or social sciences area is required.
• Minimum of 7 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach; and a good/broad understanding of [natural resource management] is desired. English and French are the working languages of the United Nations Secretariat.
• Hands-on experience in managing national and international natural resources projects, in particular concerning biodiversity, natural resources management, protected area management, environmental information, management, capacity building etc. is highly desirable. - Working experience in an international environment is desirable.
• Experience in the project target area in Congo is an asset.
