Duties and Responsibilities
At this level, the officer will be responsible for:
- Ensuring timely preparation of budgets in line with applicable laws and regulations
- Ensuring proper budgetary control and monitoring
- Verifying vouchers and payment support documents in accordance with laid-down rules and regulations
- Processing payments to suppliers, service providers, consultants, and contractors in line with policies, procedures, contractual provisions, and applicable laws and regulations
- Maintaining primary records such as cashbooks, ledgers, vote books, and registers
- Ensuring safe custody of the Authority’s financial records and assets
- Preparing monthly, quarterly, and annual financial reports in a timely manner
- Maintaining an up-to-date asset register for the Authority
- Balancing and reconciling cashbooks on a daily basis
- Facilitating withdrawal of cash for office use and ensuring its safety at all times
- Preparing bank reconciliations
- Managing tax compliance, reporting, and filing for the Authority
- Ensuring compliance with IAS, IPSAS, Kenyan laws and regulations, and the Authority’s financial policies and procedures
Person Specifications
For appointment to this grade, an officer must have:
- A cumulative service period of six (6) years of relevant work experience, three (3) of which must have been served at the grade of Accountant I or in a comparable position
- A Bachelor’s degree in Commerce (Accounting or Finance option) or its equivalent from a university recognized in Kenya
- Passed Part III of the Certified Public Accountants (CPA) examination or an equivalent professional qualification
- Registration with ICPAK or any other equivalent professional body and be in good standing
- Proficiency in computer applications
- Demonstrated merit and ability as reflected in work performance and results

Successful candidates MUST satisfy the requirements of Leadership and Integrity set out in Chapter Six (6) of the Constitution of Kenya, 2010 and shall be required to present the following documents before the offer letter.
- Tax Compliance Certificate from Kenya Revenue Authority (TCC);
- Certificate of clearance from Higher Education Loans Board (HELB);
- Certificate of good conduct from the Directorate of Criminal Investigations (DCI);
- Dully filled and stamped Self-Declaration/Clearance from the Ethics and Anti-Corruption Commission (EACC); and
- Clearance certificate from approved Credit Reference Bureau (CRB).
