    Senior Manager, Data Management and Data Governance - Statistics and Library Services Division

    Job Purpose

    Reporting to the Deputy Director, Statistics & Knowledge Management, the job holder is responsible for:

    • Creating processes and procedures that monitor and enforce data governance policies and practices in the Research department and in line with the Banks Data Governance Framework.
    • Establishing guidelines for data handling, quality assessments, and data access and security.
    • Ensure data quality is tracked, resolution of data-related issues, and enforce compliance with any regulatory requirements.
    • In charge of data warehousing and creation of dashboards and analytics

    Key Duties and Responsibilities

    Strategic Responsibilities

    • As data governance champion for Research Department, the role is fundamental in driving the Bank towards its vision and data-driven future.
    • As the guardian for the Department’s data in the Enterprise Data Warehouse (EDW), the role bears the responsibility for the management and fitness of the data – ensuring its quality, timeliness, consistency, and compliance with bank policy and any regulatory standards.
    • Understand trends, identify issues and opportunities and recommend action.

    Technical and Operational Responsibilities

    • Responsible for Research Data completeness and quality in the EDW.
    • Responsible for creating processes and procedures that monitor and enforce data governance policies in the Research department.
    • Responsible for establishing guidelines for data handling, quality assessments, and data access and security.
    • Partner with technology and architecture colleagues and contacts to drive effective data related activities for research and analysis
    • Ensure various data polices, including data archival, data privacy, data use and data revision polices are in place and implemented.
    • Ensure data quality issues are tracked, resolved, and enforce compliance with any regulatory requirements.
    • Reference and Master Data - Define and review code values / code lists and identify sources of master data.
    • Metadata – Define and review business terms and associated attributes including calculations and various rules.
    • Data Classification - Ensure that data is classified as restricted, regulated, or public as it relates to the distribution of the data.
    • Data Sharing – Review data sharing requests and approve or reject.
    • Data Stewardship Group Participation - Attend stewardship group meetings and participate in working groups as needed.
    • Review EDW reports and visualization to ensure they are performing as expected and meeting the needs of analysts ensuring the data is viewed as trusted.
    • Participate in cross-functional/enterprise initiatives related to data changes and processes.
    • Manage data work activities requiring coordination across multiple areas
    • Understand, remediate and implement changes in various forums on behalf of Research Department
    • Protect the interests of the Bank’s; identify and manage risks, raising issues as necessary

    Other Responsibilities

    • Provide support to ensure compliance with Bank policies and processes including staff performance appraisals.
    • Contribute, as appropriate, to the performance of other functions in the Bank and to the overall achievement of the Bank’s mandates and strategic objectives.
    • Mentor, coach and mobilize teams to achieve the Department and the Division’s objectives
    • Lead, motivate and build positive working relationships with internal and external partners
    • Continually improve professional expertise, knowledge transfer and be a brand ambassador for data stewardship and Research Department

    Qualifications

    • Bachelor’s Degree in Economics, Statistics, Mathematics or Data Science or related field from a recognised university.
    • Master’s Degree in Economics, Statistics or related field.
    • Knowledge in data warehousing and creation of dashboards.

    Work Experience

    • At least ten (10) years’ experience in implementing data management and governance practices in a large organization.
    • At least five years’ experience working with relational databases and SQL
    • Experience working with business intelligence and reporting solutions such as Oracle BI, Power BI, and analytical tools such as the Matlab, R, Python and Tableau to analyze data across a variety of data sources and formats e.g. TXT, CSV.
    • Experience working with providers of economic data
    • Understanding of statistical reporting
    • Experience working in an agile and cross-functional teams.
