Consultancy at United Nations Office on Drugs and Crime (UNODC)

Under the overall supervision of the Regional Representative and direct supervision of the Head of the Crime Prevention and Criminal Justice Programme UNODC ROEA and PLEAD II Project Coordinator, the consultant is tasked with the following responsibilities:  

• Work with PACS and other Justice actors to coordinate and facilitate the delivery and implementation of activities under Outcome 1, 2 and 3 for PLEAD II.
• Such activities include the Joint training of stakeholders to enhance utilization of supervised non-custodial measures; Bribery and Corruption Risk Assessment; Integrated Case Management and Data Management Systems.
• Work with DCS and other Justice Actors to coordinate and facilitate the delivery and implementation of activities under Outcome 2, and 3 for PLEAD II.
• Such activities include; Development of a Matrix for the Implementation of the Children Act, 2022; Establishment of a Crime Prevention Centre.
• Work with PACS and DCS and other relevant actors to facilitate the development, implementation, and evaluation of assigned programmes/projects, etc.; monitor and analyze specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions under the PLEAD II project.  
• Provide continuous technical support at policy and activity level to PACS and DCS.
• This shall include the development of different strategic documents and reform initiatives, background research and analysis.
• Continuously review and monitor the status of ongoing activities and advise on necessary follow ups or corrective actions.
• As well as monitoring developments that impact the justice sector and provide regular briefs where such developments are analyzed.
• Report on Monitoring the progress of overall project implementation and project beneficiaries including probation officers, children’s officers, and children in conflict and in contact with the law. 
• Contribute to the development of technical reports relevant to the work of the committee support, this shall, inter alia, include ensuring quality, robustness, clarity, adherence to applicable normative framework and the integration and mainstreaming of human rights and gender equality. - Cooperate, consult, and coordinate with the different committees and taskforces that work with the implementing Partners such as the National Council for Children Services (NCCS) and other criminal justice actors.  
• Continuously review and monitor the status of ongoing crime prevention and criminal justice initiatives and advise on necessary follow ups and/or corrective action.  
• Provide continuous technical support at policy and activity level to PACS and DCS.
• This includes the development of different strategic documents and reform initiatives, background research and analysis on proposed activities as well as organizing meetings, workshops, trainings, and visibility events.  
• Provide technical support in preparing, planning, and facilitating workshops of PACS and DCS in developing action plans. 
• Provide administrative and substantive consultative support to and other meetings, conferences, to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
• Mobilize further engagements with the criminal justice actors in Kenya and coordinate resource mobilization for crime prevention and criminal justice programmes.

Qualifications/special skills

• An advanced university (Master or equivalent) degree in law, legal studies, criminal justice or a related field is required.
• A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.
• A minimum of two years of relevant working experience in crime prevention and criminal justice, human rights and/or related fields is required.
• Experience working with the United Nations, or a similar international organization, is desirable.
• Experience in working with EU funded projects is desirable.  
• Experience working with criminal justice practitioners is desirable.

Languages

• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. 
• Knowledge of another official United Nations language is an advantage.

• The overall objective of the project is to reinforce the rule of law, improve access to justice, increase efficiency and accountability in the justice system and use of technology as an enabler of justice in Kenya.
• In particular, the purpose of the consultancy is to coordinate the functions and activities outlined in the PLEAD II Project.  

Specific Tasks to be performed by the consultant:

•  Under the overall supervision of the Head of the Crime Prevention and Criminal Justice Programme and direct supervision of the PLEAD Programme Manager, and in close technical cooperation with the Associate Programme Officers under the Criminal Justice Programme in ROEA.

The consultant will also work closely with the beneficiary institutions, the donor (European Union) and UNODC (ROEA and HQ) in performing the following tasks including:  

• Coordinate the implementation of 2024 PLEAD II workplan and activities including different outcomes for Kenya Prisons Service and the Witness Protection Agency.
• Organize and facilitate 5 trainings of paralegals and prison officers on alternatives to imprisonment and prosecution, child justice and mental health awareness across the country.
• Coordinate the refurbishment of one daycare center for the Kenya Prisons Service
• Facilitate the development of a rehabilitation policy and a gender mainstreaming policy for the Kenya Prisons Service.
• Coordinate and report on PLEAD II interventions under the United Nations Sustainable Development Cooperation Framework (UNSDCF).  
• Organize sensitizations and awareness raising to media house representatives on appropriate reporting of cases involving protected persons.  
• Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, analytical notes, sections of reports and studies and inputs to publications, relating to PLEAD II.  
• Provide administrative and substantive support in regard to the consultative and other meetings, workshops, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.  
• Coordinate and support in performing consulting assignments, in collaboration with the national counterparts, by planning and facilitating workshops, through other interactive sessions and coordinate developing the action plan that the national counterpart will use to manage the change.
• Prepare operational guidelines, as and when required, for enhanced programme planning and coordination.
• Provide regular technical advice on operational matters relating to implementation of the project.
• Keep proper record of reports and media items for the project.

• The graphic designer will (in coordination with other relevant Judiciary personnel), provide graphic design and layout services which will include the design and layout of formal publications, display products, IEC materials as well as web and social media content consistent with the Judiciary’s visual and corporate identity stipulated in the organization’s strategic and communication documents and guidelines.  
• The graphic designer may also be required to prepare or develop similar content for related/collaborating national partners.  
• All material prepared by the graphic designer for the Judiciary or other national partner shall belong to and remain the property of UNODC.
• The contractor shall not use such documents or software for purposes unrelated to this contract, without the prior written approval of UNODC.  
• The graphic designer will operate from Nairobi. He / she will be provided with working space within the Judiciary.  
• The contractor is expected to have their own laptop computer as well as necessary software for the assignment.    

Specific Tasks to be performed by the Consultant  Under the overall supervision of the Regional Representative in the UNODC Regional Office for Eastern Africa (ROEA) and the direct supervision of the UNODC ROEA Head of the Crime Prevention and Criminal Justice Programme, and in close cooperation and consultation with the Programme Officer, the consultants/staff who developed the documents, the consultant will perform the following substantive duties and responsibilities:  

• Design Visual Summaries:  Create visual summaries of each chapter of the STAJ blueprint to make complex legal and administrative content more accessible.
• Ensure the design and layout are engaging, professional, and aligned with the judiciary’s brand guidelines.  

Develop Infographics:  

• Design infographics that present key statistics, goals, and outcomes from the STAJ blueprint in a visually engaging manner.
• Collaborate with DPOP and other stakeholders to ensure the accuracy of data and the clarity of messaging.  

Social Media Graphics:  

• Design graphics for social media campaigns, including images and banners for various platforms.
• Ensure that these materials are shareable and eye-catching to increase the reach of STAJ messages.

Workshop and Webinar Materials:

• Create visually appealing presentations for webinars and workshops that will be conducted as part of the STAJ sensitization efforts.
• Ensure that these materials are informative and easy to follow for participants.

Video Graphics:  

• Work in collaboration with the video production team to design motion graphics, lower thirds, and other visual elements for the video series.

Progress Reports and Impact Assessment Graphics:  

• Design visual elements for progress reports and impact assessment reports that reflect the progress and results achieved through STAJ implementation.
• Work closely with the Communication Officer and judiciary officials to ensure the accuracy and comprehensibility of these materials. 

Website and Online Forum Elements:  

• Design graphical elements for the project website and online discussion forums. 
• Ensure that the design aligns with the project’s overall branding.  

Public Testimonial Visuals:  
Create visuals for public testimonials, which will include photographs, stories, and supporting graphical elements. Maintain sensitivity to the privacy and dignity of individuals featured in the testimonials.

• An advanced university (Master or equivalent) degree in computer science, graphic design, visual arts, illustration, or a related field is required.
• A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.
• At least 02 years of professional graphic design and multimedia experience is required.
• Experience in providing communications support in the justice sector e.g. in the design of IEC materials, infographics and other communication tools for publicity campaigns is required.
• Experience working with advanced design software and applications is required e.g. Adobe Photoshop, Adobe InDesign, and Adobe Illustrator, CorelDraw and tools such as Dreamweaver and Flash etc. is required.
• Experience in developing and applying visual identities for programmes and/or campaigns is desirable.
• Work experience with the Judiciary of Kenya is desirable.
• Experience developing infographics and social media graphics is desirable.

Under the overarching guidance of the Head of the Crime Prevention and Criminal Justice Programme and under the direct supervision of the PLEAD Programme Manager, in conjunction with close technical collaboration with Associate Programme Officers within the Criminal Justice Programme in ROEA, as well as with beneficiary institutions, the donor (European Union), and UNODC (ROEA and HQ), the consultant will be responsible for executing the following tasks:

• Coordinate the finalization and roll – out of the ESTDEV partnership on E-Justice in coordination with the NCAJ ICT Committee and UNODC programme managers.
• Provide technical and logistical support to the NCAJ’s ICT, NCCJR, SGBV, Children and Traffic Committees in coordination with other UNODC colleagues.
• This support shall include the development of the Kenya Integrated Sector Enterprise Architecture, instant fines infrastructure and interventions in the area of support to vulnerable groups  
• Facilitate the execution of the 2024 PLEAD II workplan and corresponding activities for the Judiciary and NCAJ in coordination with the relevant UNODC colleagues.

In this regard, the consultant will monitor the timely, implementation and reporting of all activities in the workplan including:

• The development of the Active Case Management Guidelines for the Anti-Corruption Courts  
• Sensitization of court administrators on Social Transformation Through Access to Justice (STAJ) and Anti-Corruption
• Development of the model anti-corruption court
• Coordinate the procurement of equipment and furniture for the integration of case management systems
• Coordinate training on SGBV courts
• Coordinate greening initiatives (installation of solar panels) in two law courts
• Coordinate the development of the 2025/2026 workplans for the NCAJ and Judiciary.
• Support the preparation of the 2024/25 annual report, among other reporting activities with respect to the NCAJ and Judiciary
• Spearhead data collection, monitoring and evaluation activities as required. 
• Facilitate the successful coordination of high-level events including launches of polices, infrastructure and digitalization projects, as well as important PLEAD meetings including PTC and PSC Meetings.  
• As required, make presentations, and provide technical in-put in the area of crime prevention and criminal justice, and on the PLEAD programme in coordination with programme managers.
• Contribute to the preparation of various written outputs, including background papers, briefing notes, analytical notes, sections of reports and studies.
•  Provide substantive support for meetings, workshops, conferences, etc., ensuring compliance with visibility requirements for planned activities.
• Substantive Support: preparing agendas, background materials, and assisting in the development of presentations or other substantive content.
• Compliance with visibility requirements: coordinating with communication teams to ensure that the events align with organizational or project branding and communication strategies. 
• Reporting on the outcomes of the meetings  
• Supporting the successful completion of administrative requirements for the procurement of meeting or workshop venues and travel requests. 
• Participate in the execution of consulting assignments by engaging with national counterparts to strategize and orchestrate workshops, interactive sessions, and the formulation of action plans geared towards effecting change management.
• Offer regular technical advice on operational matters related to project implementation.
• Ensure the upkeep of comprehensive records encompassing reports pertinent to the projects at hand.
