    Associate Programme Management Officer – Agro – Chemicals Expert

    Task description
    Under the direct supervision of the Programme Management Officer, the UN Volunteer will undertake the following tasks:

    • Expert technical support to the FARM global child project, as well as regional child projects, and successful project management of the FARM global child project execution.
    • Engage stakeholders and co-finance partners to bring in external knowledge into the FARM programme and support replication of FARM results globally;
    • Lead a standard approach to Monitoring and Evaluation including developing rigorous approaches to measuring and attributing Global Environmental Benefits across different focal areas and leading development and tracking of Programmatic Indicators across all FARM child projects
    • Collate information from across the Child Projects, for GEF and the GEF FARM Programme Coordinating Group
    • Draft new project concepts and proposals under the FARM+ programme to include logical frame- works, theory of change, and output-based work plans.
    • Data mining of existing country data to assist in the development of baseline situation analysis to inform project design and proposed mitigation / development strategies.
    • Draw the linkages between the proposed project/intervention with the SGD target indicators, UNEP Programme of Work indicators, and GEF results framework indicators.
    • Review and provide input on draft project proposals prepared by offices that contribute to the programme with a view to ensuring consistency with the programme manual and Project Review Committee checklist, and to improve project design quality prior to project submission for approval.
    • Facilitate lesson learnings and knowledge management across the child projects and coordinate communication with international external stakeholders;
    • Coordinate thematic working groups engaging focal points in knowledge management, communications, stakeholder engagement, and gender, and;
    • Coordinate technical working groups across GEF FARM and FARM+ on knowledge generation and application topics identified during the implementation stage.
    • Carry out any other related duties and responsibilities as required

    Required experience

    • 15 years of experience in the field of environmental management of agrochemicals and agricultural plastics, related wastes, and other agriculture, food systems, and value chains related fields required. experience in Environmental Management, sustainable agriculture and food systems, agricultural plastic related field.
    • Capacity to gather, analyze and synthesise data and generate relevant information (asset).
    • Prior experience working with international organizations (desirable)
    • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
    • Accuracy and professionalism in document production and editing;
    • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
    • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

    Associate Programme Management Officer (Mercury Expert)

    Task description
    Under the direct supervision of the Programme Management Officer, the UN Volunteer will undertake the following tasks:

    • Support the development of project/s and concept/s for GEF-8 specifically focusing on:
    • mercury in products,
    • artisanal and small-scale gold mining, and
    • enabling activities, and with relevant experts and stakeholders in coordination with the countries
    • Support task management of enabling activities (NIPs/MIAs/NAPs), including reporting, as required by the GEF-CW unit.
    • Provide technical inputs in various reports/publications of GEF-CW unit.
    • Carry out any other related duties and responsibilities as required.

    Requirements
    Required experience

    • 15 years of experience in the field of environmental management of chemicals and wastes, especially on mercury (disposal and recycling, policies, trade, and related areas) are required. experience in environmental pollution issues, including drafting technical papers, reports, and implementation, Experience of working on Multilateral Agreements, and projects funded by GEF or similar funding is an asset.
    • Familiarity with the Minamata Convention and GEF-supported projects (asset).

    Associate Communications Officer

    Task description
    Under the overall supervision of the Senior Programme Management Officer and the direct supervision of the programme Budget Officer, the UN Volunteer will undertake the following tasks:

    • Drafts, in consultation with the UNEP GEF Coordination Office, Communications Division, Chemicals and Health Branch, and UNEP GEF Chemicals and Waste unit, an internal and external communications strategy and annual communications plan (internal and external with targets and indicators) for the unit.
    • In line with the above strategy, drafts in consultation with other members of the branch and GEF Unit, information and other relevant communication materials or products for target audiences which include brochures, briefings, video clips, newsletters, websites content, design and management, social media and news-feeds inputs, etc.
    • Identifies key contacts/constituencies and opportunities for strategic partnerships to facilitate communication efforts and maintains working relationships with the same.
    • Helps organize or participates in the organization of meetings, seminar, missions, press briefings, interviews, etc.; and prepares briefing materials, key messages, and statements prior to the participation in such events.
    • Compiles and analyses the data and other information necessary for the preparation of communication brochure, website, reports, background, and briefing notes, in particular in the area of hazardous chemicals and waste.
    • Ensures integration of GEF Communications efforts into the communications of the Branch and Division.
    • Carries out basic research on selected aspects of critical areas of the Portfolio Manager's main functions, including inclusion policies, gender, and disabilities, etc., to include collecting, analysing, and presenting statistical data and other information gathered from diverse sources.
    • In consultation with others, identifies and proposes information opportunities, activities, and approaches, taking into account the situation/topic and target audience.
    • Generation of various communications outputs such as drafting quarterly communications, report to UNEP Regional Offices, project updates, newsletter, e-mails to stakeholders, introduction of new projects, etc.
    • Provide Editorial support for the Unit, Branch, and Division.
    • Work closely with the communications team in developing key messages and themes of major UNEP events to promote relevant policy or science messages.
    • Work to increase the visibility of the GEF Chemicals and Waste Unit work across the Industry and Economy Division and UNEP and with external partners.
    • Identify and develop communications tools that showcase GEF Chemicals and Waste projects and activities.
    • Coordinates quarterly and annual reporting cycle to the UNEP GEF coordination office.

    Associate Programme Management Officer (Sector Expert)

    Task description
    Under the direct supervision of the Programme Management Officer, the UN Volunteer will undertake the following tasks:

    • Analyse scenario to develop sectoral strategies and projects on chemical and pollution management in the key sectors prioritized by the Global Framework on Chemicals and UNEP’s Programme of Work, namely plastic, electronics, and textiles.
    • For the above three sectors, develop chemicals and waste management strategies, relevant information on source of waste generation, chemical use, and management including occupational health and safety, scale and adoption of alternative chemicals and product development, management systems.
    • Identify and prioritize strategies to achieve the existing regional and global goals by involving clusters of stakeholders who would provide solutions, business models, and best available technologies and techniques to achieve goals.
    • Draft new project concepts in close collaboration with all UNEP divisions and regional offices and develop project documents/ proposals to include logical frame- works, theory of change, and output-based work plans.
    • Data mining of existing country data to assist in the development of baseline situation analysis to inform project design and proposed mitigation / development strategies.
    • Draw the linkages between the proposed project/intervention with the SGD target indicators, UNEP Programme of Work indicators, and GEF results framework indicators.
    • Review and provide input on draft project proposals prepared by offices that contribute to the programme with a view to ensuring consistency with the programme manual and Project Review Committee checklist, and to improve project design quality prior to project submission for approval.
    • Editing project document drafts before they are submitted to Project Review Committee (PRC) and for approval from the GEF Secretariat.
    • Assist in monitoring and analysis of specific aspects of programme/project development and implementation, including receiving and reviewing quarterly progress and financial reports from ongoing projects, updating UNEP’s reporting systems, and communicating with project stakeholders particularly the Project Steering Committee members.
    • Identifies problems and issues to be addressed and recommends corrective actions, liaising with relevant parties and tracking follow-up actions, and develop strategy that outlines specific steps to be taken to implement the identified corrective actions including timelines, responsibilities, and metrics for tracking progress.
    • Carry out any other related duties and responsibilities as required.
