    Europe and Central Asia GEF Specialist

    Specific tasks and responsibilities

    • The consultant will undertake the following duties: Project management of projects under execution
    • Prepare reports for the Task Managers on the progress and risk situation of projects in the Europe and Central Asia portfolio, and submit to the Task Manager strategy documents to effectively mitigate identified project risks;
    • Prepare and send half-yearly report templates to Executing Agencies for projects in the Europe and Central Asia Region portfolio, hold meetings with these agencies and send guidance emails to ensure correct and timely completion of the reports, and review such reports to ensure their timely completion;
    • Prepare and send project implementation review report templates to Executing Agencies for projects in the Europe and Central Asia portfolio, hold meetings with these agencies and send guidance emails to ensure correct and timely completion of the reports, and review such reports to ensure their timely completion;
    • Provide inputs for facilitating the technical and financial closure of projects; Project documentation
    • Develop draft legal agreements for new projects and project extensions;
    • Prepare documents for UNEP project internalization and revision processes, and provide inputs to ensure completed UNEP clearance and approval processes;
    • Prepare project supervision plans and risk logs for projects and periodically update them. Request the Executing Agencies to update their procurement plans and review such plans, providing inputs to finalize them;
    • Prepare project revision documents for technical and financial revisions for projects, ensuring that project revision documentation is complete for UNEP approval;
    • Review expenditure reports together with the finance team to ensure
    • correct amounts have been charged;
    • expenditures are aligned with project deliverables and thus acceptable;
    • expenditure is not exceeding the budget line allocations and overall budget. Send feedback emails to Executing Agencies for the agency to complete the document correctly.
    • Review cash advance requests in collaboration with the finance team. Provide guidance to Executing Agencies for them to complete the document correctly. Portfolio management
    • Prepare databases for the uploading of information to the Integrated Planning, Management and Reporting (IPMR) solution system and upload information to the system;
    • Performance indicators: All deliverables are completed in a timely manner and approved by the Task Manager for Europe and Central Asia.

    Qualifications/special skills

    • Advanced university degree in one of the following fields is required: management, engineering, law, business administration, environmental management, policy, economics, development, climate or development finance, or a related discipline;
    • A first level degree with additional two years of qualifying experience may be accepted in lieu of an advanced university degree.
    • Minimum five years of experience in managing projects related to climate change, environment or development is required;
    • Experience working with GEF, GCF or UNEP projects is desirable.
    • Two years experience in working with national governments of the Europe and Central Asia is required;
    • Knowledge on climate transparency is desirable;
    • Good communication skills to manage/interact with people inside and outside of the project team is desirable

    Marine Environment Management Planning Specialist

    Under the general supervision of the Head of the Nairobi Convention Secretariat, the consultant will be responsible for the following:

    • ArcGIS Online Configuration The Consultant will configure the ArcGIS Online accounts, create and assign users, and create the groups for the different countries with various group characteristics needed for the development and operation of the Online Atlas.
    • Data Migration and Development of a Standardized Database Model All collated thematic layers will be characterized in terms of their visual representations, planned uses in the portal, potential data sources, levels of resolution, and data currency to the greatest extent possible.
    • The defined data will then be standardized, through conversion to a common OGC standard format to enable visibility throughout the portal and enable processing and analysis.
    • The Consultant will also perform quality assurance checks on the migrated data to ensure that the data collected in the Online Atlas is reliable and suitable for marine spatial planning use.
    • Development of the Interactive Online Atlas The Consultant will develop an interactive online atlas based on ArcGIS Hub. The ArcGIS Hub license will be available to the Consultant through the Nairobi Convention Secretariat ArcGIS Online Portal.
    • The online atlas will enable the Nairobi Convention Secretariat and Northern Mozambique Channel countries to: connect and communicate with internal and public audiences by creating a data portal for sharing internal GIS data across an organization or with a GIS class,
    • share open data using the Share Open Data template, o showcase content related to a specific topic, such as research to restore local habitats or efforts to increase volunteer work within a community,
    • share a volunteer sign-up form as part of different sites on increasing volunteer work within a community, and o start an outreach campaign with events, surveys, and emails by creating a call-to-action for people to follow various initiatives.
    • The Atlas will also provide community accounts, which are ArcGIS Online accounts for people who are not members of the NCS ArcGIS Online Portal to access the NCS Hub content and manage GIS applications. Community accounts will enable anyone to view or contribute content belonging to NMC Countries’ initiatives.
    • These community accounts will grant access to community organizations, a designated ArcGIS Online subscription that separates community accounts from NCS ArcGIS online members accounts.

    Qualifications/special skills

    • Advanced University degree (master’s degree or equivalent) is required in Geographic Information Systems, Information Systems and management, Marine Sciences, Ecology, Environmental Sciences, Natural Resources Management or similar disciplines.
    •  A minimum of two (2) years of relevant progressive experience in the application of geographic information systems, and information management is required.
    • Demonstrated experience in developing GIS solutions for natural resource management applications and maintenance of existing geospatial databases and related metadata systems is required.
    • Demonstrated knowledge and experience on remote sensing, obtaining biological, geophysical and socioeconomic geospatial datasets and developing geospatial databases is desirable.
    • Demonstrated experience in managing projects related to geospatial and geographic information systems is desirable.
    • Experience performing quality control assessments for geospatial products is desirable.
    • Experience working in a multidisciplinary set up with government and non-government stakeholders including international organizations and local communities is desirable.

    CBIT Mozambique PPG Consultant(GEFID: 12090)

    Specific tasks and responsibilities:

    • For the development of each CEO endorsement request packages:
    • Lead the preparation of the CEO endorsement document and its attachments.
    • Coordinate the development and implementation of the Stakeholder Engagement Plan.
    • Be responsible for the design of all substantive elements of the CEO endorsement document and its annexes, including the log-frame, budget, indicators, baseline scenario, alternative scenario, stakeholders, risks, consistency with national priorities, institutional arrangements, gender action plan, knowledge management, theory of change (ToC), and monitoring and evaluation.
    • Prepare an outline of the strategy and methodology to develop such elements, including a provisional timetable.
    • Ensure that the substantive elements are aligned with national strategy and planning documents through the consultation of national expert.
    • Ensure that the latest templates from GEF and UNEP are used in the preparation of the CEO endorsement document and associated annexes.
    • Inform UNEP on the status of work and highlight, in a timely manner, risks related to the quality of the information received and the fulfillment of the project’s development schedule.
    • Support the national consultant in organizing and undertaking the stakeholder consultation workshop (in-person) to consult with the relevant national counterparts, discuss the baseline situation, map the gaps and barriers, collect relevant country data, agree upon a project intervention logic (log frame and Annex A results framework) and discuss initial institutional arrangements for execution. Undertake a gender analysis, ensure project deliverables are gender sensitive and prepare a gender action plan.
    • Prepare a presentation for internal discussion to UNEP management describing national circumstances and context, baseline, barriers, proposed intervention, and indicators. • Support the national consultant in organizing and undertaking the stakeholder validation workshop (in-person) to validate the CEO Endorsement document with national stakeholders.
    • Prepare a final overall stakeholder consultation report. The GEF requires that a report is prepared and submitted on stakeholder consultations undertaken during the PPG.
    • Prepare a final and complete version of the CEO Endorsement Document and annexes for UNEP internal review and submission to GEF Sec.
    • Prepare the submission package of the CEO endorsement document and associated annexes to the UNEP Project Review Committee (PRC) and draft the responses to the Committee’s reviews.
    • Prepare the submission package of the CEO endorsement document and associated annexes to the GEF secretariat and draft responses to Secretariat reviews. Performance indicators: Submission of the four (4) deliverables in accordance with deadlines noted
    • Reports are considered high-quality, as determined by UNEP based on comparison with other CEO endorsement packages approved by the GEF.

    Qualifications/special skills

    • Academic: An advanced university degree in economics, environmental sciences, management, or a related discipline is required;
    • A first level degree with additional two years of qualifying experience may be accepted in lieu of an advanced university degree;
    • A minimum of two (2) years of experience in drafting project proposals in the field of climate change, environment or development is required;
    • Experience working with GEF or UNEP projects is desirable;
    • Experience in working for multilateral or bilateral funding entities in the field of climate change, environment or development is desirable;
    • Experience working on projects in Africa is desirable.
