    Job Specification
    Key Managerial Duties & Responsibilities

    • Provide leadership in development and implementation of Strategies and Plans to ensure Konza Technopolis is established to global Smart City Standards and is economically positioned as envisaged in the Vision 2030 Blueprint, SDGs and other Global development standards for smart and sustainable cities.
    • Provide leadership in the development of enablers for the establishment of the knowledge economy where knowledge and information is the key driver of productivity.
    • Oversees the development and implementation of the overall Konza Technopolis Masterplan, urban development and buffer zone planning in liaison with National and County Governments.
    • Oversees the formulation, development, implementation and enforcement of city bylaws.
    • Spearhead in development and implementation of strategies to create high value, globally competitive jobs and attract both local, regional and international investments to the Technopolis to facilitate economic growth of the country into middle income economy.
    • Provide strategic Leadership in the initiating, planning, design, construction, operations, and maintenance of Konza Technopolis integrated infrastructure aimed at creating a world class sustainable smart city.
    • Provide overall visionary leadership in the development and implementation of an internationally recognised strong Konza Technopolis brand that attracts and promotes investments, drives the knowledge economy and innovation ecosystem and contributes towards the achievement of Kenya’s Vision 2030 economic blueprint.
    • Represent Konza Technopolis at strategic local regional and international fora on investments, resource mobilisation and other strategic decision-making opportunities for the benefit of the Authority’s interests and the People of Kenya.
    • Provides overall strategic leadership for efficient, effective and economic mobilisation and management of financial resources, human capital and capital assets for optimum and sustainable development of the Technopolis.
    • Provides strategic leadership in coordinating various studies within the Technopolis so that human, land, energy, water and other resources are utilized to improve quality of lives, greater efficiency for better public services and sustainable development.
    • Provides technical guidance and support to the Board of Directors on matters of Governance and compliance within the Authority.
    • Advise the government on all matters relating to implementation of Konza Technopolis Development Authority Order 2012.
    • Foster a conducive corporate culture that promotes strong ethical practices and good governance as required by the Constitution and Mwongozo Code of Governance.
    • Oversees the development of business plans and annual budgets and establish proper internal monitoring and control systems and procedures; and recommend to the Board.
    • Oversees the formulation, development and implementation of the institutional corporate policies.
    • Provides strategic leadership in monitoring and evaluating design, execution and performance of planned projects to improve performance, establish responsibility and improve planning.
    • Provides strategic leadership in establishing construction of any works necessary for the protection and preservation of natural resources within the Technopolis.
    • Create linkages between the local, national and international governments, private sector including but not limited to specialized smart cities, science parks and areas of innovations and economic zone agencies at global, regional and local level on matters of development of the Technopolis with a view to maximizing resource utilization and benefits to the people of Kenya.
    • Provides strategic leadership on overall management of supply chain functions.

    Job Dimensions
    Financial Responsibility

    • The accounting officer mobilizes resources and has authority to incur expenditures of over Kshs.16 billion annually.
    • Collection of revenues.
    • Approves all workplans, procurement plan, budget and expenditures.
    • Submission of budget, financial reports and performance reports to the Board for approval.

    Personal Specification
    For appointment to this grade a candidate must have: -

    • Master’s degree in ICT, Engineering, Social Sciences or related field from a recognized University
    • Bachelor’s Degree in ICT, Engineering, Social Sciences or related field from a recognized University
    • Relevant Professional Qualifications
    • Member of relevant professional body in good standing.
    • Leadership course lasting not less than four (4) weeks from a recognized institution.
    • A Minimum of fifteen (15) years relevant work experience and at least five (5) in a senior management role in the Public Service or Private Sector
    • Meets the provisions of Chapter Six (6) of the Constitution of Kenya 2010

    Manager, Finance & Accounts

    Job Specification
    Managerial/ Supervisory Responsibilities

    • Oversees formulation, implementation, maintenance and review of sound financial policy, systems and procedures in compliance with the Constitution of Kenya 2010, Public Finance Management (PFM) Act 2012 and other relevant legal frameworks to enhance accountability and transparency.
    • Leads in preparation of medium-term expenditure and revenues estimates of the Authority in conformity with the strategic plan and the national treasury guidelines and formulation of the annual budget of over Kshs.17 Billion to enhance planning, control and appropriate financing of the Authority’s operations.
    • Oversee formulation of smart Innovative financing strategies and financial incentives for developers and businesses and advise management on financial planning strategies.
    • Ensure sound corporate governance by identifying risks and developing and implementing proper financial controls in order to minimize those risks.
    • Coordinating and leading the annual audit process, liaise with external auditors and management and assessing any changes necessary from Audit recommendation.
    • Providing leadership and professional advice on all financial strategic planning issues and supporting strategic initiatives to ensure that adequate resources are assigned for execution of the Authority’s strategy.
    • Overseeing the reporting of financial operations of the institution Authority in accordance with the Public Finance Management (PFM) Act 2012, International Public Sector Accounting Standards (IPSAS) to ensure compliance.
    • Overseeing the Development, implementation and strengthening of internal controls for operational effectiveness of the Authority
    • Lead in development of Public Private Partnership program and smart resource mobilization strategies of the Authority;
    • Driving cashflow forecasting to ensure tracking of the expected cash movements over a period of time in the future and to ensure adequacy of financial resources;
    • Manage all financial relationships with both local and international development partners for project financing.
    • Management of the Authority’s assets worth over Kshs.70 Billion to ensure achievement of value for money in acquiring, utilization and disposal of the assets.
    • Provide leadership, development and coaching to staff in the finance and accounts division.

    Operational Responsibilities

    • Lead in ensuring prudent and optimal utilization of the Authority funds by authorizing authentic transactions to be processed.
    • Manage proper records of financial transactions including Monitoring and evaluating financial information systems to ensure integrity of the information.
    • Planning and determining cash flow needs, forecast and establish cash flow trends of the Authority to inform investment and Capital expenditure decision.
    • Approve the chart of accounts and maintain commitment controls by monitoring and evaluating funds applications and accountability within the Authority.
    • Ensure efficient revenue collection, disbursement, accounting and reportingEnsuring compliance with applicable legal and statutory requirements for financial, tax and other requirements to minimize losses, interests and penalties and Interpreting government accounting policy and applying it in all operations of the Authority
    • Oversee preparation of the Quarterly and Final Annual Statement of Accounts in accordance with accounting standards and procedures;
    • Respond to auditors’ comments concerning finances and operations and oversee required action to address deficiencies.
    • Conducting performance appraisals and performance management to staff and recommending appropriate training for the staff; and
    • Ensuring that opportunities and risks are fully considered, and decisions aligned with the overall financial strategy.

    Job Dimensions
    Financial Responsibility

    • Preparation and management of over 17 Billion of budgets annually.
    • Payment processing and approvals
    • Safeguarding the Authority Finances and Asset portfolio of over 70 Billion
    • Ensuring customer billing and revenues are collected and accounted for
    • Submission of budget, financial reports and performance reports to the management for recommendation

    Person Specification
    For appointment to this grade a candidate must have: -

    • A Minimum of ten (10) years relevant work experience and at least three (3) in a management role in the Public Service or Private Sector
    • Master’s Degree in any of the following: Commerce, Accounting, Business Administration, or their equivalent qualification from a recognized institution.
    • Bachelor’s Degree in either Commerce, Accounting, Business Administration, Finance, or any other equivalent qualification from a recognized institution.
    • Certified Public Accountant (CPA) or Association of Certified Chartered Accountant (ACCA)
    • Membership in good standing of the Institute of Certified Public Accountants of Kenya (ICPAK) or any other recognized professional body
    • Management course lasting not less than four (4) weeks from a recognized institution.
    • Proficiency in computer applications
    • Demonstrated results in work performance and
    • Meets the provisions of Chapter Six (6) of the Constitution of Kenya 2010
