Duties and responsibilities at this level will entail: -
- Representing and appearing for the County Government, Departments or SAGAS in Court of law ,tribunal and other administrative review boards.
- Advising on all matters regarding the law; including the interpretation, impact and effect of the relevant laws and general conditions affecting various areas of the County Government’s operations;
- Assisting in the co-ordination of legal due diligence, documentation and closing of transactions;
- Preparing and reviewing of legal drafts and negotiate commercial transactions leases, formal agreements and other legal instruments between the County and other parties,
- Conducting legal research and analysis, preparing legal opinions, advice and recommendations on all legal matters affecting the County Government and attend to all legal correspondence appropriately;
- Participating in settlement and arbitration of disputes and manage the County's litigation cases in liaison with external lawyers and offering legal advice and recommendations on legal matters;
- Ensuring that the Government complies with all applicable legal and statutory obligations by monitoring changes in relevant legislation and regulatory environment and advising appropriately; and
- Any other duties as may be assigned from time to time or as may be delegated.
Requirements for Appointment
For appointment to this grade, an officer must have:
- Proven work experience of three (3) years within which he/she has appeared before superior courts as an Advocate of High Court of Kenya.
- Bachelors of Laws (LL. B) degree from a recognized university in Kenya:
- Postgraduate Diploma in Law from the Council of Legal Education;
- Possession of 3 Practicing certificates from the date of admission as an Advocate;
- Bean Advocate of High Court of Kenya;
- Possession of a current Practicing Certificate as an Advocate;
- Proficiency in computer applications;
- Fulfilled the requirements of Chapter Six of the Constitution of Kenya

Duties and Responsibilities
- Designing and developing secure, scalable and database-driven mobile and web applications;
- Implementing innovative features and user-friendly interfaces aligned with project requirements;
- Conducting software testing, maintenance, debugging, and comprehensive documentations;
- Regularly updating and upgrading existing applications to incorporate new features and meet changing user or business needs;
- Conducting user training sessions and provide ongoing support to ensure effective application use;
- Developing and implementing robust security measures to protect applications and data from vulnerabilities;
- Designing, administering, and optimizing relational and non-relational databases for efficient data storage and retrieval;
- Managing and administering cloud servers to support the deployment of software applications;
- Integrating software applications with external APIs for seamless functionality and data exchange;
Requirements for Appointment
For appointment to this grade a candidates must have;
- Minimum Bachelor's degree (2 class honors) in Computer Science or Information Technology;
- Kenya Certificate of Secondary Education mean grade C+ (plus), with at least a C- in Mathematics and English/Kiswahili or its approved equivalent;
- Minimum of one-year hands-on experience in coding and software application development in a government institution;
- Professional certification in relevant areas, (mobile web specialization, GIT, DOCKER, GIT HUB) will be considered as an added advantage;
- Membership of a relevant professional body.
Required Competencies:
- Proficient in both front-end and back-end software development technologies.
- Experience with DevOps tools and containerization technologies like Docker.
- Knowledge of secure coding practices and vulnerability assessments.
- Proficient in Unix and Linux based cloud architecture.
- Experience and expertise in No-SQL and Relational database administration and security.
- Familiarity with version control environments, with a preference for experience with GIT
- Excellent communication skills and the ability to work collaboratively within a team.
