    Consultant to Conduct an Environmental Impact Assessment (EIA)

    Scope of Work

    • To ensure that a thorough environmental impact assessment is carried out, the consultant should carry out tasks that include, but are not limited to, the following:
    • The specific terms of reference include but are not limited to:
    • Providing a clear assessment and description of the project assessment, including a complete description of the existing sites proposed for the drilling.
    • A review of all applicable Policies, Legislation and Regulations relevant to the project and how each provision of such legislation should be taken into consideration and the required compliance during the different phases of the project.
    • Identification of any significant environmental issues of concern through the presentation of technical baseline data, as well as community and public perception of the proposed projects.
    • Likely impacts of the projects on the described environment, including direct, indirect and cumulative impacts, and their relative importance to the project's designs.
    • Mitigation action to be taken to minimize predicted adverse impacts, if necessary and quantify associated costs.
    • A Monitoring Plan that should ensure that the mitigation plan is adhered to.
    • Alternatives to the project that could be considered at those sites or at any other locations.
    • Desired Study Approach and Methodology
    • To ensure that a thorough environmental impact assessment is carried out, the consultant should
    • carry out tasks that include, but are not limited to, the following:
    • Project Description: Provided detailed description of the proposed borehole project, including location, depth, and intended water abstraction rate. Information on the purpose of the borehole (e.g., domestic water supply, livestock watering). Details about the drilling method, equipment, and any associated infrastructure (e.g., pump house, storage tanks).
    • These should be based on the outcomes of the Hydrogeological Assessments
    • Legal and Institutional Framework: A review of relevant Kenyan environmental laws and regulations, including EMCA (Environmental Management and Coordination Act) and the Water Act. Identification of relevant institutions (e.g., NEMA, Water Resources Authority) and their roles about the project
    • Baseline Data Collection: Description of the existing environmental and social conditions in the project area. Gathering information on hydrogeology, water quality, land use, biodiversity, and socio-economic conditions. Review of geophysical and hydrogeological survey results to assess subsurface conditions and groundwater potential.
    • Impact Identification and Prediction: Identifying potential positive and negative impacts of the borehole projects during construction, operation, and decommissioning phases.
    • Assessing the significance of these impacts on the environment and local communities with a specific focus on the most marginalized adolescent girls, women (AGW) as well as children under 5 (U5) with intersecting identities. Analyzing the interplay between the project and the surrounding environment.
    • Mitigation Measures: Developing a comprehensive Environment and Social Management
    • Plan (ESMP) to mitigate identified negative impacts. Proposing measures to minimize water abstraction impacts, such as water conservation techniques and alternative water sources.
    • Recommending strategies for managing waste, noise, and other potential nuisances.

    Key Qualifications and Experience

    • The individual Consultant must demonstrate experience and expertise as follows
    • Registered and Licensed as an EIA Expert by the National Environmental Management Authority (NEMA)
    • Knowledge of the socio-economic context of Turkana County and familiarity with local communities.
    • Familiarity with fieldwork, data collection, and analysis related to local communities, including most marginalized adolescent girls, women (AGW) as well as caregivers of children under 5.
    • Demonstrate ability to design and conduct assessments, surveys, and interviews to gather relevant information.
    • A deep understanding and respect for diverse cultures and indigenous communities, with intersecting identities in, remote or resettlement settings.
    • Ability to engage with local communities, stakeholders, and experts to gather information and share results in a culturally sensitive manner

    Application Requirements

    The consultant should provide the following:

    • A technical proposal detailing understanding of the task, proposed methodologies of the
    • consultancy, expected activities and deliverables (Must be submitted in PDF format).
    • Financial proposal submitted in KES and not any other currency. The financial proposal should be inclusive of costs for secondary data, equipment hire if applicable, personnel, experts, subsistence, meals, accommodation, and transportation/logistics during fieldwork.
    • A detailed work plan for the activity to be carried out
    • Proof of Registration/licensing by NEMA (Please note that ADRA reserves the right to confirm the applicant’s registration status with the NEMA.).
