• An Expression of Interest in the form of a letter outlining their motivation, relevant experience, and suitability for the consultancy; 
• A research proposal (maximum two pages) indicating how they would conduct this research and manage risks. 
• An example of a research report preferably published or written by consultants on a related topic. 
• Curriculum Vitae(s). 
• A research budget including all anticipated costs of implementing the research as well as a proposed level of effort (number of consulting days required to complete the task) and expected fee (expressed as a daily rate); 
• Names and contact details of two professional references.
