Providing technical leadership to teams in the department to enable them to develop, implement and evaluate strategic management plans and budgets aimed at improving performance standards and achievement of organizational goals
Developing supplementary financial regulations and procedures to enhance internal controls established through Treasury regulations and procedures
Monitoring and implementing the laid down expenditure controls so as to ensure that financial expenditure is planned, controlled and properly authorized
Coordinating and ensuring that budgets are prepared, consolidated and submitted as per the guidelines issued
Develop and maintain forecast models for income statement, balance sheet and cash flow statement of company
Managing the Company’s financial investment and assets
Coordinating the preparation of all financial reconciliations
Accounting for funds disbursed to the Company
Managing the preparation and interpreting financial statements, management accounts and reports
Ensuring statutory and quarterly management reports are prepared and submitted as per the legal requirements
Coordinating maintenance of an asset register
Coordinating implementation of departmental strategic objectives
Authorizing payments and signing of cheques subject to set limits
Managing staff performance within the department
Mentoring and coaching the departmental staff
Coordinating and implementing identified performance contracting targets
Person Specifications
For appointment to this grade, an officer must have:
A minimum of twelve (12) years of relevant work experience, four (4) of which must have been in a managerial role
Master’s degree in a relevant field from a recognized institution
Bachelor’s degree in Commerce (Accounting or Finance option) or its equivalent
Management course lasting not less than four (4) weeks (cumulative)
Certified Public Accountants - CPA (K) or its equivalent
Member of the Institute of Certified Public Accountants of Kenya (ICPAK) as a CPA(K) or any other relevant professional body
Proficiency in computer applications
Fulfilled the requirements of Chapter Six of the Constitution of Kenya
