Planning and Design Officer at Vihiga County Government

Duties and Responsibilities

Reporting to Senior Superintendent Water. The responsibility of Planning and Design Officer will be to:

• Undertake professional design services and project cggrdination duties throughout the project life-cycle including working with stakeholders to scope and plan project deliverables, monitor and report against budget timeframes and other performance indicators, managing : - ie project meetings, plan and implement change management strategy) are
• Plan, undertake and oversee project related tasks to ensure they completed in accordance with agreed standards and timeframes; 
• Act as a key liaison person and expert in relation to design issues, project progress, maintain stakeholder knowledge and awareness of the project life-cycle;
• Undertake research, analyze results and provide solutions a future planning and design;
• Provide guidance to the directorate of water and sanitation on Planning,
• Design, Quality and liaising with consultants and contractors;
• Prepare engineering drawings, presentations, design innovation and reports to facilitate decision making by senior management;
• Identify design issues and develop risks management framework including risk mitigation strategies to facilitate long term outcomes and impacts;
• And any other responsibility assigned by immediate supervisor

Requirement for appointment

• For appointment to this grade, a candidate must have:
• Be a Kenyan citizen;
• A Bachelor’s degree in Architecture, Civil Engineering, Water Engineering,
• Engineering Survey or similar, with extensive relevant experience;
• Extensive experience and management expertise in urban design principles; or an equivalent combination of relevant experience and/or education/ training;
• High-level understanding of architecture/landscape architecture and urban design with
• Successfully coordinating or supporting projects to completion in accordance with agreed standards, timeframes and budgets;
• Highly developed planning and organizational skills, with experience establishing priorities, allocating resources and meeting deadlines under pressure,
• Highly-developed relationship management skills, including the ability to
• High-level research, analytical and problem-solving skills and the ability to proactively identify and recommend solutions to challenging issues;
• Excellent interpersonal and communication skills, including experience in developing graphic documentation and presenting information;
• Advanced computer literacy with experience in the use of Adobe Creative Suite, AutoCAD/ArchCAD, MS Office, 3D modelling software, and related application;
• Demonstrated experience in initiating opportunities to learn from and experiment with innovative processes, systems and work practices;
• Excellent customer service skills with a demonstrated commitment to providing outstanding service and outcomes in a busy environment.
