    Senior Manager, Global Budgeting & Reporting

    Key Responsibilities:

    Financial Reporting and Compliance:

    • Ensure compliance with GAAP, Pathfinder and donor policies.
    • Manage the monthly project spending for accuracy, allowability, adequate supporting documentation, proper authorization, compliance with Pathfinder and donor policies.
    • Responsible for proper recording of award and account numbers and availability of project funds.
    • Guide and monitor resolution of findings.
    • Develop, implement, and monitor effective tools, systems, policies and procedures that ensure consistent compliance.
    • Manage all matters that may affect the financial integrity of Pathfinder programs or the organization.
    • Analyze information from the field in preparation for the annual external audit and/or program specific audit.
    • Assist field office with preparing and implementing corrective action plans as a result of internal, external or program specific audits
    • Prepare donor required invoices and financial reports in accordance with award terms and conditions.
    • Assist in the development and implementation of financial policies and procedures in a continuous effort to improve field financial reporting and compliance.
    • Conduct monitoring trips, desk audits, and spot checks to determine field office and partner compliance with applicable donor rules and regulations and Pathfinder policies and procedures.
    • Identify and address training needs

    Award Administration:

    • Apply creative approaches during negotiating phase of award to best assure that Pathfinder is in the best position to succeed in implementation
    • Design the coding structure for awards based on donor needs
    • Review proposals, modifications, and financial results of sub-awards for feasibility, cost-effectiveness, comprehensiveness, accuracy, and compliance with applicable policies.
    • Approve sub-awards and modifications. Authorize distribution of funds.
    • Design, implementation, management and monitoring of award and sub-award systems and workflow processes and procedures.

    Budgeting:

    • Apply innovative approaches in the preparation and monitoring of the annual budget, financial forecasts and cash flow projections.
    • Prepare budgets and modifications for cost proposals in compliance with the requirements of RFPs, RFAs or other solicitations.
    • Serve as a budgetary liaison with partners and provide guidance and technical assistance to assist partners to complete necessary budget forms in a timely manner.
    • Lead and prepare the direct spending input for Pathfinder’s annual budget and forecasting process.
    •  Support other functions in relation to financial planning and analysis (FP&A).

    Capacity Building:

    • Mentors, coaches, and trains field finance staff on all Pathfinder financial policies and procedures.
    • Provide financial management training to field office finance teams.

    Supervision:

    • Complete daily supervisory activities for at least one GB&R Officer

    Process and Tools Improvement:

    • Support the design, implementation, management and monitoring of award systems and processes
    • Decision maker during go/no go processes to limit Pathfinder’s financial exposure and loss on cost restrictive donors

    Project Management Participation:

    • Lead, manage or participate in cross-functional project teams

    What You Bring:

    • Bachelor’s degree in accounting, Finance or Business Management with 10 years of experience working in finance and financial monitoring, policies and administration OR master’s degree in accounting, Finance or  Business Management and 10 years of relevant experience.
    • 5 years’ experience working with non-USG donors
    • 10 years’ experience with developing complex budgets
    • 10 years’ project control experience at a government contractor or directly related field such as financial analysis, finance, accounting, pricing or contracts
    • Experience assisting Project Managers or other Program Leaders
    • Fluency in French and English is a must.

    Preferred Qualifications:

    • Experience in non-profit organizations
    • Masters in accounting or finance
    • At least 5 years of proven non-USG funding experience
    • Additional foreign language skills, particularly Portuguese and Arabic
    •  Experience with third party software for reporting and analytics (JET)
    • Serenic/ Microsoft Dynamics NAV experience
