    Team Leader (SOC)

     

    This Opportunity

    As a Team Leader, you will lead in the delivery of a programme focussed on preventing Serious and Organised Crime (SOC) in Ghana’s artisanal ad small-scale gold mining industry (ASGM). The programme will deliver interventions, institutional reform, and strategic communications activities to build community resilience to the SOC pipeline and strengthen the regulatory framework within Ghana’s licit and illicit ASGM sectors.

    The role works closely with and manages a project team of technical and administrative professionals within Ghana, and works with Palladium and subcontractor staff internationally, including in the UK. The TL is the primary liaison with the Client in-country and, as delegated by the Project Director, will be expected to represent the company with other bilateral and multilateral donors, partners and stakeholders, including within the Ghanaian government and civil society sector.

    Location:

    The position will be based in Accra, Ghana with intermittent travel to project and partner locations.

    What You’ll Be Doing

    The Team Leader (TL) will be accountable for leading the delivery of the programme as part of the management team. The TL has overall in-country programmatic, financial and management accountability for the project. The TL is a senior representative of the Company and as such ensures that risks are minimised, company policies, processes and procedures are adhered to and the project is compliant with client policies, rules and regulations.

    • Programme development and implementation, guiding the development and review of each output and their activities.
    • Lead the preparation of the annual strategic plans; technical and operational work plans and budgets; staffing plans; performance management and other planning activities as required.
    • Support in identifying new opportunities and driving forward innovative ideas.
    • Use the programme’s Monitoring and Result Measurement data to guide the review of programme progress and inform strategy adaptation.
    • Liaise closely with the Project Director to identify lessons and programme thought-leadership subjects to allow Palladium to position itself of further engagements on this thematic area in Ghana and similar contexts.
    • Ensure cross-cutting elements are incorporated throughout the programme lifecycle, and proactively inform the programme strategy.
    • Ensure adherence to Palladium’s Sustainable Business framework, including delivering on commitments around environmental impacts and community safeguarding, and ensuring full team adherence in turn.
    • Develop and manage effective working relationships with key stakeholders including the consortium partners, the client, key government stakeholders (at municipal, regional and national level, including traditional and tribal stakeholders), other donor programmes which are working on similar issues and local communities and implementing partners as selected.
    • Provide technical leadership and guidance to the team to ensure the ongoing professional development of project staff.
    • Performance management, training and mentoring of project staff (including, where applicable, supporting line managers to manage and mentor more junior staff)

    Who We Are Looking For

    • Significant technical experience working on the ASGM sector in Ghana, with experience of how ASGM relates to the illicit economy and serious and organised crime.
    • A strong understanding of the key stakeholders and decision makers in Ghana’s extractive industry sector, including key regulators, industry associations, private sector entities, and justice and security institutions active in the illicit mining sector.
    • Experience with community engagement and value chain analysis in either or both of the mining sector or illicit financial ecosystem of Ghana.
    • Excellent written and spoken English, suitable to produce reports and documentation at a level appropriate for an international donor client.

    Nice To Have But Not a Deal Breaker

    • Experience in a senior role on donor-funded international development programmes, particularly bilateral programmes from the UK government.
    • Language skills that may be advantageous in gold-producing regions of Ghana.
