    Tide Turners Consultant

    Tasks and Responsibilities:

    • Under the supervision of the Chief of the Youth, Education & Advocacy Unit, the consultant will undertake the following work: Aim of the role 1) Assessment of Tide Turners Plastic Challenge: The consultant will undertake an assessment of what has been achieved through all phases of the programme, what has worked well and what could be improved to support the efficacy of the work, specifically noting the work around GEDSI (Gender, Equity, Disability and Social Inclusion) which is a key area for the programme to consider in future iterations with a set of recommendations for next steps for the initiative to consider.
    • The work would include the following tasks: Assessment design: UNEP and DEFRA will confirm an evaluation framework for the consultant to implement, but the first step would be to discuss with key stakeholders the goals and outcomes needed for the assessment. This would be policies from both parties and a review panel set up that would engage with the consultant on the design and approach of the work before it is undertaken.
    • Qualitative consultation: Designing a qualitative survey that would generate insights with 10 different individual entities on their views on the work and the results secured to date, likely to include: i) Tide Turners partners - WOSM, WAGGGS, Captain Planet, CEE and WWF India; ii) UNEP colleagues who have worked on the project; iii) Externals at entities such as DEFRA.
    • Youth dialogue: Qualitative roundtable with up to four groups of 10 youth (diverse / from different geographies) to explore their experiences with tide turners and strengths / weaknesses.
    • Quantitative questionnaire: Finalise and disseminate a questionnaire to partners to share with youth they have engaged with, to bring in reflections from up to 100 youth that would build on the Oxford University evaluation and would seek to supplement, not duplicate, the initiative. This should also consider the data contained in the India Tide Turners Portal which has insight as to the efficacy of the programme in terms of reach / impact.

    Qualifications/special skills

    • An advanced university degree (Masters’ degree or equivalent) in communications, political science, environmental science or a related field that would be relevant to the task of evaluating programme quality and impact.
    • A Bachelor’s university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least five years of progressively responsible experience in project or programme management, administration or related area
    • Project design: A strong track record of designing projects that secure buy-in and generate results.
    • (Essential) 2) Project management: Able to deliver highly complex projects of a global nature efficiently and effectively.
    • (Essential) 3) Project evaluation: Able to conduct a comprehensive project evaluation.
    • (Essential) 4) Writing: Strong writer of stories and proposals that support the agenda of the week
    • (Essential). 5) Innovation: Ability to think creatively about how to evolve pre-existing programmes to have maximum impact.
    • (Desirable). Excellent research, data analysis and survey design skills as well as experience working on multi-country programmes in an international context in inter-disciplinary teams
