    Senior Programme Management Officer

    Responsibilities

    • Takes the lead in International Water (IW) corporate strategy development and programme coordination externally (GEF) and in-house (UNEP) by:
    • Drafting the UNEP/GEF IW focal area strategy and business plan and conducting relevant consultations (internal and external) on it in the context of UNEP's approaches, strategies, and priorities for the GEF.
    • Representing UNEP in the GEF Focal Area Task Force meetings, including with GEF Coordination and providing input into the UNEP/GEF Fee and Business Model as needed c. Reporting progress against agreed targets on a quarterly basis.
    • Convening UNEP/GEF IW team meetings periodically and maintaining a record of its deliberations and conclusions.
    • Contributing to UNEP's programming and Midterm Strategy ( MTS) and ensuring that the UNEP/GEF IW portfolio is reflected in the PoW.
    • Contributes to UNEP & GEF corporate knowledge management, data management, communications, and outreach by:
    • Identifying and codifying lessons emerging from the IW portfolio and project implementation (over and above individual project knowledge management).
    • Overseeing portfolio data entry into the project information system and monitoring team compliance with data entry and quality of entry.
    • Contributing to project data reconciliation exercises within/for both UNEP and GEF.
    • Identifying media and other outreach opportunities and coordinating/leading contributions from portfolio and project information and written materials to be used by communications and outreach officers.
    • Leading on strategic positioning of the GEF IW portfolio in relevant global and regional UN and non-UN efforts including oceans, freshwater and related MEAs including collaboration with the Regional Seas Conventions and Action Plans (RSCAPs).
    • Supervises portfolio development and implementation by:
    • Providing technical guidance to IW focal area Task Managers concerning project design and implementation and coordinating project concept peer reviews as needed.
    • Coordinating responses of Task Managers (TMs) to GEF Secretariat project review sheets and STAP comments and monitoring the quality of project supervision by individual Task Managers in the focal area.
    • Reviewing the quality of the yearly Project Implementation Reviews (PIR) prepared by Task Managers and coordinating preparation of focal area reports. 

    Education

    • Advanced university degree (Master's degree or equivalent) in Marine or Fresh Water Biology, Ecology, Oceanography, Hydrology or Chemistry, Coastal zone and river basin management, or environmental engineering, with specialization in issues related to the protection and management of international waters issues.
    • A first-level university degree, in combination with qualifying experience, may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of 10 years of progressively responsible experience, including at least 5 years at the international level with key international organizations related to International Waters is required. A minimum of 5 years experience in GEF project management oversight and project development is required.
    • Working experience at any UN agency is desirable. Experience in data analytics or a related area is desirable.
    • Experience in establishing and guiding international partnership processes and strategy development including in support of MEAs is desirable.

    Finance Intern

    Under the supervision of the Chief, Financial Management Service, the Finance Intern will be responsible for the following duties.

    • Supporting Financial Reporting: Accounts receivable, Donor statement reconciliations, Data Analysis, risk management and quality assurance, General office administrative tasks, and any other tasks that may be assigned. Supporting Review of grants validity and open commitment
    • Assist in Monitoring the reporting compliance of implementing partners: Provide support in Review the implementing partner agreements and update the reporting schedule accordingly. Support implementing partners compliance and assurance reporting.

    Qualifications/special skills

    • Applicants must at the time of application meet one of the following requirements: Be enrolled in a graduate school programme (second university degree or equivalent, or higher).
    • Be enrolled in the final academic year of a first university degree program (minimum Bachelor's level or equivalent).
    • Have graduated with Bachelor's degree, Masters, PhD or equivalent. Be computer literate in standard software applications (Microsoft Office Suite).
    • basic technical training in accounting e.g CPA or CIMA, ACCA part I
    • Preferred areas of studies: Bachelor's Degree (BA/BSc) in Accounting, Commerce, Business Administration, Information Science or any other related studies.
    • Good knowledge of standard software applications, including MS Excel, MS Outlook, and SharePoint is desirable.

    Consultant -Development of Climate Risk Assessment Briefing Note

    The work will be supervised by the Chief of the Climate Change Adaptation Unit. Under the guidance of the Chief of the Climate Change Adaptation Unit,

    The consultant will:

    • Review technical and scientific literature and UNEP documentation and consult with UNEP staff and country teams to gather input to the briefing note.
    • Develop an annotated outline for the briefing note based on the provided structure.
    • Develop the briefing note (approximately 10 pages including graphics) including the following sections:
    • Introduction ii. Glossary of key terms related to CRAs
    • Section 1: Developing climate change projections
    • Section 2: Developing impact and risk assessment methodologies
    • Section 3: Key data/information sources and portals
    • Conclusions and recommendations
    • Coordinate with UNEP on the design/layout of the briefing note.
    • Incorporate feedback from UNEP’s review process and finalize the briefing note for publication.

    Qualifications/special skills

    • Master's Degree (or equivalent) in a relevant subject such as Environmental Sciences, Climate Change, International Development Studies or related field is required.
    • At least 7 years of practical experience in climate change adaptation science and policy is required. Demonstrated expertise in climate risk assessments and familiarity with different methodologies is required.
    • Experience in adaptation project implementation and working in the UN system or similar international organization is desirable.
