Functional Responsibilities 
Under the direct supervision of the Global Coordinator Adaptation Policy and Partnerships, specific areas of work for the Climate Change Adaptation Programme Officer will include:  

• Provide assistance and project management, monitoring and reporting for specific implementation phases of the Adaptation and Resilience Programme Coordination Project across UNEP divisions.  
• Organize adaptation webinars, virtual conferences, events/sessions and regular communications with project partners, taking care of the logistics and liaising with the relevant UNEP team for technical content. 
• Support the implementation of the UNEP pledge to the UNFCCC’s Nairobi work programme (NWP), including the Lima Adaptation Knowledge Initiative (LAKI): Support the implementation of LAKI phase II in subregions, Support the scaling up of the LAKI to new subregions,Coordinate and provide inputs to relevant NWP processes. Support the development, delivery and organization of workshops, trainings, webinars, and other events. 
• Support the development, and coordination of partnership and policy influencing activities for adaptation and resilience: Internal (e.g., GAN, Copenhagen Climate Center, relevant UNEP offices and programmes, GAN Europe network) External (e.g., Coalition of Finance Ministers for Climate Action, Climate Resilience Food Systems Alliance, and other climate adaptation programmes and networks, etc.) and strengthen UNEP engagement with organizations and groups engaged on adaptation.  

Performs other duties as required.
Qualifications/special skills

• The candidate should possess a master's degree in environment-related sciences, climate change or related fields is required. 
• A first level university degree (bachelor or equivalent) with two (2) additional years of professional experience will be accepted in lieu of a Master’s degree. 
• At least five years’ experience working in the field of climate change adaptation, ecosystem management and sustainable development is required 
• Experience in policy engagement and coordination in the area of climate change adaptation, nature-based solutions and ecosystem management is required. 
• Experience in planning and organizing workshops and conferences on climate change or energy with an international audience, particularly on-line events. 
• Strong Knowledge of the UNFCCC (United Nations Framework Convention on Climate Change) processes and the international climate governance related to the Paris Agreement, in particular adaptation and loss and damage. Experience in project management and coordination. 
• Experience in institutional analysis and arrangement will be a strong asset. Sensible multicultural awareness and ability to work in an interdisciplinary and international environment is desired Knowledge of nature-based solutions is desired IT (Information Technology) and programming skills (e.g., excel, etc.) is desired Experience working with emerging and developing countries is desired

Languages

• The working language at UNEP is English. Therefore, fluency in English is required, with an emphasis on both speaking and writing skills. Fluency in either Spanish and/or French is highly desired. Additional fluency in any other UN language is an asset.

Task description
Under the direct supervision of the UNEP Administrative Officer, the UNV Finance & Budget Assistant will be responsible for the following duties:

Project Design and Development:

• Verify documents for overall accuracy, consistency, and uniformity in presentation and ensure comprehensiveness and compliance, cross-check consistency of figures in tables with the text of the reports and verify references to other reports and documents and ensure that all necessary corrections are incorporated.
• Assist in preparation of budgets with respect to project documents.
• Initiate set up of banking details for executing agencies.
• Facilitate the disbursement of funds to the executing agencies.

Project Implementation:

• Provide guidance to Executing Agencies on financial reporting as per the project cooperation agreement with that agency, and on the templates to be used for meeting these reporting requirements
• Track circulation of new project internalizations and all projects' revisions through UNEP clearance and approval processes
• Prepare fund documents for budget allocations and prepare the necessary documents in the ERP Operating system
• Provide guidance to Executing Agencies on the expenditure report template; review expenditure reports to ensure (a) correct amount and objects of expenditures have been charged (b) validity of charges (c) availability of funds; provide feedback to Executing Agencies as necessary in order for the agency to complete the document correctly
• Initiate processing of expenditure recording
• Assist in the follow-up on outstanding financial reports with the executing agencies
• Utilise the Unit’s finance dashboard to the financial reporting of all Executing Agencies and overall status of projects and advise on any anomalies.
• Provide guidance to Executing Agencies on the cash advance template, review cash advances received, and provide feedback to Executing Agencies as necessary in order to complete the document correctly
• Process cash advances and follow up on remittances of funds, process UNDP fax authorizations and sub-allotments to Executing Agencies
• Notify payees on status of payments and investigate complaints of non-receipt
• Prepare budget revision templates, provide guidance to Executing Agencies on the budget revision template, review budget revisions received, and provide feedback to Executing Agencies as necessary in order for them to complete the document correctly
• Ensure that all Executing Agencies are using the same budget, expenditure report, and cash advance templates, and work with these partners to facilitate the use of the correct templates where needed
• Create Special Service Agreements/ Purchase Orders /Travel Requests (TVRQ)/Travel advances (RCTAs)
• Assist in the reconciliation of project accounts against independent audit certificates received from executing agencies
• Inform Executing Agencies of upcoming financial reporting requirements

Project Evaluation and Closure:

• Update a project database with relevant project information on revision/closure of project
• Assist in provision of financial information required in Project Implementation Review (PIR), Mid-term review/Evaluation, and Terminal Evaluation.
• Assist in the preparation of project completion and closing revision and supporting schedules.
• Prepare request for refund of unspent balances.

General

• Develop new flowcharts and improve on existing flowcharts for the review, approval, and processing of financial transactions and project contract documents.
• Provide general administrative support.
• Maintain and keep up-to-date project files
• File and archive documentation in soft and hard copies and keep log of archived files
• Draft routine correspondence with respect to enquiries related to relevant financial and budget matters.
• Perform other related duties as assigned.

Furthermore, UN Volunteers are required to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Responsibilities

• Identify trends, patterns and early warning of issues related to the GEF portfolio size, shape and relevance. Guide staff in ensuring coherence of both UNEP and GEF compliance of their projects. Coordinate with GEF Secretariat and focal area Portfolio Managers in pipeline management. 
• Assist divisions to enhance the quality of projects developed. Participate in the UNEP Project Review Committee for all GEF projects and ensure all project review criteria have been followed. 
• Oversee the implementation of the UNEP GEF Fee Model in a way that ensures adequate reserves to cover UNEP's costs across the full GEF project cycle. Work with Portfolio Managers on annual targets and budgets and authorize annual budgets accordingly. Report to Division Directors periodically on the financial positions of the GEF focal area units. 
• Monitor GEF projects in UNEP, including coordinating responses to the GEF Secretariat, GEF Evaluation clients, portfolio management indicators which GEF Secretariat reports to Council etc. Coordinate the preparation of periodic progress reports to GEF Secretariat and to UNEP colleagues. Respond to requests for information from UNEP divisions and offices. Liaise with the UNEP Evaluation Office on all matters related to independent evaluations of GEF projects. Coordinate UNEP input to GEF corporate evaluations and contribute to the preparation of the Management Action Record, as appropriate. 
• Assist the Director in enhancing the monitoring, reporting and risk management of GEF Projects. Work with UNEP Evaluation Office to improve monitoring and evaluation of GEF projects.  
• Take the lead in ensuring corporate knowledge management and contribute to communications and outreach on the GEF portfolio. Ensure effective internal and external communication through website maintenance; Contribute to project data reconciliation exercises within UNEP and with the GEF Secretariat; Identify media and other outreach opportunities, contribute to the portfolio and project information and written materials. 
• Brief new staff on UNEP and GEF policies, strategies and procedures. Develop a yearly budget for the GEF Unit. Provide on-going feedback on performance and guidance on work plan implementation to Unit staff and mentor the staff for career development and capacity development. Conduct performance evaluations for Unit staff. Represent UNEP to the GEF Secretariat on matters of policy, programming and operations. Responsibilities
PROJECT DESIGN AND DEVELOPMENT:    

• Verify documents for overall budgetary accuracy, consistency and uniformity in presentation and ensure comprehensiveness and compliance with formats prescribed; 
• Cross-check consistency of figures in tables with the text of the reports, and verify references to other reports and documents, suggest corrections to be made to the Fund Management Officer and Programme Manager concerned;   
• Co-ordinate with other finance and programme staff in preparing budgets in respect to project documents;   Liaise with Programme Management Team and UNON to obtain and review banking details forms, F.249 and required supporting information.   
• Coordinate input of data in the Integrated, Planning, Monitoring and Reporting Tool to facilitate Results-based Management Reporting.  

PROJECT IMPLEMENTATION:   

• Prepare/review funding documents for budget allotments,   
• Review expenditure reports from executing agencies to ensure:correct expenditure coding block has been charged, validity of charges, availability of funds;   
• Prepare fund commitments in Umoja Extension 2, review and process cash advances, UNDP authorizations and fund transfers to EAs, ensuring that the advances are within the approved budget and approved by the FMO;   
• Initiate processing of cash advances and expenditures through UMOJA and follow up with UNON for remittances of funds and approval of recorded expenditure reports and liquidation of issued advances.   
• Assist FMO with regular review of UNDP IOVs to ensure that they have been properly recorded; - Review of UNOPS Expenditures and process payments and ensure recording of expenditure.  Notify payees on status of payments and investigate complaints of non-receipt.   
• Monitor expenditures to ensure they remain within authorized levels; prepare adjustments as necessary   
• Analyze variances between approved budgets and expenditures and prepare requests for adjustments as necessary;   
• Review requisitions for goods and services to ensure correct objects of expenditure have been charged, and availability of funds.   
• Monitors integrity of various financial databases.   
• Assist in preparation of annual project revisions and supporting schedules;   
• Reconcile project accounts against independent audit certificates received from executing agencies.   
• Review/prepare project structure and commitments in Umoja;   
• Conduct project management training on the use of various project reporting templates during the inception workshop and at other points when required.  

PROJECT EVALUATION AND CLOSURE:

The minimum years of relevant experience is reduced to eight (8) years for candidates who possess a first-level university degree.    Experience with SAP or similar Enterprise Resource Planning system (ERP) is required.    Experience with Global funds such as Global Environment Facility (GEF) and Green Climate Fund (GCF) is required.    Experience with an international organization is desirable.    One (1) year or more of experience in data analytics or related area is desirable.

• Awareness creation and advocacy - Develop and implement climate action awareness sensitization programmes and activities in Africa for all stakeholders; implement a comprehensive communication strategy including through interactive websites, social media, dialogues and other forums and platforms. 
• Policy support, development and harmonization - Support governments to develop, review and implement harmonized and gender-sensitive sustainable climate action policies, institutional and regulatory frameworks.  
• Program development and implementation - Conceptualize, develop, implement and monitor climate action programmes, projects, activities and initiatives to promote access to renewable and affordable energy in Africa; and incorporate environmental considerations into decision-making processes.  
• Capacity building and technical support -provide technical and scientific support to countries on the collection of climate action, related data, information and knowledge resources including the GIS-based renewable energy databases through capacity building and south/south and north/south collaboration. 
• Establish and implement a regional climate action network - establish, manage and monitor a regional climate network to facilitate exchange of information, lesson learning, sharing of good practices and collaboration. 
• Partnerships and resource mobilization - Develop a broad partnership for climate action, development in Africa, including with governments, UN agencies, international, regional and national non-governmental organizations, the private sector; civil society, and others stakeholders; mobilize global regional, bilateral and other resources to support implementation of climate action, programmes, projects and activities in Africa in line with the UNEP medium term strategy and programme of work.  
• Additional support to the work of UNEP -undertake any other tasks as may be delegated by management of the United Nations Environment Programme.

• Advanced university degree (Master's degree or equivalent) in environment, climate change and/or development or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.  Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

• A minimum of seven (7) years of progressively responsible experience in environment, climate change or related area is required.    Experience in United Nations Framework Convention on Climate Change (UNFCCC) or in a similar organization including negotiation processes is required.    Experience in programme and project management preferably in the field of environment and climate change such as adaptation and mitigation is desirable    Experience in UN programming processes or similar organizations at the country and regional level is desirable.    Two (2) years or more of experience in data analytics or related area is desirable.
