    DCOP, Operations, USAID Power Africa EDE East & Central Africa

    Key Roles and Responsibilities:

    •  Supports the COP in ensuring program activities align with the annual workplan to meet program objectives
    •  Develops and oversees systems for providing financial, human resources, and administrative support and oversight to partner regional teams.
    •  Oversees financial planning and analysis of country-level activities including forecasting and budget tracking; labor planning; and monitoring of burn rate, including supervision of budget manager or specialist
    •  Oversees the planning and timely issuance of sub-awards and contracts issued under the contract and procurement of commercial goods and commercial services, including supervision of contract administration supervision for all project offices, including the DRC and any other country-based offices.
      •  Works with the Chief of Party to liaise with USAID on finance, administrative and operations issues.
      •  Participates in negotiations with USAID on contract issues and actions and follow up on donor requests and concerns.
    •  Oversees grants strategy for the project and supervises the grants management team.
    •  Oversees personnel management in coordination with the COP, including recruiting, hiring, performance management, and offboarding.
    •  Oversees cost share and partnerships within the project, if any, including MOUs and letters of agreement to provide funding or in-kind resources towards project goals.
    •  Manages the start-up and close-out of the project, depending on hiring date

    Preferred Qualifications:

    • Bachelor’s degree in Accounting, Finance, Business, or a related field and at least 15 years of experience leading operations, finance, and administration for large-scale ($50+ million) international development programs with at least five of those years managing operations for USAID programs OR Master’s and at least 12 years of relevant experience.
    • Experience on a global project in East or Central Africa managing finance, grants under contract (GUC), administration and operations for multi-country offices and/or activities.
    • Expertise in USAID Federal Acquisition Regulations (FAR).
    • Experience directly supervising a team consisting of grants, finance, HR, and other administrative stuff
    • Proficiency in English required; proficiency in French, highly preferred.
    • East or Central African national preferred.

    • Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience

    Chief of Party, USAID Power Africa EDE East & Central Africa

    Key Roles and Responsibilities:

    •  Overall leadership, management, and strategic direction for the program
    •  Serves as the primary liaison with USAID, senior government officials and counterparts, the donor community, and other USAID programs
    •  Provide overall technical, administrative, and quality assurance, financial management leadership and oversight to the project
    •  Responsible for ensuring compliance with Abt policy and procedures and USAID rules and regulations
    •  Manage relationship between Abt headquarters and program field offices.
    •  Responsible for all project and cross-cutting deliverables and reporting

    Preferred Qualifications:

    • An advanced degree in economics, energy/environmental policy, engineering, MBA, JD, or a related field
    • 12+ years of experience working with energy sector programs, particularly in the power sector, with progressive leadership experience
    • Experience managing international development energy projects as a senior manager: Chief of Party experience with USAID projects preferred
    • Established expertise in renewable energy and experience working in at least two of the following six areas: Strategic/long-term and/or medium term energy planning; deploying distributed RE integrated into major or mini-grids, including for anchor loads (e.g. schools, health facilities, and other productive uses); grid integration of DRE; innovative business models for expanding energy access; use and management of funds to encourage participation and/or collaboration of diverse organizations in the RE space; and knowledge management and coordination with other USAID projects and initiatives
    • Experience on programmatic activities that increase power supply, increase grid-based power connections, strengthen utilities and other power sector entities, and increase regional power trade
    • Significant experience as a team leader or senior technical expert focused on expanding on and off-grid energy access, including through deploying distributed renewable power
    • Experience convening technical and management teams quickly to respond to client requests
    • Experience with gender equity and social inclusion or women's empowerment on energy focused programming
    • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders including national governments, regulators, utilities, financial institutions, project developers, donor community, and private sector
    • Knowledge of Sub-Saharan Africa renewable energy, energy efficiency, and climate change policies, laws, and capacity constraints; experience in East and/or Central Africa required
    • Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage relationships and motivate staff across large geographies
    • Fluency in English is required; experience in a second language is preferred

    Sr. Technical Advisor, USAID Power Africa EDE East & Central Africa

    Key Roles and Responsibilities:

    •  Provide technical leadership in delivery of expected results of the overall EDE program, with a specific focus on Eastern Africa
    •  Manage, supervise, and coordinate technical services, prioritize the activities in target countries, and provide thought leadership and technical support as needed to accelerate activities.
    •  Regularly liaise with the Power Africa Coordinator’s Office, USAID missions in the region, and other USG agencies, as appropriate.
    •  Maintain strong relationships with relevant regional organizations, such as the African Development Bank, and with private sector companies and host country governments.
    •  Perform ad-hoc requests.

    Preferred Qualifications:

    •  Bachelor’s degree in economics, energy/environmental policy, engineering, or related field and minimum of 15 years of experience working with energy sector programs, particularly in the power sector OR Master’s degree and at least 12 years of relevant experience.
    •  Experience working in the energy sector in East and/or Central Africa required.
    •  Experience supporting governments, the private sector, communities and/or NGOs to increase power supply, increase grid-based power connections, strengthen utilities and other power sector entities, increase regional power trade, and expand on and off-grid energy access, including through deploying distributed renewable power and linking to productive uses.
    •  Experience convening technical and management teams quickly to respond to client requests.
    •  Experience with gender equity and social inclusion or women's empowerment in energy focused programming.
    •  Knowledge of Sub-Saharan Africa renewable energy, energy efficiency, and climate change policies, laws, and capacity constraints.
    •  Fluency in English is required; experience in a second language is preferred.
    •  East or Central African nationals are encouraged to apply.
