    Social and Behaviour Change Communication Specialist

     Social and Behaviour Change Communication Specialist – CARE INTERNATIONAL IN GHANA

    • Cooperative for Assistance and Relief Everywhere, Inc. doing business as CARE International in Ghana (“CARE”) is seeking qualified candidates for a role as Social and Behaviour Change Communication Specialist . The full-time position will be based in Sunyani and will require frequent travel to Western North, Ashanti and Bono Regions.

    Candidate Profile

    •  The Social and Behavioural Change Communication (SBCC) Specialist will be responsible for providing overall technical assistance for the design, implementation, monitoring and evaluation of SBCC strategies as well as building the capacity of project team and the frontline staff in SBCC. S/he will ensure the utilization of best practices and global learning to inform the development of effective SBCC strategies, frameworks, tools, materials)) for Risk Communication and Community Engagement (RCCE) in the COVID-19 Stop the spread Project.
    •  The Social and Behavioral Change Communication Specialist will also lead the Project team’s efforts in Partnerships. This work will entail support to partners with whom the project has joint plans to incorporate RCCE SBC interventions in their COVID-19 response programs, develop and SBC strategic plans.

    Key areas of responsibility of the Social and Behaviour Change Specialist will include:

    •  Social and Behavior Change Communication (SBCC) technical assistance – Provide technical direction to define SBCC approaches and activities in the project and ensure minimum standards are being upheld. Provide technical assistance and quality assurance for the development of messages, methods and tools to effectively promote community-based behavior change to prevent or mitigate the spread of COVID-19 .
    •  Capacity Building – Build the capacity of project staff and partners in SBCC, including organizing SBCC Training of Trainers (ToTs) and providing regular technical guidance and support for government and district Partners staff. Provide oversight to the SBCC program components, including undertaking field visits to partners to oversee implementation, provide on-site feedback on required improvements, and generate field visit reports with timely and appropriate follow up on action points.
    •  Partnership management Support – Liaise and maintain relationships with Partners with whom the project has joint collaboration on COVID 19 SBCC. Ensure that all supported SBCC activities from Partners are properly planned, delivered, and documented. Provide support and ensure quality assurance of partners and consultants and working on COVID-19 SBCC in the project.

    Qualification Required & Experience

    •  A minimum qualification of Bachelor’s degree in Communications, Marketing, Social or Behavioral Sciences, Public Relations, Public Health, or related fields;
    •  At least 5 years of SBCC-specific experience in designing, development, implementation, monitoring and evaluation of SBCC strategies and materials as well as related training;
    •  Experienced in pre-testing and concept testing SBCC approaches and content;
    •  Strong organizational skills, and ability to lead a stream of work;
    •  Proficient writing and verbal communication skills;
    •  Ability to work independently as well as in cooperation with a multi-cultural team;
    •  Ability to think creatively
    •  Relevant Computer skills including MS Word, Excel, Power Point, MS Office

    M & E Specialist

    •  The M& E Specialist is responsible for designing Monitoring, Evaluation and Learning plans including indicators, analysis, monitoring, and learning in accordance with project document. S/He will work with the Project Manager to establish sound reflective practices as a basis for the advancement of project objectives. The M&E officer will supervise and coordinate data collection activities at both community and district levels and provide technical backstopping. S/He will build capacity of field teams to monitor project implementation and measure any changes and lessons in the project operational areas.

    Key areas of responsibility of the M & E Specialist will include:

    •  M&E Technical Support to the project – Lead on the design of project level M&E data collection tools, M & E plan/schedule and M&E frameworks in conjunction with the Project Manager in accordance with the Common Humanitarian Accountability Framework. Facilitate cross-learning across the project regions on COVID-19 programming best practices
    •  Non -food Item Distribution Monitoring – Warehouse monitoring, Package assembling monitoring of hygiene and WASH supplies, Package monitoring at distribution points
    •  Action Research, Documentation and Dissemination – Conduct Focus Group Discussion (FGDs) with beneficiaries and project staff using Quality & Accountability FGD Outline. Facilitate and support the documentation of project processes, human interest stories achievements, draft reports, case studies, articles for use in the dissemination of best practices. Produce other reports as may be required in the project to ensure that all processes and project outcomes/results and lessons are thoroughly documented and disseminated

    Qualification Required & Experience

    •  Minimum degree of BA./BSc in Social Sciences, Natural Resource Management , Development Studies, Public Health, Gender Programming, Computer Science/Statistics/Information Management and other discipline relevant to rural development. MA/MSc or Postgraduate/specialized training in project planning and monitoring/evaluation will be an added advantage.
    •  At least 3-5 years of work experience in development projects preferably emergency, health or gender projects, monitoring and evaluation, knowledge in Emergency Response programming and using virtual tools for data collection.
    •  Experience in M & E development, quality improvement experience preferably with an International NGO.
    •  Excellent Knowledge in Emergency response programming, logframes, project baselines, evaluations;
    •  Proven experience in M & E capacity assessments and development plans
    •  Proven Capacity in using online data collection tools and data analysis software
    •  Strong facilitation skills, training and coaching skills
    •  Excellent Written and verbal communication in English Language;
    •  Demonstrated leadership ability to inspire and empower others;
    •  Computer skills including MS Word, Excel, Power Point, SPSS, MS Project
    •  Ability to build and work in a team, Good interpersonal skills

    Procurement Officers

    The Procurement Officer’s overall responsibility is to ensure the day to day procurement of goods and services in an efficient and cost effective manner while keeping in mind legal considerations and donor requirements. S/he provides support to the sub-offices’ and projects’ administration on procurement related matters. The incumbent is expected to deal with customers with maturity, tact and diplomacy. S/he will also prepare and manage consultancy contracts.

    Key areas of responsibility of the Procurement Officers will include:

    •  Ensure quality and timely supply of goods and services (including consultants), locally or internationally in accordance with care rules: Handle the local and international procurement process to ensure a timely supply of goods and service (including consultancy services) according to the procurement policies and standards of quality of service (prepare SBAs, LPOs, etc.) Reviewing all purchase requisitions, verifying price targets, and ensuring that all specifications and requirements are clear and that all authorizations have been obtained; Organizing bid committees if needed and ensuring they analyze bids in a competitive manner and issue the needed contracts to selected vendors. Coordinating with other departments to make sure purchase requisitions, supplier quote responses, and purchase orders are complete and clear;
    •  Vendor Management, Recordkeeping and Reporting: Ensure proper filling of all procurement documents for recordkeeping and auditing, and maintain orderly files on active orders and post activities such as change notices, scheduling changes and partial shipments. Maintain an Approved Vendor List (AVL) with updated information on pricing by goods and services and performance ranking based on recent post-delivery evaluations. Periodically generate an evaluation report on supplier/vendor performance with recommendations based on service delivery/track record (at least every 6 months).
    •  Prepare, Process and Monitor Consultancy Contracts: Maintain and review consultant’s database of the Country Office, Ensure prompt processing of consultancy requests following established procedures, Co-ordinate due diligence where necessary, follow up prompt consultancy contracts to ensure respect of the provisions of the contract. Prepare and process payment requests for Consultants in accordance with established procedures.

    Qualification Required & Experience

    •  A minimum qualification of Bachelor’s degree and / or HND in Supply Chain Management, Procurement with a combination of education and work experience.?A member of Procurement professional body such as CIPS, ISM, MGIPS etc will be an added advantage.
    •  At least 3-5 years progressively responsible experience in procurement work. A good experience in supervision is required.
    •  Preferably Previous experience working with an INGO or a Development organization.
    •  Excellent analytical skill, good written and oral communication skills;
    •  Ability to exercise independent judgment and work without direction;
    •  Ability to multitask and work within deadlines;
    •  Proficient in use of Microsoft applications, including Excel, Word, Powerpoint & Outlook (or similar software);
    •  Good knowledge of Procurement systems and practice, policies and procedures.
    •  A good understanding of donor rules and regulations (EU, USAID, CIDA)

    Logistics Officer

     Cooperative for Assistance and Relief Everywhere, Inc. doing business as CARE International in Ghana (“CARE”) is seeking qualified candidates for a role as Logistics Officer. The full-time position will be based in Sunyani and will require frequent travel to Western North, Ashanti and Bono Regions.

    Candidate Profile

    •  The Logistics Officer is responsible for providing the supply chain needs/requirements of the project including procuring all program supplies and services, accounting for all assets, managing stocks, and managing fleet concerns.

    Key areas of responsibility of the Logistics Officer will include:

    •  Project Delivery – Responsible for safekeeping the hard copies and soft copies of the procurement packages, asset management forms, fleet management forms, warehousing documents, distribution reports, and other pertinent documents relating to supply chain. Follow up with suppliers e.g. delivery schedules of goods and other procurement related concerns. This includes coordinating with the suppliers/service providers for the delivery and transportation of the goods for the program. Oversees fleet concerns that includes the daily movement of the project staff, mobilization of project supplies for distribution and for trainings/workshops, observance of safety & security protocols, management of drivers (both CARE drivers and rented vehicle drivers), and submission of the monthly Fleet Analysis.
    •  Administration – Ensures the appropriate use and security of assets and equipment assigned to the project office area. Ensuring proper housekeeping of physical and electronic files and project assets are accounted for and deployed as appropriate Institutional Learning – Contribute to organizational learning and enhanced capacity in planned intervention and activities by providing feedback to the team on issues and areas that are to be improved. Outlines recommendations for key issues that arise during the project implementation Security and Safety – Assist in ensuring that the necessary measures are in place to ensure security, safety, health, and well-being CARE staff, and other visitors; and that security standards and procedures are strictly adhered to. Support partnering efforts and opportunities with the Local Government Units, other government line agencies and structures, NGOs, and other stakeholders through consultation, information sharing when necessary.

    Qualification Required & Experience

    •  A minimum qualification of Bachelor’s degree in Supply Chain management, Business Administration or related areas.
    •  Knowledgeable in Microsoft word and excel application
    •  At least 3 years work experience in handling logistics and procurement
    •  Effective communication skills, both in written and verbal forms in order to establish effective relationships with a wide range of audiences, including at a geographical distance
    •  Ability to think and act fast
