    Finance and Budget Assistant

    The consultant will undertake the following duties:

    • Project Implementation: Review and clear Legal Agreements and associated project documents upon receipt of projects approval from the GEF, and complete set of project documents. • Review and clear internalization files with all the relevant documents and annexes.
    • Ensure tracking of internalization files and completion of process.
    • Review cash advances in line with the legal agreement.
    • Ensure provision of verified and accurate financial information for PIR, within specified timelines
    • Project legal agreement review, new and revisions: Ensure tracking of status of legal agreements and flag expiring projects.
    • Review budgets revisions. Ensure that the budget lines are within the appropriate components, budget revisions are rationale and that the Project Management Cost (PMC) is within approved thresholds
    • Review financial statements, variance analysis and Project Cooperation Agreement (PCA) Amendments for project extensions.
    • Review and clear routing of revision files
    • Track legal agreements that are expiring in 0-3 months and 3-6 months on a monthly basis in conjunction with Programme team Expenditure reporting: Review expenditure reports and cash request reports against approved budget.
    • Monitor expenditure levels against the project period. Track compliance of quarterly expenditure reporting by EAs.
    • Ensure maintenance of status reports on project expenditures and institute regular follow up of expenditure reports and other substantial project reports.
    • Ensure expenditure and funds request are within the approved budgets and against sufficient unspent budgets
    • Audit reports: Review project audit reports and associated reconciliation.
    • Ensure continuous follow up with project partners on pending reports and long outstanding receivables.
    • Ensure maintenance of accurate and updated status files that reflect status of submitted and pending audit reports.
    • Review of audits Project Closure: Process 9 PPGs for MSP FSP Portfolio
    • Preparation and submission of closure packages for PPG GEF IDs: 5799, 10342, 10317, 10449, 10284, 9337,9872, 10023, 9835 the following closures to GEF Co
    • Ensure follow up on all final reports for completed projects is done by the finance team.
    • Ensure review and reconciliation of project accounts of completed projects
    • Monitor closing of all open commitments
    •  Review and clear routing of closing revision files’
    • General: Perform other duties as required.

    Qualifications/special skills

    • Advanced university degree (master's degree or equivalent) in financial management, accounting, public or business administration is required. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    • Additional technical qualifications related to administration, such as certified public account (CPA) or equivalent are desired.
    • Minimum of two years of experience in financial management, portfolio management, finance, administration, or accounting is required.
    • Experience working with GEF or UNEP projects is required.
    • Experience with SAP is desirable.
    • Computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet
    • Work experience of one (1) year or more in data analytics or related area is desirable

    Consultant on Early Action Support

    Duties and Responsibilities:

    • Write action plan for monitoring GBF indicator A.2 (Extent of natural ecosystems) and/or B.1 (Trend in provision of ecosystem services) in Ghana’s NBSAP by using SEEA accounts
    • Conduct multi-sector policy review and draft roadmap for aligning policies with the GBF  Consult with relevant government, academia, private sector and civil society stakeholders related to the GBF monitoring framework, and to the policy alignment related to food systems (e.g. NCA and CBD focal points, UN Food System Summit representative)
    • Facilitate consultation between Ghana Statistical Service (GSS), the Ministry of Environment, Science, Technology, and Innovation (MESTI) and other relevant line ministries to determine how to integrate SEEA in the revised NBSAPs and in so doing, contribute to national priorities.
    • Review agriculture, environment, and other relevant policies and programs to identify opportunities to align policies with the GBF Goals and Targets
    • Contribute content to the knowledge management and communication material that will highlight approaches for including environmental economic accounting in the GBF monitoring framework and NBSAPs and opportunities for aligning cross-sectoral policies with the GBF Goals and Targets.

    Qualifications/special skills

    • A first level degree in agronomy, agricultural or natural resource economics, environmental economics, resource economics, political sciences, international studies and development, environmental sciences, or a related field is required. An advanced level degree in related fields would be an added advantage.
    • A minimum of 2 years of experience with development, agricultural, environmental and sustainability policy is required.
    • Experience in the areas of biodiversity monitoring, environmental accounting, and collaboration with government agencies, is required.
    • Specialized expertise in bioeconomy, land use change policies, trade policies and value chains, agricultural production and assessment of externalities (i.e. water pollution, soil degradation), ecosystem service valuation, agricultural economics, health and human capital assessment, social capital and landscape governance assessment is desired.
    • Proven experience within the government administration, UN system, non-governmental organization, consultancy service or a related organization is desirable. Experience in organizing and implementing projects on ecosystem assessment or related field is highly desirable.
