    Assistant Director, Land Valuation and Administration

    Job Purpose

    • Responsible for providing leadership and guidance in land valuation, land administration and related real estate matters and liaising with relevant stakeholders in the sector.

    Job Description

    Duties and responsibilities at this level will entail:

    • Providing advice and guidance on all matters dealing with valuation and land administration in relation to the Authority’s mandate;
    • Coordinating the preparation and implementation of requisite policies and guidelines to steer the function;
    • Providing guidance on land valuation and administration matters;
    • Preparing work plans and budgets for the land valuation and land administration exercises;
    • Coordinating the review and verification of all data on final estimations of Land Values in all Resettlement Action Plans utilizing the applicable valuation models;
    • Coordinating the valuation of the Authority’s land and assets for various purposes
    • Coordinating the review and verification of all Land values to update the Authority’s Land Assets;
    • Supervising the collecting, collating and disseminating of information on land acquisition for the Authority’s after ensuring accuracy of all compensation awards by the relevant Government Agency/Institution responsible for the process are accurate;
    • Liaising with the relevant government institutions in the process of registration and issuance of ownership documents (titles/reservations) for the Authority’s Land Assets;
    • Coordinating the undertaking of rental assessments for properties in the control of the Authority for guidance of leasing out purposes;
    • Coordinating the process of developing and implementation of the land disposal (leasing) instruments;
    • Coordinating the development and maintenance of an up to date land assets valuation database;
    • Coordinating the preparation of property survey reports during land disposal (Leasing) process;
    • Providing real property information in feasibility studies and investment appraisals;
    • Providing guidance and coordination in the Authority’s land disposal (leasing) process;
    • Coordinating the preparation and maintenance of an up to date database leased land assets;
    • Providing advice and guidance on property investment appraisals;
    • Addressing disputes revolving around land and property leasing;
    • Ensuring statutory/legal compliance in all aspects of valuation and land administration; and
    • Development and coordinating implementation of capacity building programs for valuers and land administrators.

    Job Specifications

    For appointment to this grade, an officer must have:

    • Cumulative twelve (12) years’ relevant work experience, three (3) years of which must have been at the grade of Principal Land Valuer, or in a comparable position;
    • Master’s Degree in Land Economics, Valuation and Property Management, Land Management, Land Administration, Real Estate or equivalent qualification from a recognized institution;
    • Bachelor’s Degree Land Economics, Valuation and Property Management, Land Management, Land Administration, Real Estate or an equivalent qualification from a recognized institution;
    • Current valid annual Practicing License from Valuers Registration Board or relevant professional’s registration body;
    • Full membership from any of the following bodies: institution of Surveys of Kenya, Valuers Registration Board, Estate Agents Registration Board, and any other relevant and recognized professional body;
    • A letter of good standing from the institution of Surveyors of Kenya or Valuers Registration Board or Estate Agents Registration Board, or any other relevant and recognized professional body;
    • Certificate in Leadership Course lasting not less than 4weeks from a recognized institution;
    • Proficiency in Computer Applications; and
    • Shown merit and ability as reflected in work performance and results.
