Develops and implements HR strategies aligned with the Organization’s goals and operational priorities.
Lead organizational development initiatives, including workforce planning, talent management and succession planning.
Develops and implements new human resources policies, practices, and procedures to meet the organization's evolving needs.
Monitors and ensures the implementation of human resources policies, practices and procedures.
Provides expert advice to senior management on all aspects of human resources policies, procedures and provides proactive and innovative approaches to delivering human resources services as well as to strategic and policy issues.
Represent the Organization in negotiations with staff, staff representatives and at inter-agency bodies dealing with human resources issues. Participates and supports salary surveys for local staff and cost-of-living surveys for professional and higher categories
Prepares UN Habitat specific HR related guidelines, position papers and briefing notes.
Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
Education
Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area is required.
A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of ten (10) years of progressively responsible experience in human resources management, with a focus on strategic oversight and advisory roles, is required.
Experience in the interpretation and application of staff regulations, rules, and human resources policies, is required
At least three (3) years of experience in handling and advising on staff selection, recruitment, and mobility strategies is required.
Experience in advising on the management of conduct and discipline cases, as well as matters under an administration of justice framework, is required.
Experience in implementing effective strategies for fostering a diverse and inclusive workplace is required.
Experience in handling and advising on gender balance, diversity, inclusion, and disability-related matters is required.
Experience with an enterprise resource planning tool for human resources management is desirable
Experience working in an international or regional intergovernmental organization is desirable.
Experience in data analytics or related area is desirable.
