    Deputy Chief of Party, Ghana Health Program - HIV

    About The Job

    Overview
    Global Communities is seeking a Deputy Chief of Party (COP) for the anticipated USAID Ghana Health Program - HIV. This five-year program seeks to increase HIV case finding and linkage to care and treatment - including viral load suppression, in geographic focus areas of Ghana. 

    • Under the direction of the Chief of Party, the DCOP will help provide management, and strong technical support in the implementation of the project.

    • The DCoP will be responsible for overall technical excellence of the project. 
    • The DCOP will lead technical teams to maximize impact and effectiveness of the project by responding to the needs of the implementing teams, Ghana Health Service stakeholders, and maximizing integration across the project's strategies and approaches. 
    • The DCoP will liaise with, guide, and ensure that the project’s implementation is aligned with its approved workplan and budget, and meets targets for achievement while providing high-quality technical assistance to regional health directorates, local partners, faith and private sector health service providers, and others. 

    The responsibilities include, but are not limited to, the following:

    • Work closely with Ghana Health Services at all levels, relevant health coordination bodies, other faith and private health service delivery actors and other relevant USG programs nurturing relationships on all technical matters related to integrated HIV health services
    • Provide technical direction, management and supervision and coaching of project staff, local partners and consultants at national and regional levels
    • Lead development and/or adoption of innovative case finding approaches and linkage to care for key and priority populations
    • Ensure high quality technical deliverables – including workplans and technical reports – are developed, reviewed, submitted and approved on schedule and within budget parameters
    • Lead establishment and implementation of capacity strengthening strategies for local organizations and regional health directorates to implement, influence and advocate for responsive and integrated HIV, Malaria control systems and health services for key and priority populations
    • Provide oversight to the MERL Director for documentation and sharing of knowledge and emerging lessons from application of high impact project services
    • Lead planning, development and dissemination of visibility products such as technical publications, briefs, blogs, conference abstracts
    • Ensures robust and regular representation and reporting of the project in national and regional level coordination groups, multi-sectoral forums and initiatives, including technical forums of relevant communities of practice
    • Ensures continuous engagement and information sharing among community leaders, local partners and other key stakeholders as well as building capacities in use of evidence base to inform decision making.
    • Ensures that gender and other cross cutting issues are well integrated and mainstreamed in the project and desired results are measured periodically to inform subsequent strategic program actions.
    • Conduct regular site visits to observe project progress, supervise data quality assessments and obtain feedback from participants and stakeholders.
    • Use principles of adaptive management and data-driven continuous improvement processes and develop appropriate responses to solve challenges under tight deadlines while ensuring operational integrity and project impact.
    • Hold monthly and quarterly project review sessions with staff and partners to routinely assess and improve project performance against workplan and targets

    Requirements, Qualification & Experience:

    • Master’s degree (or equivalent) in a discipline related to public health, governance and development studies, medicine, other social sciences, nutrition or a related field 
    • Minimum of 8 years of experience managing multi-sectoral projects with increasing responsibilities and duties in fields related to healthy system strengthening, private sector engagement and/or providing relevant technical expertise to such projects; or,
    • Bachelor’s degree in a discipline related to public health, governance, and development studies, medicine, other social sciences, or a related field 
    • Minimum of 10 years of experience managing multi-sectoral projects with increasing responsibilities and duties in fields related to healthy system strengthening, private sector engagement and/or providing relevant technical expertise to such projects
    • Five (5) years’ experience as deputy technical director, senior management/specialist, or equivalent position, on a USAID funded program involving the administration of large, USG-supported programs with skills in strategic planning, management, supervision, and budgeting is strongly preferred. 
    • International NGO experience is strongly preferred
    • High level of interpersonal, technical, communication, and analytical skills, including a demonstrated ability to interact effectively and collaborate with a broad range of public and private sector counterparts and other key stakeholders.
    • Ability to develop effective working relationships with government officials, civil society organizations, private sector actors, implementing partners, international donors, and other stakeholders.
    • Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams is desired.
    • Knowledge/experience with USAID rules and regulations required; experience managing USAID cooperative agreements preferred.
    • Demonstrated experience and understanding of relevant local laws, regulations and policies is required.
    • Management/supervisory experience is required.
    • Strong understanding of the local Ghanaian contexts.
    • Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.
    • Languages Full Professional Proficiency in spoken and written English
