    Ghana AIDS Commission is a supra-ministerial and multi-sectoral body established under the Chairmanship of H. E The President of the Republic of Ghana by Act 613, 2002 of Parliament. Its mandate is to provide support, guidance and leadership for the national response to the HIV and AIDS pandemic.

    Director of Research, Monitoring & Evaluation

    The Ghana AIDS Commission has vacancies for the underlisted positrons and invites applications from qualified persons to apply for consideration.

    DIRECTOR OF RESEARCH. MONITORING & EVALUATION

    JOB PURPOSE

    • To provide technical, operational and administrative leadership in Research, Data Management, Monitoring & Evaluation for the achievement of the mandate of the Commission

    DUTIES AND RESPONSIBILITIES

    • Provide inputs for the formulation of policies for the Commission Coordinate the development and harmonisation of key indicators for monitoring and evaluation of programmes and projects of the national HIV and AIDS response
    • Ensure the monitoring and evaluation of programmes and activities of the national HIV and AIDS response
    • Coordinate the development and review of National M&E Plan for HIV and AIDS.
    • Provide technical support in the development of guidelines and manuals on research. data management and l & E
    • Ensure the development of a National Research Agenda to guide policy and programmatic decision making
    • Collaborate with relevant stakeholders and Technical Working Groups in the conduct of research, data management. monitoring and evaluation
    • Ensure the conduct of research and surveys m HIV and AIDS and other related issues
    • Ensure the establishment and management of accurate and credible database on HIV and AIDS.
    • Provide technical advice on the utilisation of data.
    • Coordinate the development and implementation of capacity building programmes in M & E for stakeholders
    • Ensure the preparation of annual and other periodic reports of the Commission or the national HIV and AIDS response
    • Ensure the efficient and effective management of the human, material and financial resources of the Division
    • Ensure the preparation of the budget of the Division
    • Ensure the preparation of the annual and other periodic reports
    • Ensure the implementation of performance management policy in the Division

    QUALIFICATIONS AND EXPERIENCE

    • Minimum, of master s degree in Epidemiology. Statistics. Social Sciences, Public Health or any other related disciplines from an accredited tertiary institution
    • A Membership of a relevant professional body will be an advantage.
    • Minimum of ten {10) years relevant post-qualification working experience in a reputable organisation. five (5) years of which should have been in a senior management position
    • Must pass an interview conducted by the Public Services Commission in consultation with the Governing Board

    Competencies and Skills

    • Knowledge of international conventions and treaties on human rights and civil liberties
    • Extensive knowledge and experience in Research Methods, Data Management, Monitonng and Evaluation
    • Excellent leadership. administrative and managerial skills
    • Ability to think strategically, delegate responsibility listens carefully build consensus and communicate effectively in a complex matrix organization
    • Strong networking and monitoring skills
    • Excellent knowledge of the national HIV and AIDS programme
    • Good knowledge of the operations of the Ghana AIDS Commission
    • Very good knowledge of public service administrative, financial and human resource regulations.
    • Excellent oral. writing. editonal and presentation skills
    • Advanced computer skills especially statistical analysis using SAS, SPSS, Excel, MS Access, STATA, etc.
    • Excellent interpersonal and team building skills Excellent quantitative and qualitative analytical skills
    • Strong negotiaon, diplomacy, lobbying and conflict management skills
