    Regional Manager, Program Measurement, and Insights - WCAR (EN/FR)

    The Regional Manager, PM&I  will supervise associates to plan, design and execute a range of training, data collection, analysis and dissemination activities for all government and partner programs. S/he will be responsible for building an understanding of how government data systems work, tracking the implementation and outcomes of TaRL Africa programs, and delivery against TaRL Africa’s overall strategy and work plan. S/he will also liaise with the Associate Director, PM&I to develop the overall long-term PMI strategy and help create an organisational culture of using data to take action. 

    This role provides an excellent opportunity for individuals who are motivated to leverage data to improve the learning outcomes of children in Africa. 

    Major roles and responsibilities

    Strengthen Assessments and Learning Systems

    • Co-create and adapt foundational learning assessments in alignment with existing government systems across countries in West and Central Africa 
    • Work with the government to embed assessment and learning practices within broader education system reforms, ensuring sustainability and scalability.
    • Collaborate with government and partners to ensure assessment tools are fit-for-purpose.
    • Train government and partner teams to effectively administer, analyze, and use assessment results.

    Design and Deliver Monitoring, Measurement & Review (MMR) Systems

    • Develop a deep understanding of existing assessment, monitoring, and review systems at school, regional, and national levels across assigned geographies in West and Central Africa, documenting and sharing this knowledge within TaRL Africa.
    • Co-design and ensure robust delivery of MMR systems across West and Central Africa, identifying opportunities to use or adapt existing government processes to deliver TaRL processes. 
    • Work with government officials to develop tools and processes to generate high-quality program data that can be used and sustained by government channels. Balance the desire for immediate program delivery data with the need for a sustainable and effective government data system.
    • Empower implementation teams and government officials to review, interpret, and act on data for continuous program improvement.
    • Establish a feedback loop to ensure data insights directly inform decisions and program adaptations.

    Data Analysis, Insights, and Capacity Building

    • Analyze program data (directly or in collaboration with country teams and government partners) and share actionable insights with government stakeholders and partners.
    • Build the capacity of government,  partner and internal teams to understand, interpret, and use data effectively, ensuring teams have a good understanding of data systems and processes.
    • Regularly assess technical capacity and conduct workshops on assessment and data use as needed.
    • Identify opportunities to strengthen TaRL Africa and government MMR systems, e.g., by simplifying processes, automating activities (data collection and analysis), or integrating TaRL data into government platforms.
    • Through the country teams and relationships with stakeholders, keep informed about potential changes to government monitoring systems in countries where TaRL Africa works. Identify opportunities to positively influence such changes in line with TaRL Africa’s mission.

    Reporting, Reviews, and Strategic Alignment

    • Track, review, and report on program data, ensuring alignment with TaRL Africa’s overall strategy and work plan.
    • Coordinate with partners and internal teams to consolidate implementation, outcome, and cost data in central systems.
    • Ensure country dashboards and multi-year data systems are accurate, automated where possible, and up to date.
    • Respond to data queries from donors, partners, and the senior management team in a timely and accurate manner.
    • Support the planning and facilitation of annual and bi-annual program reviews.

    Knowledge Sharing and External Engagement

    • Contribute to partner-led studies as required .
    • Communicate program lessons and results widely for program improvement within the team and externally.
    • Coordinate with the Global PM&I team to ensure strong knowledge management and cross-country learning.

    Education and Qualifications

    • Minimum qualification: A Bachelor degree and 5 years of relevant full-time work experience in measurement, learning and evaluation.
    • Experience working with software for data collection, warehousing, analysis & visualization platforms (Required: Excel, SurveyCTO/ ODK/ KoboCollect; Strongly preferred: Tableau/Power BI, Stata, Microsoft Azure).
    • Demonstrated history of helping program stakeholders, both internal and external, make better decisions using data and storytelling.
    • Strong interpersonal skills and experience managing cross-cultural teams.
    • Ability to think analytically and critically, keeping the big picture in mind and remaining curious.
    • Ability to manage multiple projects simultaneously.
    • Excellent communication skills in French and English, including writing, conversing, and presenting.
    • Willingness to travel frequently and flexibly within Africa.
