    M&E Specialist

    Job Code 2022/REACH-M&E/14/11 

    Project Brief:

    The REACH project seeks to build Climate Resilience across 14 districts in northern Ghana.
    Through extensive capacity building measures on Conservation Agriculture, Community Engagement and improved planning and policies on District level, the challenges of climate change for rural areas are tackled. The Project is co-funded by the European Union and the German Federal Ministry for Economic Cooperation and Development.
    It is part of the EU Ghana Agricultural Programme which is implemented together with the Ministry of Food and Agriculture of Ghana (MoFA).

    Scope of Role:

    1. As a Monitoring and Evaluation Officer you are responsible for the Result Oriented Monitoring of the project.
    2. In a team with another M&E Officer you develop tools and methodologies to capture and track the projects progress and thereby provide important information for the steering of its processes.
    3. At the same time you ensure that the necessary data for reporting and communication is available.
    4. Additionally, you are responsible for the implementation of a process to introduce the instrument of Sustainable Environmental Assessments at the 14 MMDAs of the projects joint programme area.

    Tasks:

    • Develops the monitoring structure based on the project logframe, gathered baseline data, as well as developing project implementation lines and ensure continuous progress indicator tracking towards management and project team
    • Effectively links the project monitoring system with the EU-GAP structures and the EU monitoring system
    • Plans and Guides data collection with technical project staff and the Regional/District Planning and Coordination Units
    • Steering the process to implement a Strategic Environmental Assessment (SEA) capacity-building programme
    • Is responsible for planning, coordinating and documenting meetings or workshops, with a focus on M&E
    • Support project management on the progress review and potential adjustments to log frame structure
    • Collects input and produces the annual narrative report to the EU Delegation Ghana
    • Creates a frequent exchange and a planned joint reporting mechanism with the M&E focal points of EU Ghana Agriculture Programme (EUGAP)

    Qualification Required & Experience

    • Master's degree in social sciences, monitoring & evaluation, development planning or any relevant field for the position.
    • 3 years' work experience in a comparable position with a track record on developing and setting up monitoring systems.
    • Work experience with public sector institutions and experience in the field of sustainable environmental analysis.
    • Strong analytical skills and knowledge in quantitative/qualitative analysis, ability to produce structured reports.
    • Experience in analyzing agricultural/environmental as well as socio-economic related data.
    • Excellent presentation and communication skills, proven skill in report writing.
    • Excellent knowledge of Microsoft Office, especially MS Team, Word, Excel, PowerPoint.
    • Excellent knowledge of English; Knowledge of local languages of Upper West is a strong asset.
    • Strong knowledge of ICT technologies and computer applications (e.g. data analysis programmes like SPSS, Power BI etc.).

    Advisor for Rural Development

    Job Code 2022/REACH-AD/14/11

    Project Brief:

    Scope of Role:

    As an Advisor for Rural Development you are responsible to identify, develop and implement processes that anchor knowledge on climate resilient agricultural production methodologies within the agricultural sector. For this you work together with the Agricultural Extension Service of MoFA, NGOs as well as the Private Sector. Within the project you cooperate with units to develop measures on behavioural change as well as innovative approaches to engage communities within their livelihoods.

    Tasks:

    1. Provide technical advice to improve agricultural extension outreach in northern Ghana, to develop community action plans as well as for knowledge management on agricultural practices, especially on Conservation Agriculture
    2. Conceptualisation of Multi-Stakeholder Partnerships for the joint implementation of rural development approaches
    3. Establishing conceptual links and integrated solutions with other units of the project, esp. GIS, ICT and Communication.
    4. Advising partners in the field of Conservation Agriculture, Community Engagement and other Rural Development topics.
    5. Take over responsibility for implementation of processes guided by the production unit as well as other specific tasks.
    6. Prepare terms of reference, budgets, surveys, specifications and other documents to contract service providers or procure goods.
    7. Monitor and supervise activities and responsibilities of external service providers.
    8. Ensure compliance with the rules and regulations on the procurement of agrochemicals and other agro inputs

    Qualification Required & Experience

    • Master's degree in Rural Development, Agronomy, Agroecology, Agricultural Extension, Community Development or any other relevant field for the position.
    • 5 years’ professional experience in the field of Rural Development with a focus on Extension Services, Climate Change, Conservation Agriculture and/or Community Engagement as well as experience in working with public sector institutions
    • Demonstrated ability to coordinate multiple stakeholders and create and maintain effective relationships with private companies and government personnel
    • Excellent knowledge of Microsoft Office, especially MS Team, Word, Excel, PowerPoint.
    • Excellent knowledge of English; Knowledge of local languages of Upper West is a strong asset.
    • Good knowledge of the cultural dimensions and undertones in the Upper West Region
    • Ability to work under pressure, strong team orientation, cooperation and negotiation skills

    Communication Specialist

    Project Brief:

It is part of the EU Ghana Agricultural Programme which is implemented together with the Ministry of Food and Agriculture of Ghana (MoFA).

    Scope of Role:

    As one of two Communication Officers of the REACH Project you are as a team responsible for the planning and implementation of measures and events which contribute to the Visibility and Communication strategy of the EU. At the same time you develop concepts on how the project can convey its messages to its stakeholders and beneficiaries. This includes processes and activities on Behavioural Change as well as training content and methodologies.

    Tasks:

    • Coordinate and implement visibility and communications work (including planning communication budget – quantity, formal and material quality, impact) to support other REACH activities
    • Develop communication strategies and materials to reach farmers and rural communities within the Project area
    • Manage a radio programme on promoting Conservation Agriculture
    • Support in the management of the REACH “Nature Clubs” programme for selected basic schools.
    • Organisation of Events for awareness raising and visibility in accordance with the projects intervention strategy and the EU-GAP strategy for Visibilty and Communication
    • Manage the exchange of information between other Projects under the EU Ghana Agricultural Program (EUGAP) and coordinate the sharing of social media content with the European Union and other partners.
    • Assist in communications with the District/Municipal Assemblies(D/MAs) in general and the District/Municipal Planning and Coordinating Units(D/MPCUs) in particular.

    Qualification Required & Experience

    1. Master's degree in communication, public relations, journalism any other relevant field for the position.
    2. 3 years’ professional experience in the field of communication (media, advertising and PR work, journalism, internal communication, research, lobbying or similar) as well as experience in project and/or event management
    3. Excellent editing skills with experience in writing articles, features, and/or press releases (evidenced e.g., by work samples)
    4. Experience with mass media production, in particular radio broadcasts
    5. Excellent knowledge of Microsoft Office, especially MS Team, Word, Excel, PowerPoint and of graphic editing applications
    6. Ability to express oneself very well both verbally and in writing in English; polished, target-group oriented style
    7. Excellent English; Knowledge of local languages, cultural dimensions and undertones of Upper West is a strong asset.
    8. Very good understanding of public sector institutions and channels of communication
    9. Ability to work under pressure, strong team orientation, cooperation, and negotiation skills.
