The Communication Officer at GIZ Ghana will be tasked with supporting the TVET component of the Network for Inclusive Economic Development (NIED) including the Ghana Skills Development Initiative (GSDI) to contribute to the programme’s objectives and indicators by managing all internal and external communication needs arising from team members or partners.

Tasks
- Coordinates, implements, monitors, and reports on the GSDI communication strategy and operational visibility plan including its budget and systematically plans and manages communication (incl. public relation activities)
- Develops communication instruments and assists in introducing innovation and change for and with GSDI staff as well as partners, according to the developed communication strategy (e.g. manuals, guides, fact sheets, success stories, press releases, studies, technical publications);
- Ensures standards according to developed and agreed guidelines for GSDI and GIZ communication work
- Cooperates and consults with other GSDI partners, especially EU, SECO and COTVET;
- Cooperates with GIZ’s (Ghana and HQ) Corporate Communications Unit, managing the exchange of information on communication (among other things by contributing topics, trends, risks, research on information and by involving officers responsible for the contract and cooperation, e.g. for media enquiries from Germany, planning and coordinating of journalist tours, developing of draft papers for internal media);
- Manages the exchange of information between the different stakeholders in this regard;
- Manages all online (incl social) media for GSDI including the Website; manages content and provides input as well as editorial support; advises on the online presentations of GSDI and NIED; coordinates activities and ensures quality with external communication service providers (e.g. appraisers, agencies, journalists, photographers, trainers, translators, printers, graphic designers);
- Reports on internal and external communication activities to NIED management
- Advises GSDI team members and partners on communication measures to improve the image of TVET (e.g. skills competitions, campaigns, fairs, role model approaches, guidance and counselling activities) in the country and manages respective subcontractors.
- Supervises the display of communication material in the GSDI and GIZ offices
- Supports the GSDI team in all regions, in all questions about GSDI, its corporate design and its communication guidelines and strategies
- Supports knowledge management and M&E of the component including the development of GSDI’s backup and document management system and keeping it up-to-date
Your Profile
- Bachelor’s/Master’s degree or comparable qualification in the field of communication / PR / Marketing or similar
- At least five (5) years professional experience in the field of corporate communication (media and PR work, journalism, internal communication, marketing, lobbying or similar)
- Excellent communication skills
- Ability to quickly develop and use networks
- Client- and service-oriented
- Strong team player in an international environment
- Experience in project and/or event management and has strong organisational skills
- Very good editorial experience with regards to writing articles and press releases (evidenced e.g. by work samples)
- Experience with media production and managing corporate social media channels

- Supervises curriculum development and implementation of training courses
- Develops and implements corresponding capacity measures to ensure adequate usage of IT equipment
- Identifies and documents demand for external support and assists national and international advisors in carrying out their work
- Develops and maintains working relationships with all important project stakeholders, especially with COTVET and training institutions
- Seeks close cooperation with other team members of PSED’s TVET component
- Builds up a professional network of relevant actors working in the field of training in ICT related fields in Ghana and supports the establishment of a sector skills body for ICT
- Ensures knowledge management; collects, processes and distributes relevant information • Conducts scientific research about all technical aspects of training and actors in Ghana’s ITC sector
- Collects data on project activities to contribute to the joint monitoring system
Qualification Required & Experience
Your Profile
- Bachelor’s/Master’s degree or comparable qualification in IT or ICT-related studies
- At least seven (7) years of professional experience in the ICT (private) sector
- Proven record of working as trainer or teacher for ICT related trades/subjects (e.g. in-company trainer)
- Knowledge of the Technical Education and Vocational Training system in Ghana would be advantageous
- Strong managerial and organisational competencies
- Ability to work independently and steer activities within the responsibilities assigned to him
- Willingness to travel within Ghana
- Excellent written and oral skills (English Language), fluency of the German Language is an added advantage

- Conceptualizes and builds up support structures for the participants of formal training programmes in ICT (e.g. business development, coaching/mentoring, accelerator programmes, access to financing)
- Deals with the design, preparation and implementation of any other workshops, seminars and other events on topics connected to the project’s interventions
- Develops and maintains contact with all important project stakeholders

Project: FAIR Forward - Artificial Intelligence for All

Job Description
- "FAIR Forward - Artificial Intelligence for All" is a new initiative of German Development Cooperation. It strives for a more open, inclusive and sustainable approach to AI on an international level. Its principal objective is to enhance key conditions in selected partner countries needed to trigger the development of local AI solutions. These local AI solutions can then help to foster sustainable human development.
- To achieve this, the initiative is working together with five partner countries: Ghana, Rwanda, South Africa, Uganda and India. To enhance key conditions for local AI, the initiative pursues the following three goals thus Strengthen Local Technical Know - How on AI - Capacity Building, Remove Entry Barriers to AI - Access to Training Data and AI Technologies for Local Innovation and Develop Policy Frameworks Ready for AI - Ethical AI, Data Protection and Privacy. In Ghana, the cooperation will build on existing initiatives of German development cooperation. This includes a cooperation with UN Global Pulse and the Tech-Entrepreneurship Initiative Make-IT. Further activities to establish German development cooperation as an innovative partner for digital solutions in Ghana are planned and will follow in the coming months.
Tasks
- Manage the development and implementation of project initiatives on "artificial intelligence for all in Ghana - this will involve the set-up and steering of innovative pilots on AI, e.g. on "Access to Training Data and AI Technologies for Local Innovation"
- Cooperate with a broad range of stakeholder on AI, mainly governmental partner institutions, the private sector and civil society organizations in Ghana - this will involve high-level negotiations with international and national companies and institutions of the global and local digital economy and co-management of joint initiatives
- Provide advice on "Policy Frameworks Ready for AI - Ethical AI, Data Protection and Privacy" to government partner institutions in Ghana and manage cooperation on this goal with international partners such as "UN Global Pulse"
- Support the coordination and scaling up of project activities with other digital activities of German development cooperation, which will start in Ghana in the coming months. Support the management of subcontractors and supervision of events, consultancies and studies, and monitoring and evaluation of measures on AI in Ghana
- Manage meetings and events of the initiative in Ghana with other stakeholders and service providers (preparation, implementation, follow-up, information flow)
- Ensure knowledge transfer within the global implementing team of FAIR Forward and provide inputs for various project reports including annual reports
- Facilitate administrative and logistical procedures for activities in coordination with the GIZ administration team
- Other tasks as required
Qualification Required & Experience
Your Profile
- Minimum requirement MA/MSc in political sciences, computer sciences, international relations, studies related to sustainable human development with a focus on digital topics, or other fields in an area related to the project objectives
- At least five (5) years of professional experience in a comparable position, project management and preferably in a development cooperation context and in international contexts
- In depth knowledge in advisory services and innovative events
- Technical expertise in the area of Artificial Intelligence or data science or related fields such as data application for development (data4development)
- Excellent work experience in policy advice on digital development / digital transformation with governmental partners
- Ability to take responsibility and work on own initiative as a focal point
- Team oriented, analytical and communicative skills, also in cross-country, cross-cultural teams
- Fluent written and oral knowledge of the English language; working knowledge of German is an advantage
- Very good working knowledge of digital technologies (Internet, software) and computer applications (e.g. Office Applications, virtual team platforms)
- Willingness to upskill as required by the tasks to be performed - corresponding measures are agreed with management
- Disciplined and punctual; willingness to keep deadlines
