    Deputy Chief of Party - Ghana Youth Activity

    About The Job

    • Plan International is seeking a Deputy Chief of Party (DCOP) for the anticipated USAID-funded Ghana Youth Activity. 

    Position Description:

    • The DCOP will support the Chief of Party in the management of the project. 
    • The DCOP will be in charge of providing managerial leadership including financial management and administration and grants management. 
    • The DCOP will oversee coordination of field operations, provide support in the management of sub-grantees, and ensure that activities meeting USAID and Plan standards. 
    • The DCOP will work closely with the project leadership and other technical experts, as well as Plan Ghana technical youth advisors, to build on current best practices in country and achieve project outcomes.
    • This position is contingent upon award of the project by the donor.

    Responsibilities:

    • Provides day-to-day technical leadership and ensures high-quality delivery of the project.
    • Manages, in coordination with the COP, partner and key stakeholder relationships and works with implementing partner organizations, the donor, and various stakeholders.
    • Oversees the development of project reports, annual work plans, and other documents as required by USAID and the Government of Ghana.
    • Maintains a working knowledge of project budgets and expenditure, and assists the Finance and Operations Manager to set up and implement appropriate systems for project financials.
    • Serves as Acting Chief of Party when the Chief of Party is unavailable.
    • Ensures compliance in reporting to USAID, Plan International, Plan US National Office (USNO) and Government of Ghana counterparts.

    Requirements:

    • Minimum eight (8) years of experience in youth development or related technical areas.
    • Minimum five (5) years of experience in senior management or leadership positions.
    • Masters’ degree in international development or another relevant field.
    • Demonstrated knowledge of USAID project management including USAID rules and regulation and reporting requirements.
    • Work experience supporting youth development using a positive youth development approach.
    • Demonstrated knowledge about gender and development, and demonstrated experience and proficiency in managing programs that mainstream gender.
    • Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems.
    • Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, local and international staff.
    • Work experience on USAID projects is strongly preferred.
    • Work experience in Ghana strongly preferred.
    • Excellent English oral and written communication skills.

    Chief of Party - Ghana Youth Activity

    About The Job

    • Plan International is seeking a Chief of Party (COP) for the anticipated USAID-funded Ghana Youth Activity. 

    Position Description:

    • The COP will oversee all aspects of this project, leading strategic planning and decision making, providing technical guidance, overseeing activities of the sub-recipients, and supervising staff. 
    • Serving as the key liaison with USAID, Ministries, implementing partners and other stakeholders, the COP will also establish and maintain an integrated vision among different actors while ensuring adherence to all project objectives, performance requirements, and donor regulations. 
    • S/he will oversee coordination of field operations and ensure that activities are meeting USAID and Plan standards. 
    • The position is contingent upon award of the project by the donor.

    Responsibilities:

    • Provide overall technical and managerial oversight and leadership for the project
    • Design and direct program activities in consultation with USAID and key stakeholders
    • Lead a team of technical experts, advisors, local partners, and other project staff
    • Serve as the primary in-country point of contact with USAID, partner organizations, national government stakeholders, and other donors and implementers
    • Ensure efficient and compliant management of financial resources
    • Oversee management, delivery, and monitoring of sub-grants
    • Supervise field operations, administration, logistics and procurement
    • Supervise program monitoring, evaluation, and reporting and ensure quality control and timeliness of all deliverables as required by the grant and donors
    • Assure full compliance with all USAID, Plan, and other fiduciary regulations

    Requirements:

    • A Master’s degree or higher in international development, education, public policy, social sciences, or related field and ten (10) years of work experience, or work experience of 15 years
    • Previous experience with planning and implementing USAID funded projects, preferably in Ghana or West Africa
    • Substantial experience and knowledge working in youth development, including experience engaging with the private sector and other stakeholders using a positive youth development approach
    • Demonstrated knowledge of gender transformative programming and experience in implementing programs with gender-focused components
    • Proven leadership qualities, excellent program and personnel management skills
    • Fluency in English and excellent oral and written skills required

    Youth Technical Advisor - Ghana Youth Activity

    About The Job

    • Plan International is seeking a Youth Technical Advisor (YTA) for the anticipated USAID-funded Ghana Youth Activity. 

    Position Description:

    • The activity will create opportunities for youth to shape their own career paths and increase socio-economic inclusion by engaging with key stakeholders using a positive youth development (PYD) approach. The YTA will support the Chief of Party in the management of the project. 
    • The YTA will be in charged with providing high-quality technical inputs to achieve program objectives. 
    • The YTA will work closely with project leadership and other technical experts, as well as Plan Ghana technical youth advisors, to build on current best practices in country and achieve project outcomes. 
    • This position is contingent upon award of the project by the donor.

    Responsibilities:

    • Provides day-to-day youth development-related technical expertise to program activities focused on leadership development, workforce readiness and civic participation
    • Leads integration of USAID’s positive youth development (PYD) approaches into program activities
    • Work in partnership with diverse groups of Ghanian youth to implement, iterate and evaluate project activities.
    • Collaborate with key government, private sector, and civil society stakeholders to meaningful partner with young people

    Requirements:

    • A Master’s degree in a relevant field with a minimum of five (5) years of relevant professional experience. Bachelor’s degree with seven (7) years of relevant experience may be accepted.
    • Experience with USAID or other international donor-funded programs focused on youth leadership and development or youth employment and entrepreneurship. Work experience with USAID projects strongly preferred.
    • Demonstrated understanding of the principles of USAID’s positive youth development framework and experience implementing PYD approaches.
    • Demonstrated knowledge about gender and development, and demonstrated experience and proficiency in managing programs that mainstream gender.
    • Demonstrated ability to implement projects with rigorous timelines and deliverables.
    • Experience working and collaborating with diverse sets of stakeholders, such as NGOs, governments and the private sector.
    • Work experience in northern Ghana (including Northern, Northeast, Upper East, and Upper West Regions) strongly preferred.
    • Excellent English oral and written communication skills.
