    College Librarian

    The College Librarian is the Professional and Administrative Head of the College Library. He/She is responsible to the Principal for provision of adequate, relevant and up-to-date reading and audio-visual materials to support teaching, research and community service functions of the college. He/she:

    •  Ensures that the library, research and information needs of the college community are met
    •  Provides leadership in advancing the college’s teaching and research mission through a clear vision of the library’s role, comprehensive strategic planning, incorporation of emerging technology, sound fiscal management and engagement of all members in the college community
    •  Formulates policies for the maximum development and utilisation of the library resources of the College, in conjunction with the library committee, subject to the approval of academic board
    •  Establishes and maintains procedures, policies and systems that bring about efficient library operation
    •  Exercises professional and administrative supervision over the library staff to ensure that efficient and effective functioning of the library
    •  Represents the library at the Central Administration and on relevant Boards and committees of the college
    •  Performs any other functions assigned by the Principal of the college

    Qualification Required & Experience

    Applicant must:

    •  Possess a good first degree and a minimum of research master’s degree in a library/information related field or equivalent professional qualification from a recognised institution of higher learning
    •  Be a member of a recognised professional body
    •  Have served a Deputy Librarian in a college of Education or comparable grade in a similar institution/organisation for at least 4 years
    •  Be able to serve a minimum of 1 term of 4 years before he/she attains the compulsory retirement age of 60 years
    •  Be able of draw up, monitor and ensure the implementation of college library strategic plan and also maintain linkages/collaborations with local and international libraries and relevant organisations/institutions
    •  Have capability for planning, organising, directing and coordinating the components of the library – ie staff, services, collections and external relations
    •  Be analytical, critical, result-oriented, visionary and practical and also possess hands-on ability to work independently
    •  Possess strong IT skills and familiarity with the relevant software and be able to keep up with current trends and developed library systems
    •  Be able to work under pressure to meet deadlines, be a good team player and also possess excellent communication, interpersonal and management/supervisory skills

    Secretary of the College

    The Secretary of the College is the Chief Administrative Officer of the College and the Head of the College Secretariat. He/she:

    •  Assists the Principal in the day-to-day administration and management of the college and reports directly to him
    •  Is in charge of all administration, secretrial and personnel matters of the college
    •  Is the Secretary of the college council and the academic board and is responsible for providing secretarial services to all boards and committees of the College
    •  Is responsible for providing guidance for the framework within which college strategic plans are drawn and executed
    •  Coordinates policy formulation and implementation and ensures appropriate implementation and publication of all policy decisions of council, academic board and committees of the college
    •  Performs any other functions as may be assigned by council or delegated by the Principal of the college

    Qualification Required & Experience

    Applicant must:

    •  Hold a good first degree and a minimum of a Master’s degree, preferably in Administration and Management related field from a recognised institution of higher learning
    •  Have served as a Deputy Secretary in a college of Education or Senior Assistant Registrar in a tertiary institution or comparable grade in a similar institution/organisation for at least 4 years
    •  Be able to serve a minimum of 1 term of 4 years before he/she attains the compulsory retirement age of 60 years
    •  Have evidence of a in-depth grasp and application of systems and procedures for administration and management of tertiary education/teacher education in Ghana
    •  Have in-depth knowledge of the administrative and management activities of the Office of the College Secretary and be capable of ensuring that they are carried out efficiently and effectively
    •  Have significant leadership experience at a senior management level in a college of education or an analogous institution
    •  Have a deeper understanding of the social, political and economic environment in which Ghanaian colleges of education operate
    •  Have demonstrated capability for articulating, formulating and implementing policies, managing change in teacher education administration and developing strategies for achieving the vision and mission of the college
    •  Have proven intellectual ability, emotional stability and a high sense of personal and professional integrity
    •  Be able to motivate, manage direct and train/develop staff and also work effectively under pressure to meet deadlines
    •  Have very good organizational, inter-personal, communication and computer literacy skills

    College Finance Officer

    The College Finance Officer is the Chief Accounting Officer of the College and the Chief Finance Advisor to the Principal. He/She is responsible to the Principal for the financial administration of the College. He/She:

    •  Has general responsibility for the administration of the financial affairs of the College that will ensure its financial health
    •  Is responsible for implementation of policies relating to accounting and financial control in the college
    •  Ensures that financial statements and annual budget of the college are prepared and presented for approval and implementation
    •  Liaises with appointed external auditors to get the college’s financial statements audited
    •  Superintends over all accounting officers, treasury management and expenditure in line with the College’s objectives and budgets
    •  Ensures that information on all college property, assets, stocks, valuables and all funds properly recorded and kept in an assets register
    •  Collects all legitimate revenue due the college and maintains the accounting functions of other self-accounting and income generating units of the college
    •  Performs any other functions assigned by the Principal of the college

    Qualification Required & Experience

    Applicant must:

    •  Hold a good first degree or comparable qualification plus a professional qualification or a master’s degree in Finance/Accounting from a recognised institution of higher learning would be appropriate
    •  Be a member of a recognised accountancy professional body
    •  Have served as a Deputy Finance Officer in a college of Education of comparable grade in a similar institution/organisation for at least 4 years
    •  Be able to serve as a minimum of 1 term of 4 years before he/she attains the compulsory retirement age of 60 years
    •  Have evidence of in-depth grasp and application of systems and procedures for financial administration in tertiary educational institutions/colleges of Education in Ghana.
    •  Be able to carry out corporate planning with respect to annual budgeting, budgetary control and long term or strategic planning regarding all the finances of the college
    •  Have demonstrated ability to liaise with Ministries, Departments and agencies (MDAs) in respect of financial matters affecting the college
    •  Have a clear understanding of and be able to prepare and consolidate final accounts and also comment on management reports for external auditors
    •  Have hands-on ability work independently and under pressure to meed deadlines
    •  Possess proactive commercial flair and be analytical, critical, result-oriented, innovative and visionary
    •  Be able to build strong team spirit, direct, train/develop and motivate staff
    •  Be familiar with accounting software and have very good IT, communication, interpersonal and supervisory skills
