    Procurement and Grants Coordinator-WISE Project

    • Plan International is an independent non-profit organization that advances children’s well-being and equality for girls.     • Plan International Ghana is looking for a Procurement and Grants Coordinator to effectively work with a team of professionals and deliver high quality programming and results for a project titled “Women’s Innovation for Sustainable Enterprises (WISE)”. The WISE Project seeks to leverage the enormous potential and agency of Ghanaian women entrepreneurs aged 19 to 55 years in rural and peri-urban areas by employing both demand- and supply-side interventions to contribute to increased realization of rights to economic empowerment, well-being and inclusive economic growth in 3 districts in Bono and Ahafo regions (Sunyani Municipal, Tano North and Techiman Municipal) and 2 districts in Northern region (Kumbungu and Tolon). The project will start in February 2020, has a duration of 4 years, and a budget of over 5.5 million EUR.

    Dimension of Role:

    • Participates in the preparation of grants-related project budget and its subsequent modifications to ensure it meets Plan and donor requirements.
    • Provide support towards a budgetary control system to monitor grant budget vs. expenditure, and advises Project Accountant on variances and corrective actions required to be taken
    • Supports Grants Reporting to ensure they meet donor requirements
    • One Front Desk Assistant, 2 Drivers, and 1 Janitors report to the role
    • The post-holder will be based in Tamale but travel to project districts where the WISE project operates for approximately 30% of her/his time.

    Typical Responsibilities:

    • Procurement and Logistic support functions:
    • Process purchase and supply of goods and materials for WISE project as per the Plan International Operational Manuel (OPM),  local procedures and policies to ensure value for money is obtained at all times
    • Assist in the preparation and processing of bidding documents for public tender offers to ensure a fair and transparent process for securing the services of consultants and contractors
    • Ensure the effective allocation, utilization and management of vehicles for Plan’s activities as per FOB, local policy and local procedures with low incidence of vehicular accidents and reduced cost of repairs and maintenance.
    • Ensure the adequate supply of utilities and maintenance of office equipment and machinery for the smooth flow of work in the office with minimum disruption of work outflow
    • Ensure the effective management of stores to ensure the effective implementation of program activities with no reports or incidents on mismanagement of stores
    • Review, update and maintain the Fixed Assets Register for the PU to keep and track all assets with no reports of loss of assets
    • Ensure the office & its environment are well kept and maintained to facilitate the smooth flow of office work without any adverse disruptions
    • Ensure Plan’s offices and staff are insured to safeguard life and property at all times to ensure that staff work effectively without any fear of non-protection
    • Ensure Fixtures, fittings & utilities for expatriate staff are provided to ensure that they are well-settled for work without complaints about their living conditions
    • Perform any other duties that may be assigned from time to time to support the attainment of organizational goals

    Grants Reporting:

    Supports Grants Reporting to ensure they meet donor requirements and produce no negative/adverse feedback. To do this, the role will:

    • Develop, update and maintain a schedule for grants reporting detailing the donor, reporting requirements, type of reports, deadlines.
    • Review reports due donors and ensure that reports meet donor reporting requirements as per Funding Agreement Document Funding Bundle Agreement Document (FAD) and other documented agreements and recommend actions to Project Accountant.
    • Facilitate timely follow ups on donor deadlines and ensure that all donor queries are adequately addressed.
    • Grants Administration and Management
    • Perform grants related routine maintenance in SAP.
    • Assist in the preparation of regular cash flow forecasts/funding requirements for donor-specific bank accounts to ensure availability of cash for projects.
    • Assist Project Accountant in ensuring that grant transaction reports as per GL Smartlist match expenditures reported on the Grants Tracking System (GTS) and discrepancies corrected on a timely basis.
    • Prepares audit action lists for grant audits and follows up on its implementation.  Presents regular updates on grant audit action lists.
    • Assist in review of Partner liquidations and financial reports before further funds are advanced.
    • Assist the review standard report template for Plan’s partners to ensure consistency in reporting.
    • Fulfills Plan’s Child Protection and Safe guarding Policy at all times to protect children from all forms of abuse

    Capacity Building

    • Assist in the facilitation of capacity enhancement of staff and partners on grant policies, grants development and management through mentoring and training.
    • Supports staff with the required capacity to perform grants related routine maintenance in SAP

    Dealing with problems:

    • Analyses procurement and grants issues for decision making and refer to a higher manager for approval
    • Understands procurement and logistics requirements as per the operating manual and other policies and procedures and provides required support to WISE project staff

    Qualification and Experience

    • Bachelor’s Degree in Procurement and Logistics, Business in Administration,  Accounting and ICA Ghana Part 2 or ACCA Foundation (Level 2) or equivalent
    • At least 3-4 years working experience in a similar position.

    Project Accountant-WISE Project

    The Project Accountant will be responsible for the management of the project budget (over 5.5 million EUR), providing oversight, reporting and analysis on the financial health of the WISE project. The Project Accountant will also be responsible for ensuring compliance to donor requirements, government requirements, and Plan International Ghana financial management and compliance standards.
    The post-holder will be based in Tamale but travel to the project districts where the WISE project operates for approximately 40% of her/his time, as well as to the Plan International Ghana Country Office in Accra.

    Typical Responsibilities – Key End Results of Position:

    • Prepares financial and other reports to present the overall financial health of the WISE project for decision making.  To do this, the position holder will:
    • Ensure that project transactions are reviewed and correctly entered into SAP on timely basis;
    • Review project sub-ledger for all advances and prepaid expenses and follows up on outstanding advances;
    • Monitor and review advance liquidation;
    • Create standard report template for project team and Plan’s partners to ensure consistency in reporting;
    • Prepare quarterly, semi-annual, year-end and other grants financial reports and analyses as per required instructions for management decision making;
    • Assist the Project Lead in the preparation of quarterly, semi-annual and year-end financial schedules of the project;
    • Consolidate and submit monthly community and partner visit reports received from Project Staff;
    • Ensure proper filing (electronic and hard copy) of grants financial reports;
    • Budget preparation and budgetary control support for the effective implementation of the WISE project financial plan. To do this, the position holder will:
    • Lead the preparation of the Project annual budget in collaboration with the project team and implementing partners;
    • Monitor project budget on a monthly basis and modify when necessary;
    • Consolidate monthly project budget and financial report;
    • Maintain a budgetary control system to monitor grant budget vs. expenditure and advise management on variances and corrective actions required to be taken;
    • Respond to grants financial queries in liaison with the Country Finance Manager (CFM), Business Development Manager and the Project Lead;
    • Train/coach partner finance staff in the delivery of job requirements to support grants compliance, budget preparation and control and financial reporting;
    • Ensure Partner liquidation and financial reports are properly reviewed and validated before further funds are advanced;
    • Ensure compliance with best practices and donor specific requirements by partner organisations.
    • Coordinates Cash Forecasting for the WISE project to ensure the availability of funds for project operations. To do this, the position holder will:
    • Promptly transfer funds to project bank account and ensure effective cash flow management;
    • Ensure the Project bank account and cash balances remain with positive balances and following up on any queries in a timely manner.
    • Operates the Plan International Operations accounting software (SAP) to meet Plan’s and Donor spending and financial reporting requirements. To do this, the position holder will:
    • Submit monthly cash forecast to the Country Accountant;
    • Ensure that all approved project budget account lines and Donor account lines, together with subsequent modifications, are accurate in SAP
    • Undertake checks to ensure that all transactions are accurately entered into SAP.
    • Review and manage recharges within country project budgets
    • Ensure that SAP Monthly reports are printed and signed off.
    • Analyse project balance, especially expenses account after monthly closure, and effect the necessary corrections with the support of the Project Lead
    • Implement Internal Financial Controls and Payment Processes for the attainment of value for money at all times. To do this, the position holder will:
    • Prepare the weekly payment list based on the approved cash forecast requirements;
    • Project payments made as per approved policies and procedures;
    • Review all the vouchers for completeness and documentation and arithmetic accuracy.
    • Ensure cheques are not issued if they do not form part of the weekly payment list, exceptions should be approved by the Country Finance Manager
    • Prepare Project Financial audit action list after each audit ensure its compliance
    • Monitor and submit quarterly report on project financial risks
    • Ensure Partner Organizations are prepared for donor financial audit.

    Monitoring, Evaluation and Learning Specialist

    • The MEL Specialist will be responsible and ultimately accountable for developing and implementing the project’s MEL system, including the management of the project MIS, in close collaboration with Plan International Canada counterparts, providing capacity development in MEL to partner organisations, and implementing the project’s knowledge management system with the objective of improving program effectiveness.
    • The MEL Specialist will work closely with community organisations, NGOs, the Private Sector including Association of Ghana Industries, Ministry of Food and Agriculture, other decentralized agencies of the Government, private stakeholders, and Plan programme staff to implement appropriate tools and data collection techniques to systematically measure project progress and ensure continuous learning.
    • The incumbent should possess a passion for working for women’ rights and/or improving their socio-economic standing.
    • The post-holder will be based in Tamale but travel to project districts where the WISE project operates for approximately 50% of her/his time.

    Typical Responsibilities – Key End Results of Position:

    • Management of MEL System: Lead the participatory development and implementation of the project’s MEL system. A strong understanding of results-based management, gender transformative programming and measurement, and technical proficiency in mixed methods, data collection, analysis and presentation is essential.

    Expected Outcomes:

    • Monitoring and evaluation system, tools and processes are developed in a participatory manner with implementing organizations and structured for measuring the results of the project.
    • The project’s Performance measurement framework and detailed M&E plan are finalized and validated with relevant stakeholders; and are inclusive of women’s socio-economic empowerment domains and indicators.
    • Routine project monitoring of project processes, beneficiaries, outputs and outcomes is undertaken. This includes qualitative and quantitative tool design and development; data collection, cleaning and compilation; analysis, validation and sharing with relevant stakeholders.
    • Ability to integrate indices designed as composite measurements that aggregate, rank and summarize multiple indicators and data points related to women’s empowerment, agency and decision-making.
    • Oversight of the Management Information System for the project provided, including hiring and management of the database development consultant, and overall management of the established cloud-based MIS, ensuring completeness and accuracy of the data collected and stored.
    • Technical oversight and direction for baseline, midline and endline studies is provided, inclusive of developing Terms of Reference and ensuring consultants deliver high quality reports (support in verifying the methodology, the relevance of the tools, and the quality of the report submitted) and value for money.
    • Ensures MEL strategies in gender equality and women’s economic empowerment are responsive to the context, implemented consistently across all project activities (start-up to close-out), and adhere to best practices in the sector.
    • Responsible for ensuring all monitoring and evaluation activities are conducted in line with Plan International’s child protection/safeguarding and ethical principles and promote accountability to beneficiaries.
    • Capacity Development & Relationships: Through participatory approaches, the MEL Specialist will provide capacity development and ongoing coaching to project staff and implementing partners. Cultivating strong and respectful relationships with partners, women’s groups, and entrepreneurs will be an essential component of this accountability.

    Expected Outcomes:

    • Provide capacity development and ongoing coaching directly to implementing organizations, specifically in using the project’s MEL system and / or strengthening their MEL systems to monitor activities, outputs and beneficiaries.
    • Facilitate and guide the project team and implementing organizations in determining data sourcing, collection and reporting protocols, procedures and mechanisms.
    • Provide inputs and support in developing tools, guidelines and capacity building modules and reviewing all the material developed through the project and share its cutting-edge competencies in gender equality and evidence based economic empowerment programming with implementing organizations.
    • Foster strong coordination and collaboration with implementing organizations through open and transparent communication, participation and joint decision-making, and respect for their agency and technical expertise.
    • Knowledge Management & Reporting: Best practices and lessons learned are documented, shared, and integrated into programming.

    Expected Outcomes:

    • As an integral member of the project team, ensure high quality data and learnings are available to inform project planning, implementation and decisions; as well as organizational learning.
    • In collaboration with the project team, stakeholders and consultants (when relevant), compile raw data, produce data representations, lead validation processes (such as annual data analysis workshops), and document lessons learned and best practices.
    • Design and implement dissemination plans to share knowledge and findings with relevant stakeholders, including entrepreneurs and VSLAs, implementing organizations, government, donor agency, etc.
    • Contribute to regular project narrative reports, ensuring high quality and accurate data and learnings are available to complete reports on time.
    • Identify and develop / improve opportunities for continuous improvement of systems, processes and overall learning and development with Plan International Ghana.
    • Ensure that Plan International’s global policies for Child and Youth Safeguarding, Child Protection, and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant implementation standards and guidelines as applicable to their area of responsibility.     Gender Transformative Analysis and Programming: Lead the delivery of robust gender equality assessments to further define and validate the project’s strategy to deliver gender transformative programming and results. A strong understanding of project cycle management and women’s economic empowerment are essential to provide relevant technical guidance.

    • Lead and coordinate the project’s gender equality strategy which combines high quality programmes and bold, credible influencing to catalyse large-scale transformative change for women in the project locations.
    • Lead the implementation of WISE project gender equality strategy which aims to ensure Plan staff and key partners have the tools, skills and capacities to fulfil core WISE gender standards relevant to the needs of the beneficiaries and operating context. This includes providing training, mentorship and ongoing capacity development for staff and partners.
    • Coordinate a gender-integrated market assessment of women-friendly entrepreneurial, value chains and emerging “green businesses / sectors” in the five target districts.
    • Provide technical guidance on the community and policy side interventions which aim to support women to develop their entrepreneurial roles and expand perceptions and attitudes of male family members and community leaders around the productive capacities of women.

    • Scale up gender equality actions on the WISE project from local to national levels and build on strong community engagement which will ensure the WISE project delivers the political analysis, robust evidence, grassroots support, and high-level engagement needed to change gender behaviours, systems and structures for the benefit of women and girls.
    • Provide technical guidance on the design, development and roll-out of training for women entrepreneurs who will be mobilized and sensitized through Village Saving and Loans (VSLA) groups and receive foundational skills in business management, life skills, gender equality, sexual reproductive health and rights, and prevention of sexual gender-based violence and child, early forced marriage.
    • Lead the roll out of targeted awareness interventions to engage male family members by establishing ‘male champions’ groups, also inclusive of traditional and religious leaders, to promote principles of gender equality, address the root causes of inequality and harmful traditional practices, and foster a supportive environment for women entrepreneurs at the family and community level.
    • Provide technical guidance of the project’s Social Behaviour Change Communication efforts to promote gender equality and positive masculinities supportive of women’s economic empowerment.
    • Identify how the general public, including women and young women especially girls with whom we work, can be mobilised effectively to contribute to gender objectives of the project
    • Develop, review and implement training programs as relevant to project’s gender equality strategy.
    • Partnerships, Communication, Coordination and Influencing Policy: Foster and maintain productive and professional relationships with and between all project stakeholders (women entrepreneurs, government, private sector and non-profit). Leverage partnerships and evidence produced under the project to inform policy, advocacy and influencing efforts.

    Expected Outcomes:

    • Engage multiple partners and stakeholders to facilitate the delivery of gender-responsive services and products across the five main services areas of HerHubs.
    • Facilitate the provision of services, improve linkages and build the capacity, particularly of local actors, to offer gender-responsive, sustainable support to women entrepreneurs
    • Foster strong coordination and collaboration with women entrepreneurs through open and transparent communication, participation and joint decision-making, and respect for their agency and technical expertise.
    • Work closely with Local NGOs, CSOs, Ministry of Food and Agriculture, Environmental Protection Agency, Association of Ghana Industries and others to analyse internal and external evidence and data to build WISE thought leadership, establish clear policy positions and use these to identify opportunities to challenge and strengthen policy and legal frameworks at national and regional levels.
    • Lead the analysis of political environments and stakeholders in order to identify the most strategic targets who can bring about the change, including the private sector, government, civil society, and local/religious leaders.
    • Lead the identification of strategic communications channels and outlets that can best influence WISE targets and bring wider attention to chosen issues.

    Enterprise Development Specialist-WISE Project

    • The Enterprise Development Specialist position contributes to WISE Project objective of supporting the establishment of women-friendly business hubs (HerHubs), which will serve as a ‘one-stop shop’ for women to access gender-responsive services to start and grow small enterprises.
    • In close collaboration and coordination with the WISE project team, he/she will ensure successful, innovative, efficient and effective functioning of HerHubs through effective business planning, business training and developing private sector linkages in collaboration with women entrepreneurs, civil society organizations and decentralized agencies of the government towards achieving a common goal.
    • Reporting to the WISE Project Lead, the Enterprise Development Specialist will be responsible for ensuring that women entrepreneurs build their knowledge and skills to develop and run successful enterprises by adopting appropriate business practices and culture.
    • The post-holder will be based in Tamale but travel to project districts where the WISE project operates for approximately 60% of her/his time.

    Typical Responsibilities – Key End Results of Position:

    • Enterprise Development and Operationalisation of HerHubs: Lead the design, delivery, and monitoring of service support level interventions to deliver results in women’s economic empowerment. A strong understanding of project cycle management and gender transformative programming are essential to provide relevant technical guidance.

    • Develop an enterprise development framework for the WISE project and lead on its implementation, and regular review and progress updates.
    • Coordinate and provide technical oversight of gender-integrated market assessments of women-friendly entrepreneurial, value chains and emerging “green businesses / sectors” in the five target districts.
    • Lead the efforts of the project team and partners to ensure HerHubs in Business Advisory Centres (BACs) and Rural Solar HerHubs are established and operational, ensuring inclusive financial and business development services and products are developed for women entrepreneurs and rolled out.
    • Develop and support the delivery of an appropriate training package in business planning, business skills, strategic planning and entrepreneurship for use by the project team, partners and relevant institutions.

    • Facilitate entrepreneurship opportunities, facilitate increased access to markets, expand agri-businesses, and establish sustainable business (green) streams which aligns with Ghana’s existing programs, policies and investments, including the Rural Enterprise Programme, Planting for Food and Jobs, and One-District, One-Factory initiatives, etc.

    • Lead the technical review and validation of Plan International’s Savings Groups Program Guide to develop an institutional framework for women association/groups and other apex entities with clear linkages with individual associations, as well as specific training components on life skills, financial literacy and business management.
    • Design, develop, and support in the delivery of capacity building programs on governance, strategic planning, financial management, conflict management and human resources management pertaining to VSLAs, associations and groups.
    • Monitor and provide semi-annual tracking on the growth and development in governance, management and overall development of VSLAs, groups and associations related to the project.
    • Facilitate the establishment of agricultural and green producer group associations.
    • Partnerships, Communication and Coordination: Foster and maintain productive and professional relationships with and between all project stakeholders (women entrepreneurs and beneficiaries, government, private sector (including MFIs and Oiko) and non-profit) to deliver products and services that respond to the unique needs of women entrepreneurs.

    Expected Outcomes:

    • Engage multiple partners and stakeholders to facilitate the delivery of gender-responsive services and products across the five main services areas of HerHubs.
    • Ensure innovative digital platforms linking HerHub providers are developed and integrated into local financial institutions to promote women-owned businesses.
    • Work with multiple stakeholders including the Association of Ghana Industries (AGI) to ensure availability of inter-connected and inclusive enterprise development services and products for women entrepreneurs in project locations.
    • Develop linkages with relevant national institutions to support the registration to formalize businesses
    • Foster strong coordination and collaboration with women entrepreneurs through open and transparent communication, participation and joint decision-making, and respect for their agency and technical expertise.
    • Work with program staff and technical advisors to identify the technical support needs of the project and ensure this support is provided.
    • Develop increased knowledge and understanding of women’s economic empowerment results through cross learning, co-mentoring activities to exchange experiences with stakeholders.
    • Best practices and lessons learned are documented, shared, and integrated into programming and used to inform policy and advocacy efforts.

    • Plan International Ghana is looking for a Driver to support a team of professionals and deliver high quality programming and results for a project titled “Women’s Innovation for Sustainable Enterprises (WISE)”. The WISE Project to seeks to leverage enormous potential and agency of Ghanaian women aged 19 to 55 years entrepreneurs in rural and peri-urban areas by employing both demand- and supply-side interventions to contribute to increased realization of rights to economic empowerment, well-being and inclusive economic growth in 3 districts in Bono and Ahafo region (Sunyani Municipal, Tano North and Techiman Municipal) and 2 districts in Northern region (Kumbungu and Tolon). The project will start in February 2020, has a duration of 4 years, and a budget of over $ 5.5 million EUR.
