    Manager, Corporation Secretary and Legal Services, Job Grade KUCCPS 3 (Ref. Code KUCCPS 059/22) - Re-Advertisement

    Key Responsibilities
    Duties and responsibilities at this level will entail: - 

    • Coordinating compliance with statutory , legal and regulatory frameworks to ensure the Service is 
    • guided by law in its operations;
    • Providing legal expertise in the preparation of legislative proposals and the strategic planning process 
    • to ensure strategic objectives are informed by the applicable legal and regulatory frameworks;
    • Overseeing the litigation matters for centralised management of cases;
    • Overseeing formulation of contract management processes for the effective implementation of contracts;
    • Directing legal research on legal matters to remain abreast with emerging legal matters;
    • Liaising with the office of the Attorney General on legal matters of mutual concern;
    • Overseeing the carrying out and implementation of findings and recommendations of governance
    • assessment and external and internal legal audits; 
    • Directing, formulating and controlling legal procedures and processes and good corporate governance 
    • procedures;
    • Liaising with the functional units on queries or legal matters that should arise that relate to the Placement 
    • Service’s affairs; 
    • Overseeing the provision of Company Secretarial services to the Board through coordination of 
    • preparation of Board agenda and papers by Heads of Departments and Sections and arrangement of 
    • Board and Board Committee Meetings;
    • Coordinating identification of legal risks and development of mitigation strategiesto minimise exposure;
    • Overseeing implementation of circulars on governance for compliance and efficient service delivery;
    • Advising the Corporation on matters to proceed in court and those to be handled out of court;
    • Ensuring timely compliance with rules and regulations affecting the Placement Service, including the Code of Conduct and Ethics
    • Attending to all legal matters of the Placement Service including advising, vetting and drafting of legal
    • agreements in relation to the Placement Service’s operations;
    • Overseeing execution of Court judgments entered against the institution;
    • Providing of day to day legal and regulatory support to the functional areas covering general compliance 
    • queries and reviews;
    • Coordinating the development and execution of the departmental budget for prudent resource utilization.

    Minimum Requirements

    For appointment to this grade, an officer must:-

    • Have a minimum of ten (10) years in relevant work experience and at least five (5) years in supervisory
    • role in the Public or Private Sector;
    • Have a Bachelor of Laws degree from a recognized institution;
    • Have a Master’s Degree in any of the following disciplines; Law, Business Administration, Public Administration, or equivalent qualifications from a recognized institution
    • Have a postgraduate Diploma in Legal Studies from the Council of Legal Education;
    • Be admitted as an Advocate of the High Court of Kenya;
    • Have a certificate in Leadership course lasting not less than four (4) weeks from a recognized institution;
    • Be a certified Public Secretary (K) or its equivalent qualification from a recognized institution;
    • Be proficient in computer applications;
    • Fulfill the requirements of Chapter Six of the constitution; and
    • Demonstrate competence in work performance.

    Manager, Information Communications Technology, Job Grade KUCCPS 3 (Ref. Code KUCCPS 060/22) – Re-Advertisement

    Key Responsibilities
    Duties and responsibilities at this level will entail:

    • Developing and reviewing the Information Communication Technology (ICT) policies and procedures;
    • Implementing approved ICT Policies and Procedures;
    • Preparing strategic and operational plans for the ICT Department;
    • Planning, coordinating, monitoring and evaluating (complete project management) of infrastructure and 
    • software development projects undertaken for the Service;
    • Establishing and enforcing ICT standards and procedures;
    • Providing technical guidance in procurement of necessary Information Technology (IT) hardware, 
    • software, services and facilities;
    • Ensuring prudence utilization of ICT infrastructure;
    • Managing the Development, implementation and maintenance of software systems for the Service;
    • Developing, implementing and reviewing strategies on ICT security and disaster recovery plans;
    • Developing and implementing methods, tools and procedures for data integrity and assurance;
    • Providing end-user training and support of implemented solutions and infrastructure;
    • Providing consultancy services pertaining to the provision of software solutions. 

    Minimum Requirements

    For appointment to this grade an officer must:-

    • Have a minimum of ten (10) years’ experience in relevant work and at least three (3) years in a supervisory  role in the Public Service or in the Private Sector;
    • Have a Bachelor’s Degree in any of the following: Information Technology, Computer Science/
    • Engineering, Business Information Technology or any other relevant and equivalent qualification from a recognized Institution.
    • A Master’s Degree in any of the following disciplines is desirable: - Information Technology, Computer Science/Engineering,BusinessInformationTechnology or any otherrelevant and equivalent
    • qualification from a recognized Institution.ave professional certification such as Certified Computer Network Professional (CCNP), CCNA, MCSE, MCSA, MCSD, or their equivalent qualification from a recognized institution.
    • Be a member of an ICT professional body.
    • Have a certificate in Leadership Development Course lasting not less than four (4) weeks from a recognized institution. 
    • Be proficient in computer applications.
    • Fulfill the requirements of Chapter Six of the Constitution; and Demonstrate merit and ability as reflected in work performance and results

    Manager, Human Resources and Administration, Job Grade KUCCPS 3 (Ref. Code KUCCPS 061/22)

    Key Responsibilities
    Duties and responsibilities at this level will entail
    :-

    • Forecasting and planning on human resource needs of the Placement Service;
    • Initiating best practices in the management of human resource function;
    • Championing change management programmes in the Placement Service;
    • Managing succession plans of the Placement Service; 
    • Monitoring and evaluating the effectiveness of training and development programmes; and
    • Leading the placement service in formulating and implementing efficient Performance Management
    • Systems;
    • Formulating and reviewing administrative policies, strategies procedure and systems;
    • Managing service contracts and service level agreements for outsourced services;
    • Forecasting Placement Service’s needs for equipment, security and cleaning services;
    • Overseeing the process of acquiring new service providers related to all outsourced services falling 
    • under administration section;
    • Coordinating renewal of general insurance covers for vehicles, buildings and equipment;
    • Ensuring efficient provision of transport, security and cleaning services in the Placement Service;
    • Safeguarding the Placement Service’s assets;
    • Facilitating Board and staff functions;
    • Facilitating travel clearance, visas and other necessary travel documents for the Board of Directors and 
    • all staff traveling out of the country on official duties;
    • Initiating the identification and acquisition of the Placement Service’s assets for repair, maintenance and
    • disposal;
    • Developing budget plans for Administration section;
    • Overseeing the provision of efficient records management and information service in the Placement
    • Service; and 
    • Coordinating the preparation of periodic progress reports.

    Minimum Requirements

    • For appointment to this position, a candidate must:
    • Have a minimum period of ten (10) years relevant work experience and at least three (3) years in a management position in comparable and relevant position;
    • Have a Bachelor’s Degree in any of the following disciplines:- Human Resource Management, Personnel 
    • Management, Public Administration, Business Administration or equivalent qualifications from a recognized institution.
    • Have a Master’s Degree in any of the following disciplines is desirable:- Human Resource Management, 
    • Human Resource Development, Industrial Relations, BusinessAdministration or equivalent qualification from recognized institutions;
    • Have a certificate in Management Course or its equivalent lasting not less than (4) weeks.
    • Have a professional qualification and be a member of the Institute of Human Resource Management (IHRM);
    • Be proficient in Computer applications;
    • Fulfill the requirements of Chapter Six of the constitution; and Demonstrate competence in work performance
