    Consultant (Leadership Skills Training For CSOs In The Small Scale Mining Sector)

    Background

    Solidaridad is an international solution-oriented Civil Society Organization working through eight Regional Expertise Centres on transforming markets to make them more inclusive and sustainable.     Our programmes in West Africa focuses on stimulating sustainable supply chains through continuous improvements in production and trade relations. Environmental sustainability is critical and core to Solidaridad’s work.  We have operations in Ghana, Cote d’Ivoire, Nigeria and Liberia. 

    Influencing Policy for Sustainable Gold Landscape Project 

    In Ghana, Artisanal and Small Scale Mining (ASM) are widespread due to the favorable geological settings. It provides direct employment to over 1,000,000 people and accounts for 42% of the country’s gold production. The ASM sector is characterized by widespread destruction of the environment, mistrust among key stakeholders, poor representation of ASM miners in higher-level decision-making and policy formulation, and ineffective implementation of policy. 

    The Ministry of Lands and Natural Resources in collaboration with the Minerals Commission and other key stakeholders developed the Multilateral Mining Integrated Programme (MMIP). It is a five-year plan which will serve as a framework to guide activities in the sector. The MMIP is built on five major components. These are:

    • Review and Enforce the Legal and Regulatory Regime;
    • Reclaim Degraded Lands, Dredge silted Estuaries and Waterways and Free Lands for Agribusiness;
    • Implement Social Interventions to Facilitate Sustainable Livelihood Creation in Mining Communities;
    • Adapt Technology to Ensure Efficient Mining, Processing, Environmental and Monitoring Activities; and
    • Capacity Building of ASMs, Regulatory Institutions and Project Management.

    Solidaridad will be supporting the implementation of this Programme in three main areas. These are:

    • Advocating for sustainable landscape policies and practices in the ASM sector; 
    • Advocating with like-minded organizations to ensure sustainable landscape policies in the ASM sector through multi-stakeholder platform level discussions, alliances and coalitions; and
    • Building the capacity of like-minded organizations and ASM Associations to be able to advocate for sustainable landscape policies in the ASM sector.

    It is expected that by the end of the programme, Solidaridad has contributed to:

    • Improved national level ASM policy through advising the Ministry of Lands and Natural Resources and the Minerals Commission;
    • Improved alliances and networking with like-minded CSOs to lobby for sustainable land use management policies in the ASM sector;
    • Empowered national level ASM associations i.e. Ghana National Association of Small Scale Miners (GNASSM), Artisanal and Small Scale Miners Africa Network (ASMAN) and Women in Mining (WIM) with training on effective governance and management, effective grassroots advocacy, inclusive policy formulation and gender mainstreaming; and
    • Enhanced knowledge among Civil Society Organizations, Government Institutions and officials in key agencies about ASM, miners’ perspectives and effective policy interventions. 

    The objective of the Assignment

    The objective of the assignment is:

    • To train thirty (30) participants from the Ghana National Association of Small Scale Miners, Women in Mining and Artisanal and Small Scale Mining Africa Network in Leadership Skills.  

    Scope of Work 

    • Develop Leadership Skills Trainer’s Manual. The modules should include, but not limited to:
    • Teamwork;
    • Conflict resolution and management;
    • Succession Planning;
    • Communication;
    • Undertake a 2-day training workshop on leadership skills for the selected CSOs; 
    • Present Draft Final Training Report on Leadership Skills; and
    • Present Final Training Report after incorporating comments from the Client.

    Deliverables

    • Trainer’s Manual on Leadership Skills; and
    • Final Report on Leadership Skills Training. 

    Duration

    • The assignment is expected to be undertaken in 18 man-days. The Client will provide transportation and bear all training-related costs. 

    Reporting 

    • The Consultant will report directly to the Gold Programme Manager.

    Confidentiality Statement

    • All data and information received from Solidaridad for the purposes of this assignment are to be treated confidentially and only be used in the execution of this TOR. All intellectual property rights, including all reports, arising from the execution of this TOR shall be assigned to Solidaridad. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written authorization of Solidaridad. 

    Requirement

    • The Consultants must at least hold a MSc degree in a relevant field and have experience in a capacity building and organizational development
    • Preference will be givien to Consultants with experience in the small scale mining sector in Ghana

    Method of Application

    Interested consultants are expected to submit technical and financial proposals with the following components:
    Proposed methodology;

    • Workplan; 
    • Proposed budget;
    • CV of Consultant(s); and
    • Demonstrable experience in undertaking similar assignments.
