    Country Team Leader for WASH-FIN 2 Project

    About The Job
    The USAID-funded WASH-FIN 2 project in Ghana, implemented by Tetra Tech International Development, is currently accepting expressions of interest for a Country Team Leader. This position will be located in the main office in Accra, Ghana.

    Job Summary

    • The Ghana Team Leader is Tetra Tech’s main WASH-FIN 2 project representative in country responsible for cultivating relationships with all partners in country, including, but not limited to: the USAID/Ghana Mission, national, and local government, civil society, and private sector including subcontractors, financial institutions and other development partners. 
    • The Ghana Team Leader is responsible for the effective implementation of WASH-FIN 2’s country activities, with direct oversight of country-specific financial and administrative management. 
    • The Ghana Team Leader supervises technical and administrative support staff, short-term consultants, and subcontractors providing intermittent technical assistance for in-country activity implementation. 
    • The Country Team Leader is a full-time position with an expected duration through October 2027.

    Responsibilities:

    • Provides leadership, supervision, and direction to the WASH-FIN 2 in-country implementation team and short-term technical assistance resources;
    • Provides quality assurance/quality control of all country-specific deliverables; is ultimately responsible for sound financial management of the in-country expenses and budget;
    • Assumes overall responsibility for the efficient operations of administrative, personnel, financial, and related management systems as codified in Tetra Tech’s manuals, handbooks and Standard Operating Procedures (SOPs);
    • Provides technical assistance in one or more specific technical areas, in accordance with the contract statement of work and approved country-specific proposal and work plan;
    • Leads preparation of country-specific contributions to project reporting, including annual Work Plan, Annual Reports, Quarterly Reports, Final Report, and country-specific knowledge management products;
    • Creates and maintains a culture of compliance with USAID and Tetra Tech policy and practice, and ethics within the country team;
    • Directly oversees and authorizes all in-country expenditures, overseeing local currency accounts, assuring submission of financial reports and local accounts to WASH-FIN 2 Operations Team as per company requirements and standards;
    • Prepares annual country-specific work plan and budget in collaboration with global technical team and submits the budget for that plan as per instructions from the Director of Operations for inclusion in the overall WASH-FIN 2 Program Annual Budget Plan;
    • Manages country-specific personnel to assure highest standards of performance are achieved;
    • Serves as the primary, in-country contact for all safety and security issues which may affect WASH-FIN 2 staff and its installations (as directed in WASH-FIN 2’s Safety & Security Manual); and
    • Represents Tetra Tech in-country at conferences, seminars, and other professional meetings that require presence of the Ghana Team Leader; represents WASH-FIN 2 before USAID and in-country counterpart and development partner audiences.

    Qualifications:

    • Minimum of bachelor's degree (master's preferred) in engineering, economics, public policy, or related field;
    • Minimum of 10 years of professional experience, with a demonstrable knowledge of the policy issues, reform agendas, and practical challenges of financing and management of urban and rural water supply and sanitation infrastructure and services in Ghana;
    • At least 5 years’ experience specifically working in an advisory role in the urban and or rural, water and sanitation sector is required with exposure to capital planning, accounting, and finance;
    • Prior experience supporting private sector and community engagement in WASH services highly desirable;
    • Experience with urban climate resilience and USAID project management preferred;
    • Fluency in English is required; and
    • Ghana nationals strongly encouraged to apply.
