    Modeling Consultancy (Health)

     Primary Duties and Responsibilities: 

    • Objective: The objective of this short-term consultancy is to provide on-the-ground facilitation and support to the USAID-funded PROPEL Health project in its technical assistance to the Ghana Health Services (GHS). In collaboration with GHS, PROPEL Health is modelling the anticipated gap for FP commodities and funding over the next several years, with prediction or scenario exploration of available donor funding to support FP. PROPEL Health is also estimating the impact of this gap on health, equity, economic growth, and broader development outcomes that resonate with decision-maker interests. This work was initiated in November 2022, and thus far has involved compiling existing data and adapting existing excel-based tools that allow for changing assumptions and differing scenarios.
    • Specifically, the consultant will work with PROPEL Health to organize and facilitate a participatory workshop (1-2 days) with key local FP actors (e.g., GHS, USAID, UNFPA, local development partners/NGOs). The purpose of this workshop will be to review and agree on input data, identify 2-3 scenarios for the application, demonstrate the excel-based model and ensure understanding and agreement with its outputs for use in program planning, resource mobilization, and advocacy efforts on FP in Ghana.

    Activities:

    • Work with PROPEL Health demographers to understand the models being used, the input data, current assumptions/scenarios, and how the model can be adjusted/used. This will require 2-4 virtual meetings/orientation sessions (1-3 hours each) and the consultant will need to review materials prior to meetings.
    • Review the input data provided by GHS and other development partners. If needed, follow up to obtain any missing data or clarification.
    • Meet with GHS to plan the workshop agenda, invitation list, and vet preliminary scenarios/data inputs.
    • Work with another Palladium consultant who will assist with planning logistics for the workshop (venue, refreshments, etc.) as well as take notes during the meeting.
    • Facilitate a 2-day workshop with key family planning stakeholders in Accra.
    • Review notes from the meeting and summarize any changes/updates that are needed to the modelling file(s). Submit a short report of the meeting (3-5 pages) summarizing any decisions, questions, and/or changes needed to the modelling work.

    Deliverables:

    • A detailed (facilitator’s) agenda that has been approved by GHS and USAID.
    • Short report of the workshop (3-5 pages) summarizing any decisions, questions, and/or changes needed to the modelling work.

    Required Qualifications:

    • A post-graduate degree in public health, economics, or other social sciences, or a health-related field, and working knowledge of common health demographic indicators.
    • Experience with demographic models/modelling, such as DemDiv, ImpactNow, RAPID, or similar tools.
    • Detail-oriented with excellent quantitative skills.
    • Demonstrated proficiency in Microsoft Excel.
    • Experience working with government, donors, and/or NGO stakeholders in Ghana.
    • Family Planning expertise and strong knowledge of the current FP context in Ghana highly desirable.
    • Excellent communication skills – writing and oral presentations – in English.
    • Familiarity with contraceptive commodity procurement a plus.
