    Programme Policy Officer (Project Coordinator)

    JOB PURPOSE:

    • Under the overall supervision of the Deputy Country Director and technical supervision by the Head of Social Protection in Accra, the Programme Policy Officer – Project Coordinator will be expected to perform the following duties:

    MAJOR DUTIES AND RESPONSIBILITIES

    • Provide effective leadership for project management and implementation and ensure the achievement of project results as per the project document.
    • With the support of the project staff, prepare and review detailed annual and quarterly project work plans.
    • Participate in the recruitment of project staff/national consultants and international consultants.
    • Ensure effective collaboration with WFP Regional Bureaus technical officers and HQ, in particular The School Based Programming (SBP), Nutrition, Supply Chain/Food Safety and Quality, Smallholder Agriculture Market Support (SAMS) and gender, to enable the alignment and integration of the project with their strategic objectives and targets.
    • Ensure coordination within the Country Office (CO) team, particularly school feeding, nutrition, food safety and quality, supply chain and logistics.
    • Facilitate the deployment of regional and headquarter missions to support the project activities as per the workplan. 
    • Lead the development of a monitoring and evaluation plan and ensure that project indicators are applied and tracked.
    • In collaboration with the Private Sector Division in Partnerships (PPF), prepare project progress reports, including annual report as required by Head Quarters (HQ) and the donor.
    • Act as the main point of contact for Rockefeller and the Coalition initiatives that might be connected to the project and participate in regional and/or global workshops or meetings.
    • Establish positive and efficient working relationship with provincial and national level staff of the Ministry of Agriculture, the Ministry of Education, the Ministry of Gender Children and Social Protection, Ministry of Health and other strategic Government structures that are crucial to this project to ensure government ownership for the outcomes of this project, their involvement at every stage of development and implementation and help to connect Government with the broader school feeding strategy of the CO and the transition plans.
    • Establish positive and efficient collaboration with the schools/communities, the private sector and the civil society that have a stake in the project implementation.
    • Support the development of an advocacy strategy/plan to support shift at policy level, help coordinate research and evaluation conducted by external partner and help communicate impacts, barriers and gaps.
    • Represent the organization in meetings with Government counterparts, partners and other project stakeholders as delegated by the CO.
    • Perform any other duties as provided from time to time.

     
    Minimum Academic Qualifications

    • Advanced university degree in one of the following disciplines: agricultural economy, agricultural and rural development, nutrition, project management, education, food processing, safety and quality, M&E, development studies, gender studies or other related fields.

    Desired Experiences for Entry into the role:

    • Minimum of 2 years of post graduate progressive professional experience in co-ordination and project management.
    • Previous experience in managing projects on school feeding, food procurement and supply chain, value-chain development, nutrition, food technology or related fields.
    • The ability to coordinate multi-stakeholders is a multi-cultural environment is an important asset.

    Language: Fluency and good command of the English language is essential
